philadelphia police officer. cell phone video allegedly shows the officer bribing those he pulled over to sell tips for a charity events. david henry is live. that officer has been pulled from the streets while his actions are under review. >> reporter: yeah and an investigation is under way rick. it appears to be a pretty good deal for the driver, keen your car for just 30 bucks but police commissionepolice commiss ramsey says this is rot the 10. >> nothing about the stop is good. >> reporter: commissioner ramsey immediately pulled the officer off the streets. it appears to have been a case of outright extortion. >> 10 bucks each, man. either you buy these or i take your car 'cause it's unregistered. >> reporter: the incident was what police call a live stop part of a crackdown on unregistered and uninsured vehicles. they can tow an unregistered car on the spot. but this cop is offering an

alternative. >> you got 30 bucks? 10 bucks each. >> can i get two? i don't want to take two. >> let him buy too or else i'll >> reporter: ramsey says it's bad enough the officer appears shaking down a motorist but he's damaging a good cause in the process. >> a lot of the families of the officers and firefighters that have died are there and they like to know that people still support them long after their loved one is gone but he's tarnished it and that's incredibly unfortunate. >> reporter: the officer has been identified as 32-year-old matthew zgersky. he's a nine year veteran of the force assigned to the 24th district. ramsey says every aspect of the he sounds wrong including the homophobic slurs. >> police department. you got any kids. >> i do not. >> do you have any kids. you got any sweet hearts. >> yeah. >> i'd rather take my girl

than this guy. >> this doesn't like like two fruit cakes. >> reporter: the driver of the car posted the video on his facebook page and it has gone viral. an embarrass. for the police force. >> anyone with any kind of clear thought would know that's not g it's not what you do. >> reporter: now the driver of the car says he's already been contacted by the police internal affairs division which is conducting an investigation. the results of that investigation will be turned over to the d.a. for consideration of possible criminal charges. live at police headquarters, david henry, channel6 "action news." rick. >> all right, david, thank you. a $2,500 reward is being offered for the arrest and conviction of the gunman who killed twin brothers in camden. police found the bodies of markise and maurice harper insides of a vehicle at collings chester county courthouse.

>> reporter: at first it was thought the body discovered last night just off the pavement in the 700 block of hillsdale might have been a hit and run victim. but authorities say 17-year-old christian santiago of west chester was shot and killed, a homicide victim. grieving family members who came to the scene this morning said they had been told that the high schooler had been shot multiple times and dumped at this location. santiago was throwing resume his education at henderson high school this fall. late last year following a disciplinary issue he attended glen mills an alternate school but had done well and was loo looking forward to his senior year at henderson. >> he was one of the kinds evident people we know. like he's always there when like we needed him.

>> the coolest kid in west chester. to meet up with an end like this -- >> reporter: can you fathom why anybody would want to harm him. >> who would not be jealous of christian. it was an awesome person. >> as soon as you think of him you just remember how sweet he was and it just warms up your heart. >> reporter: can you think of anybody who would want to harm him. >> no. >> reporter: to shoot him? >> no. >> whoever did is messed up. >> reporter: chester county d.a. tom hogan said today in a statement that the killing was not random and that the victim had been targeted. he said there were strong leads and physical evidence and expected that there would be an arrest made. in west chester, john rawlins, channel6 "action news." >> police in bucks county are trying to figure out what caused a driver to crash through an office building this morning. the accident happened at about 9:15 on easton road in warrington township. the car slammed about halfway through the old barnett building. the driver was taken to

doylestown hospital with unknown injuries. inspectors did a safety check of the building and advised the owner that it would need to be repaired to maintain operation there is. septa is giving more people a chance to buy special passes for the upcoming papal visit next month. one day regional rail tickets are now available for in person sales at select stations. the passes will be required for regional rail travel when the pope is here on september 26th and 27th. you can find all of the details on 6abc.com. "action news" has been in argentina all week long gathering stories about pope francis' hometown of buenos aires. tonight jim gardner exposes -- explores gay rights and the catholic faith. >> the issues of homo sexuality gay marriage and gay priests are demanding the attention of pope francis as he comes to philadelphia. the issue is of no less urgency here in that argentine inform this country is about 80 percent catholic with a

very active gay community. sabina and fiorena were the first couple married under the country's gay marriage law when it was signed in 2010 but they and their two daughters are not recognized as a family by the church. [speaking foreign language] >> reporter: she told me we want the blessing of god. that we're recognized as a family. pope francis today is seen as wandering the church to be more welcome to gay people. but as archbishop bergoglio in 2010 he waged a losing fight against president cristina fernandez who wanted argentina to be the first latin american country legalize gay marriage. the national congress building here in buenos aires was the scene of many protests. bergoglio called the gay marriage legislation "a destructive attack on god's plan. ." he also said "at stake is the identity and survival of the family."

[speaking foreign language] >> reporter: karina says the pope's attitude has absolutely changed, that he's become more thoughtful and more respectful of gay people. it was on the papal plane in 2013 when he told reporter that is gay people should not be marginalized and should be intergreatd into society and then he uttered the most repeated words of his papacy. [speaking foreign language] >> reporter: if someone is gay and he searches for the lord and has goodwill, who am i to judge? those words electrified the catholic gay community in the u.s. and prompted some to wonder if this pope will move to sanction gay marriage. it's unlikely. francis has also said this am i. a son of the church. gay marriage is not on the agenda. andres quit the priesthood when he realized he was gay. [speaking foreign language] >> reporter: he told me francis should act on what he really beliefs. according to him to allow gay

marriage but he says he won't do that because it would turn the church into an ideological battlefield. back in the delaware valley the firing of gay teacher margie winters from waldron mercy academy has caused cries of protest. philadelphia archbishop charles chaput supports the firing saying there's nothing complicated or controversial about it. it is tempting to wonder how pope francis will react. of course no one should or would presume to know. five words make it especially difficult to rush to a conclusion. because we can hear him say, who am i to judge? lgbt groups have been seeking a meeting with the pope when he is in the united states and organizers said this to the new york times. gay catholics want him to acknowledge their rejection by the church and to welcome them as full members with equal access to the sacraments like baptism and marriage. for the pope and vatican, this is an issue that won't go

>> out of our delaware news room firefighters continue to monitor a refinery in delaware city after there was a fire there today. the blaze started a little after 1:00 this afternoon at the pbf energy delaware city refinery in the 4500 block of wrangle hill road. from chopper six you can see flames shooting out of a building with firefighters pouring water other blaze. a spokesperson for the refinery tells us there was a problem with a processing unit. all of the employees got out safely and the fire was put under control after about two hours. temple university welcomed its new class of students today. president theobald.

during the ceremony the president encouraged students to graduate if four years. he asked the students the take selfies with the hashtag temple 2019. and says he'll ask them to do the same on their graduation day. the class of 2019 descended onto saint joe's university campus this morning. their first semester found to be memorable as a special visitor will be staying near campus come the end of september. "action news" reporter katherine scott has the story tonight from wynnefield. >> packed cars pulled into saint joseph's university today. >> i'm feeling good. i'm really excited. >> reporter: it's move in day on campus and freshmen are getting settled in. >> i feel really excited, nervousness obviously. not feeling that there's something wrong. >> i'm excited to visit philly and like explore new city. i've been in new york for my entire life. >> reporter: 1100 freshmen are arriving on cath pus and many came with their families. john has been designated the family lifter by his daughter

but he was more than willing to pass on that title. >> i'm looking to find a sophomore senior guy that has more muscles than i do. >> reporter: the rolling carts definitely help because there is a lot of stuff. some erred on the sides of too much not exactly knowing what they would need. maybe they'll fine tune the process by senior year. >> she was pouring through what she wanted to take with her at 1 o'clock in the morning so we're all kind of tired. glad to be here though. she's really excited. >> reporter: a lot of excitement from freshmen as they embark on this new adventure and happens to come about a month before the pope arrives to town and he's going to be staying right down the street from here at saint charles borromeo seminary. >> for the school that celebrates jesuit practices for the pope to also relate that and to be so close nearby and to be preaching it's a really important thing for the school. >> reporter: furniture and supplies back and forth isn't exactly glamorous but it does signify the start of something new. and it's a proud moment for

officially over. yup, today marked the final workout between the eagles and ravens. a short walk through. defensive coordinator davis says it's been like playing two extra preseason games with the combined practices but now it's go time for really our very own brandon graham says they're all itching to actually play against their practice partners tomorrow night. >> i'm excited to go outer and play them. i know it's going to be a lot different. i know they going to have a lot of intensity. but me i'm just trying to make sure i just work on the little things that we talk about in practice. >> now you have to see this. after practice montoya took fletcher cox for a spin in the parking lot. they were only supposed to pose for a photo. instead, montoya did doughnuts, he weaved around the light poles, he frankly left all of us feeling for fletcher's life and our own. me especially but the defensive end not phased.

sunday but filtered sunshine so all in all a really decent weekend. >> wow. >> and tonight is a great friday night. storm tracker6 live double scan showing that we have cleared the air with a cold front that moved through last night with some of those flooding downpours and the action cam taking a look in franklin square. a great day to take the kids out to the carousel. really a great day to do anything outdoors. the accuweather highlights will show that you yes, the heat wave is over and it's going to be great weather for the eagles game tomorrow night. today's high, though, 88 degrees. so, now the first day in 10 days with temperatures below 90s. we had nine days -- or i should say we had six days in the heat wave. there we go. skies six taking a look at temple university. we've cleared the air with that low humidity as well. tomorrow night if you're going to the linc as the eagles take on the ravens it will be gorgeous. a few clouds here or there. the kickoff temperature 82 degrees. and then by the fourth quarter the temperature dropping down to 77. right now temperatures in the 80's.

82 in allentown, 84 in trenton, 84 in millville, 86 in philadelphia. cape may 81. and the poconos have dropped down to 74 degrees. so satellite6 along with action radar showing loads of sunshine today. getting a few high thin clouds streaming up from the south and west but they'll be rolling out in the overnight hours. so, tomorrow high pressure really in control of our weather. that will bring us loads of sunshine with a lie up to 86 degrees and again, low humidity so that's key. sunday still a nice day but low pressure that will be moving off shore up the eastern seaboard will throw a few clouds our way and there could be an isolated shower mainly east of philadelphia. most areas should be rain free with a high up to 88 degrees. so, if you are down the shore tomorrow, 71 degrees, the water temperature. the air temperature very comfortable, 82 degrees. lots of sunshine. on sunday, some clouds rolling in. again maybe an aisles lated shower with a high of 82. heading to the poconos, fabulous weather in the poconos tomorrow.

sunny and pleasant, low humidity with a high of 76 degrees and sunday partly sunny with a high of 78 degrees. hurricane danny became a major hurricane today. maximum sustained winds 115 miles per hour. that's a category three hurricane. you can see that eye forming on danny. it's a very small hurricane. the hurricane force winds only extend about 15 miles from the center so when the conditions are favorable it's like a figure skater kind of pulling in the arms. it can spin very quickly. danny will be moving into air that's drier, that has some wind sheer so looks like danny should become a tropical storm really weaken by the time rolls over the lesser antilles early next week and then it will head towards san juan and the dominican republic by the middle of the next week. the exclusive accuweather 7-day forecast beautiful weekend. tomorrow mostly sunny, 86 degrees. low humidity. on sunday clouds with some sunshine, still filtered sunshine, 88 degrees and monday we get back in the
