come. the signs warning everyone about this week's papal parking restrictions went up last week but as you can see, plenty of people are rolling the dice and leaving their vehicles in spaces that will remain off limits until next monday. tony farr says he's moving his car even though he thinks this is all a bit excessive. >> seems to be quite early, right. he doesn't arrive until the end of the week and we're already experiencing together and it's been a lot of inconvenience. >> reporter: these are only the initial phases. this map which you can find on 6abc.com revealed the full scope of the restrictions that will go he into effect over the next few days ahead of the pope's arrival on saturday. in the meantime, if you live within the restricted area, you have options. you can still purchase a 20-dollar placard like this one from the parking authority which allows you to keep parking along the curb for now but once thursday rolls around, you'll then have to move your car to one of six designated garages where it will have to remain through the weekend.

another option is competing for street parking spots in nonrestricted neighborhoods. kelly dick chico of fairmount opted for curtain number three. >> i had to go out to the suburbs where my parents live in willow grove. had to park my car there and take the regional rail back to be able to come back to the city and be able to move around. now i'm depending on cabs and uber and zip car. >> reporter: if you decide to call the city's bluff and you get towed, there is no fee he to get your car back. the bad news is you're subject to a $76 ticket for parking illegally. in the end though, parking authority officials say they really do not want to tow your car even if a tow truck is just about take your car away. >> as long as we haven't taken the car away, we will give the car back. we want everybody to comply with us and if we tow he zero cars we'll be very happy. >> reporter: all right, back out live, the next phase of the towing schedule kicks in

tomorrow night. if you're trying to navigate the roads in your car and you're still not aware, the inner and outer lanes of the ben franklin parkway are closed. you can try using 22nd as a cross street but you might want to simply avoid the area if you can. getting around this part of the city for the next few days is going to be very difficult. reporting live from spring garden, walter perez, channel6 "action news." rick. >> walter, thank you. the papal visit has officials outside of philadelphia preparing for an influx of people. in paoli chester county transit officials are expecting six times the normal amount of people on septa trains this weekend. so they're emphasizing drop-off points rather than park and ride plans similar to dropping someone off at the airport. >> hoping is that folks from east and westbound on route 30 will travel up north valley road and utilize paoli plaza. they'll all be directed. >> and pilgrims will be brought into waiting areas where they're ticketed, they'll be checked and boarded on the trains. officials said there will be

some parking available this weekend at a satellite lot but it will be on a very limited basis. >> pope francis on his second stop in cuba before he heads to the u.s. tomorrow. thousands of people lined the streets to greet the pontiff. [speaking foreign language] >> first time the pope has ever visited the city which is the capitol of the province where the castro brothers grew up. the pope celebrated mass urging the faithful to give of themselves and to be selfless. he also made a big reference to the religious restrictions in cuba. >> i know that the church in cuba works in difficult conditions to take everyone, even in the most remote places the word and the presence of christ. >> today happens to be the anniversary of pope francis' decision as a teenager to become a priest.

he urged the people in cuba to be willing to change and to be willing to dream. all of this coming as the u.s. decides how to proceed with america's economic embargo against cuba with president obama possibly allowing the un to condemn that embargo, a move that could end the 54-year old restriction. so, curious see how that all pans out as the pope makes his historic trip to cuba and comes to the u.s. tomorrow, sharrie. >> yeah, keeping our eye on that. alicia thank you. while the count down to the papal visit is on, preparations are also under way for the world meeting of families. the event kicks off tomorrow at 1 o'clock with the opening ceremonies at the pennsylvania convention center. registration opened this morning at 9:00 a.m. and pilgrims have been arriving in philadelphia all day long. "action news" reporter vernon odom is following that story for us. he'll have much more coming up in our next half hour. and before pope francis comes to philadelphia, he'll make stops in new york and washington, d.c.

6abc.com. >> now to the latest in the criminal case against pennsylvania attorney general kathleen kane. just hours ago, her law license was suspended by the state's highest court. now kane's ability to do her job is up in the air this afternoon. "action news" reporter david henry is live in the satellite center watching this story for us. david reporter: hi. she is facing those criminal charges and now has temporarily lost her license to practice law but the legal experts we've consulted with say nothing here legally prevents kathleen kane from continuing to hold the office of pennsylvania attorney general. kane's lawyer says the temporary lifting of her law license jumps the gun because she hasn't been convicted of any wrong do, only charged. kane is facing criminal charges of perjury and obstruction for allegedly leaking grand jury documents to the media. she has pleaded not guilty and bound to remain in office. the supreme court ruling says "this order should not be

construed as removing respondent from elected officers is that limited to the temporary suspension of her license to practice law." pennsylvania's constitution requires that the attorney general be a member of the bar. she has not been disbarred only suspended. the law professor says the supreme court has teed it up for state senate republicans who want kane out. he says with a suspended license they may be able to argue that kane is no longer competent to be attorney general and should be removed. that would take a two-thirds majority vote. kane's lawyer say all this is going on ahead of the game. they have issued a statement saying there is another side of the story the public has he never heard. when general kane is given the opportunity to be heard, the other side of the story will finally come out. we are confident that once that happens, general kane will be exonerated. and just moments ago we got another statement this one coming from kathleen kane

watching and grading the film today, this morning he feels like it's fixable. let's hope so 'cause this was ugly. the eagles offense just can't get anything running right now. demarco murray, the eagles star running back off to one of the worst starts in nfl history by a running back. how about just 11 total rushing yards in two games, this from the defending rushing champ and just like eagles fans, murray visibly frustrated last night at the linc. sam bradford's day doomed, too. bradford accounts for three turnovers including an interception in the end zone. bradford has as many turnovers as five other nfl teams combined. it's a brutal start by your zero and two eagles. >> i mean, i don't know how the players felt. i was embarrassed. and that's not the way we're supposed to play football and that's not what we're all about but we didn't -- we didn't play well yesterday and i was embarrassed on how we played yesterday. our message is we felt like we

scared to go out of their houses with the big week we're having on the way. however on the vine street expressway it is already a slow go this afternoon. westbound from broad street out to the schuylkill, doesn't help us out that people are congested getting off of the westbound vine attempting to head towards the parkway which they can't do because that's now shut down in its entirety. happened a little bit early. happened over the weekend that they closed the outer drivers. inner drives have been closed since late last week but the parkway now shut down in its entirety until after the papal visit. surrounding streets like local vine here are all congested, so are the drives, the kelly and mlk headed in towards the art museum circle backed up. stay over on the schuylkill expressway itself. that's not looking so bad this afternoon believe it or not but we do have this broken down truck on the ramp from the schuylkill eastbound at 26th street southbound taking out the right lane although he as we watch i think maybe they're going to get it moving. let's grab the ipad do the commuter report on this monday afternoon. we're watching those papal closures and we've seen some volume along ridge avenue. people trying to detour.

it was a night for the history books. hbo's game of thrones picking up a record 12 statues including best drama series. that's more than any other series in the single year. and they were given the award by comedian tracy morgan. it was his first appearance on live television since he was involved in that crash on the new jersey turnpike last year. but perhaps getting the most buzz from the awards show, actress viola davis. >> the emmy goes to viola davis. 322 and as you press north and westward into lincoln. we're tracking this moisture that will continue to work its way northward and with the showers and the moisture overhead, it is definitely cool outside. currently 70 in philadelphia, 67 for allentown, all the way down to reading out to the west in lancaster, 64 degrees. 69 in beach haven and 70 degrees there in millville. you look at the wind speeds. they're sustained anywhere from 3 miles per hour in reading to as high as about 12 or 15 miles per hour from millville and dover respectively. but they're coming in from a northerly or northeasterly direction so that's draining down cooler air and there is a bit of a breeze that you'll notice when you step outside. here's part of the reason why am here's satellite6 along with action radar. we have high pressure over northern new england and also bordering canada as well and that's the disturbance we're tracking off to our south and west. so, right in between we're tapping into more in the way of cloud cover and it is producing those gusty winds right along the coast tonight. so, the call from accuweather for the rest of tonight, it's

>> people across the country and here in our area took time out to celebrate the united nations international day of peace. dozens of people took part in a march down germantown avenue here in mount airy this morning. some held signs announcing violence and promoting peace. while others displayed t-shirts with the names of people who lost their lives to violence in philadelphia. students of all ages in new jersey also came together to celebrate peace today. moorestown friends school in moorestown held events today for students in grades k through 12. the idea was to spark discussions on the value of peace and how to create it at the school. >> monday is typically an off

>> but first, this is it. the week that will end with the arrival of pope francis in philadelphia. though the main event is this weekend, the world meeting of families begins tomorrow from angola to ethiopia, dallas to the dominican republic and mexico to maui, pilgrims have flocking to the city of brotherly love ahead of the catholic conference. where are these folks staying during their visit? the hotels in and near center city still have some rooms available the authority says but by the weekend as the pope's arrival draws near, they anticipate 100 percent occupancy. >> there's still plenty availability monday through thursday. however, the weekend is starting to really fill up. there are rooms available and if someone were to start looking for rooms now they'd find them. however, i don't know how much longer that's going to last. >> reporter: as registration builds for the formal start of the world meeting of families i find that most plan to be here through this historic weekend. >> i think it's a very good idea for the pope coming here to america. it's an atmosphere of open heart. >> when i first registered i didn't know the pope was coming. that was an added on bonus. >> for him to be here for the -- we're here for the whole week. we're here with some of our sisters from my couldn't vendor and some of the sisters from the local convent around philadelphia. >> reporter: rick, this evening philadelphia is starting to feel like a world

action through 6abc.com. >> police are searching for two men who stole a scooter in north philadelphia and used a baby to help carry out the crime. this surveillance video shows one suspect breaking the lock on this scooter while the other who is holding a baby acts as the lookout. the theft happened friday on the 2000 block of ridge avenue. police say the men are in their late teens to early 20's. they're asking anyone with information to give them a call. "action news" was there as an accident victim was loaded onto a stretch in saint george's delaware. police say the driver ran off the road, hit a pole, then flipped into a canal around 12:30 today. he was able to walk to a construction site to get help. officers say he was not seriously injured. the accident, though, is still under investigation. >> an elementary school in delaware will be opened as scheduled tomorrow after a fire broke out there today. crews were called tout stubs elementary school in wilmington just after

the little girl known as baby doe. rachel bond and her boyfriend michael mccarthy an period in a boston courtroom today. prosecutors say mccarthy punched bond's two-year-old daughter bella in the stomach for being unruly at bedtime. they say mccarthy then told his girlfriend that the little girl was a demon and it was time for her to die. >> when miss bond looked at bella her head appeared to her to be swollen and her face was gray. she knew at that moment that her daughter was dead. >> well bella bonds' remains washed up in a park in late june. the judge ordered her mother to be held on a million dollars cash bond. mccarthy on the other hand was denied bail. >> a nine-year-old indiana boy is recovering from bumps and bruises after he crashed his mother's car into a school bus. but it's not exactly how it sounds. turns out a spider landed on his mother's shoulder as she was backing out of their drive way. police say she completely lost her cool and jumped out of the vehicle while it was moving. well, without missing a beat

the woman's son climbed into the driver's seat and tried to hit the brake pedal. instead he hit the gas sending the car speeding into an oncoming school bus. fortunately neither the boy nor anyone on the bus was seriously hurt. >> big talkers now. the parents of an autistic boy in california are being sued by their neighbors. those san jose neighbors are fighting to have the 11-year-old boy declared a public nuisance. they say the preteen is terrorizing the cul-de-sac and fear for their safety. the neighbors aren't blaming the kid but his parents. they say they are not doing enough to control their son. >> they have been slapped, hit, kicked, basically terrorized. >> my son on his fourth birthday was riding his bike and the child threw him to the ground, grabbed with both lands his hair and shook him violently. >> the neighbors are also suing for unspecified damages saying the "unchecked violence

we've got tractor-trailers filled with supplies and because of all those things on the parkway there's no traffic allowed on the parkway now in the inner or outer drives so the parkway is shut down in its entirety through sometime early next week and that means that surrounding streets like you can see the numbered streets here, local vine are grid locked. just a sea of taillights because people have to use the surrounding streets since they can't use the parkway. up around the art museum the kelly and mlk drivers are backed up headed into eakins oval because of the closures and delays are spilling back onto the vine street expressway which is extra heavy westbound this afternoon and we got word from penndot this afternoon that most of the ramps off of the vine street expressway are going to close now on thursday night. most of our other highway closures take effect on friday night at 10 o'clock including the vine itself, the main lanes as well as the schuylkill and the ben franklin bridge. city avenue is going to close at 10 o'clock saturday morning and then it won't be closed around the clock but it will be closed most of the day saturday and most of the day sunday. so, we'll be talking about all

forecast is concerned. >> yeah, it's cool, it's a little cooler than average but as we go he throughout this week it's going to be funny. we're cool right now. as we get closer to fall, the actual arrival of the autumnal equinox it will warm up and dip back down. a lot going on this week. let's show you what's going on. storm tracker6 live double scan radar you can see he that it's dry for the most part. we are tracking some spotty showers for philadelphia, points to the south and east so we're going a little tighter on street level with storm tracker6. you can see the air in south jersey from salem and millville along route 49 we're dealing with some light precipitation. same thing in delaware from smyrna along route 300 and also along route one close to dover we've got some light precipitation that will continue to stream northward as we go into the rest of tonight. it is definitely cooler than where we were the same time yesterday. currently just 70 degrees in philadelphia with that northerly or northeasterly wind. 60 up in the poconos. 64 in lancaster along the coast. in beach haven at 68, the upper 60's as well in trenton.

here's satellite6 along with action radar. we have a lot of clouds around the area right now from new england across the midatlantic region. we're tracking this weak disturbance that for the most part is riding to our west across interior sections of the northeast but as it streams northward we do have to allow for a spot shower from time to time for the rest of tonight. so here's the call from accuweather tonight. lots of clouds and a shower or two is likely dropping down to 53 in the suburbs, 62 in philadelphia for that overnight low and that northerly -- northeasterly wind is constant at six to 12 miles per hour tonight. here's the setup as we get into tombs high pressure stays put over new england. we have this area of low pressure to our south. we're in between. once again we tap into that tight pressure gradient. it's breezy at the coast. high temperature in philadelphia at 74 degrees with limited sunshine as we go throughout the day breaks by tomorrow afternoon. on wednesday, high pressure stays in control. it is warm for the first day of fall which arrives at 4:20 in the morning. a high temperature by the

afternoon in philadelphia coming in at 80 degrees. so, we're cool to start the week. it warms up midweek and then another change as we get into the rest of this weekend into the weekend. there's that cold front that we're tracking and in the wake of that, we've got high pressure canadian air mass that drops in just in time for our weekend. it is the very important weekend for the city of philadelphia with the papal visit. on saturday, sunshine and clouds and likely it will be dry. there's an area of low pressure that looks to stay south of the city over the weekend and at 73 degrees and on sunday, a few more clouds around with a high temperature coming in at 72. it is a cool day but for the most part we're looking [inaudible] sunshine by tuesday afternoon and at 74 degrees. it's right for the first day of fall on wednesday up to 80. warm for autumn on thursday and at 81 degrees. friday not bad with a mixture of sunshine and clouds and at
