"action news" reporter john rawlins is live at the paoli rail station but first let's go to walter perez in the 2100 block of spring garden. walter, what is the latest on the parking and the towing. >> reporter: well, jim, most of the remaining cars you see parked here along this stretch of spring garden street have those special placards you mentioned which we'll tell you about in a moment. the rest by and large have been towed with the next phase of towing kicking in tomorrow night at 6:00 east of 12th street to third street all as the ben franklin parkway is closed to traffic. in other words, the pope is coming soon. if you purchased one of these $20 placards from the parking authority, you can still park in restricted areas for now. but once thursday rolls around, you'll then have to move your vehicle to one of six designated garages where it muster remain through the weekend.

meanwhile, these signs warning everyone about the papal parking restrictions went up last week. as you can see, though, plenty of people have yet to heed the warnings and if your vehicle is towed, the parking authority is assuring you they want you to get your car back. >> they will be able to call 215686 snow. it's the same number we use during snow emergencies when we relocate vehicles and that will tell them where their car is. there's no fee he to get the car back. >> reporter: remember, these are just the initial phases of car removals. this has been which you can find on 6abc.com breaks down the times and locations of each phase. if you live in the affected areas dealing with the security measures comes down to personal choice. some folks are leaving their vehicles with friends or family who live outside the city. others are competing for curbside parking spots in nonrestricted neighborhoods. sean gutmann and fairmount says she's not sure what to do.

>> there's signs on some streets not others. i spoke to a cop to ask her where i could park. she sid you just might as well take your car and park elsewhere. >> reporter: rebecca in spring garden who is a full-time student with a full-time job says taking a vacation this week was not an option. >> my might have to spend three class days at my parents' house's house in west philly just so that i can park and then i'll be driving here and then drive back out to ardmore for work and then driving back here which is a little bit ridiculous. >> reporter: back out live just to clarify, one comment there about the towing, it's true that there's no fee for getting your car back but you're still subject to a $76 ticket for parking illegally. reporting live from spring garden, walter perez, channel6 "action news." jim. >> thank you walter. participants in the world meeting of families began arriving in philadelphia today. and we welcome you to our city. they along with hundreds of thousands of others will join in all the papal events this week.

the greater philadelphia hotel association says there are rooms still available for more visitors but not for long. >> there's still plenty of availability monday through thursday. however, the weekend is starting to really fill up. there are rooms available and if someone were to start looking for rooms now they'd find them. however, i don't know how much longer that's going to last. >> officials add that if you're planning on coming into the city, it's a good idea to get those plans finalized sooner rather than later. now let's switch live to "action news" reporter john rawlins at the septa regional station in paoli. more on preparations there. john. >> reporter: well, a routine day here, jim, but it won't be routine saturday or sunday. there are going to be changes to many of the areas around the various 18 feeder stations that will be operating for septa on the septa rail side on saturday and sunday including here in paoli. there will be detours, there will be very limited parking and you're going to have to know that there will be road closures.

and the advice is everybody needs to study up on it. it's expect heed more than 135,000 people will ride septa rails this weekend after some consideration unger will be one of them. >> i'm terrified. big crowds scare me but i just want to go and see he what it's like. >> reporter: public safety officials urging riders before they head for the train this weekend to study online maps that show temporary traffic patterns, street closings and parking lots if they exist. >> prepare, plan and be ready. >> reporter: radnor says it's lined up thousands of parking spots in lots with jane mile or so of its rail station. volunteers will be used to help people find those parking spaces. >> you'll have someone try to help them park in a convenient location as quickly and safely as possible. >> reporter: at paoli, though, parking spaces number only in the hundreds. the advice to pilgrims, get someone to drop you off. one drop off zone paoli plaza near the village shops.

friday paoli, john rawlins channel6 "action news." jim. >> thank you, john. meanwhile pope francis celebrated mass in the cuban city of olgene today and marked the anniversary of the day he decided as a teenager to become a priest. today pilgrims shouted francis, olgien is with you. he told cubans they should any other, boxed in by ideologies or preconceptions about others. cuba is at a delicate time with its relations with the united states. francis arrives in washington tomorrow. from washington to new york and of course philadelphia, 6abc and 6abc.com have you covered for the pope's visit. monica malpass and rick williams will be reporting live from washington starting tomorrow. eva pilgrim and sarah bloomquist will be live in new york starting thursday. and of course we he will follow every moment of the pope's visit to philadelphia live this weekend.

"action news" reporter david henry has that story. >> reporter: the vote was unanimous, all five justices of the pennsylvania supreme court ruling that attorney general kathleen kane is not fit to practice law at least temporarily with criminal charges hanging over her head. kane was charged last month with perjury and obstruction for leaking grand jury documents to the media and allegedly lying about it under oath. she has pleaded not guilty and vowed to stay in officers. the supreme court has now temporarily suspended her law license but in its ruling, it also says this order should not be construed as removing

respondent from elected office is that limited to the temporary suspension of her license to practice law. kane has issued a statement saying i continue to maintain my innocence and plan to keep fighting to clear my name while serving out the rest of my term in office. the state constitution requires the attorney general to be a member of the bar. law experts say kane has owe has been suspended and not disbarred so nothing legally prevents her from staying in office. but duquesne law professor bruce letowitz says the court's ruling plays into the hands of senate republicans who want kane out. he says they can now argue that she's not competent to hold the job because she's temporarily unable to practice law. removing her on that basis would require a two-thirds majority vote. kane today also indicated she intends to release more e-mails from her office that implicate government officials law officers and judges already a trove of pornographic e-mails exchanged in the office have tarnished

>> just days prior to the pope's visit his name has been attached to a housing project that will spell hope for dozens of homeless and low income people in philadelphia. "action news" reporter katherine scott has the story. >> reporter: this is now a construction site but soon it will be homes. the nine story, 78,000 square foot building is located on the 800 block of arch street. retail space on the first floor with 94 units of affordable housing above for formerly homeless and low income people in chinatown. its name the francis house of peace to honor his pope's work and his visit to philadelphia. >> pope francis has given us the challenge to be islands of

mercy in the he sea of global indifference. >> ♪ >> reporter: the holy redeemer choir sang at this morning's dedication ceremony. nonprofit organizations project home and philadelphia chinatown development corporation worked together on this development which will provide services for both english and chinese speaking residents in mandarin and cantonese. >> it will help preserve protect chinatown as a viable ethnic residential and business community. >> reporter: the hope is people can start moving in by the end of november. residents here will have access to all project home services including employment training and basic medicals care. project home's mission is to empower people to break the cycle of homelessness and poverty. in this project there's a special emphasis on homeless youth. >> the number of youth that are experiencing homelessness is increasing and this is especially true for lgbt

26 other nfl teams. speaking of quarterbacks, thad louis is their new third stringer signed today. steven morris has been cut. at team headquarters, jeff skversky, channel6 "action news." ducis. >> all right, jeff, thank you so much. all week demarco murray said there was no extra motivation facing his former team. who knows if he was being truthful or not. one thing that's clear as day he's having an awful time here in philadelphia. murray carried the ball 13 times yesterday for a total of 2 yards. he has a total of 11 yards in two games. he's averaging half a yard per carry. 0.52 to be exact. everyone from murray to his office sieve line sharing the blame. >> i got to do better running the ball. i'm the person to look in the mirror and say i got to get better and i think individually we got to all get better, collectively we got to get better. >> obviously it doesn't get any worse than that on officials it's the worst rushing attack i think i've been a part of here. >> the players had the day off

>> funny how when fall comes it begins to feel like fall. >> it really does. we're officially still summer but fall does arrive on wednesday and it's definitely feeling like it is. storm tracker6 live double scan showing that we have a few spotty showers out there. not a lot of activity but i am looking at this batch of some showers moving on up maryland, near chestertown right now moving up the i-95 corridor and that will be moving in over the next couple of hours. a lot of it drying out as it does but we will have a few spotty showers around tonight and temperatures definitely on the cool side. right now with winds out of the northeast, it's 67 degrees in philadelphia, our high today 74, 76 is the average high for this time of the year, so temperatures a couple degrees below average. allentown and reading 65. millville 67. sea isle city 68 and wilmington also 68 degrees. satellite6 along with action radar showin showing the cloudse in control today. we did see a few peeks of sunshine earlier but now the clouds are thickening. low pressure is down to the south. this is what's throwing some of the showers our way and

that low pressure will be meandering there for really right through the week and into the weekend but it will be suppressed a little farther to the south. that's good news. tonight lots of clouds with a couple of showers, not quite as cool as last night. last night's low 60 in philadelphia with the clouds insulating the earth, 62 degrees in center city and some of the cooler suburbs down to about 53 degrees. tuesday will be a bit of a battle between the high pressure up to the north, low pressure down to the south. what happens when you get that, the opposing forces will create a bit of a wind tunnel effect so it will be breezy down the shore. inland not quite as windy with a mix of clouds and sunshine and temperatures about where they were today, up to 74 degrees. on wednesday, high pressure is flexing its muscle so that will bring us more sunshine, dry us out and really push this low pressure down to the south and bring us temperatures up to 80 degrees, so a little bit of a warm start to fall, which officially begins at 4:20 in the morning. on thursday night, that cold front moves through, it moves through dry and then behind

that we have another area of high pressure that will be moving in for the weekend. important weekend with the pope's visit and it's looking like that high pressure will keep us a little bit on the cool side and should keep us dry for the weekend with low pressure down to the south. this is an advanced look at papal weekend. saturday, sun mixing with clouds, lightly dry -- likely dry i should say, 73 degrees and on sunday a little bit more in the form of cloud cover, 72 degrees. so, if you're heading to the parkway with about a million and a half of your closest friends a good idea to take a light jack, a little on the cool side. the exclusive accuweather 7-day forecast, some breaks of sunshine tomorrow especially late in the day. another cool high of 74 degrees. yom kippur begins at sundown and wednesday bright, 80 degrees, so warmer, mostly sunny skies as autumn begins and thursday we bump it up to 81 degrees. warm for fall. heading into friday behind that cold front we do cool off a bit, 77 degrees, partly sunny skies and the weekend again at this point looking pretty good. saturday seasonable, 73 degrees.
