rawlins is live tonight outside the courthouse west chester with the rest of the story for us. john. >> reporter: hi, guys. well, we've seen in the past where it's alleged addicts have neglected their children or beat their children or accidentally put drugs in baby formula. this allegation, though, is different. thursday local police came to this house in rural west caln township for a well being check on a 14-year-old girl. they found the 14-year-old and a 16-year-old boy both allegedly told officers the girl's mother 34-year-old jessica lynn riffey had provided them with heroin during september multiple times. d.a. tom hogan explains. >> both of these children the defendant would actually tie off their arms so that the veins would pop out and then she could inject them with the heroin. >> reporter: today no one came to the door of the unkept house. a neighbor told us the situation in the home spiraled out of control in the last year or so beginning with the now 14-year-old having access

to alcohol and marijuana. that neighbor said riffey had worked as a manager at a local restaurant. she now faces drug and corruption of minors charges. riffey's live-in boyfriend jamison burn is facing similar charges. as to why a mother would do what's alleged hogan says he doesn't know. >> in law enforcement we get to see a lot of bad things. but this, this level of depravity really makes you lose faith in humankind. a smother supposed to take care of their child. >> reporter: as for the 14-year-old the neighbor says she's with her father. >> the 14-year-old is still going to have a rough road. she obviously will have to go through detox. she is with a family member and we are hopeful that she can turn her life around. >> reporter: well, the 16-year-old does not have a good family support system we're told so county services have stepped in. the d.a. says the hope is here they can have a soft as landing as possible for both

these kids but it's not going to be easy. live in west chester, john rawlins channel6 "action news." monica. >> john thank you. philadelphia area colleges and universities increased their security today after an online post threatened violence. the fbi said the message indicated an attack would be carried out today but it did not mention a specific college or university. the fbi notified schools of that threat. they say out of an abundance of caution especially following last week's deadly mass shooting at an oregon community college. >> i think everyone is a little on edge after oregon. i think that the threat should be taken seriously. >> also talked personally with security personnel here on campus. they said this stuff happens all the time. we get blurbs all the time, all the time. >> school officials encouraged students to report any suspicious activity today. from our delaware news room an 18-year-old was hit by a stray bullet while inside his own wilmington home. it happened early this morning

here in the 300 block of east 14th street. now, our camera today spotted a bullet hole in the window at that apartment complex and a vehicle in the parking lot that had a shattered window. police say the victim was shot in the neck and remains hospitalized in stable condition. >> emergency crews in south carolina are rushing to clean up entire communities after a deadly rainstorm flooded the area. according to the national weather service, one area got 16.6-inches of rain on sunday alone. that's the largest single day rainfall in the u.s. since hurricane floyd hit north carolina in 1999. at least nine people died in the rainstorm and officials are warning the danger is far from over. we will have a live update from one of the hardest hit areas coming up on "action news" at 5:30. meantime we're getting a better look at the damage done on the jersey shore by last weekend's coastal storm. strong winds and waves pushed sand well past the coastline destroying beach structures along the way. local officials said it looks

bad but it could have been even worse had hurricane joaquin hit. >> damaged nothing other than migrating sand. cut beaches and whatever but no damage to homes or personal property. >> bulldozers took to the shore today to move some of the sand back onto the beach. last week new jersey governor chris christie said he hopes the aftermath of this storm causes local lawmakers to rethink their stances on a statewide dune project. >> turning to the forecast, we are starting the work week at least with some sunshine, a welcome sight of course after several days of clouds and rain last week. let's check in with meteorologist melissa magee enjoying that day outside and you have the latest from accuweather. hi, melissa. >> what a difference a day makes with plenty of sunshine to start out our work week. numbers are responding nicely. check out the temperatures across the midatlantic region. it's 68 in philadelphia, 65 in new york city. off to the wets in pittsburgh 71, the uner 70's in charleston, west virginia v here's satellite6 along with action radar. we've got a fair amount of

sunshine overhead but you do notice more in the way of cloud cover right across coastal sections of new jersey and down through delaware. those clouds will slowly start to break apart later on tonight. so, if you're stepping out on the town we've got you covered with your evening planner. 7:00 p.m. it's partly cloudy, a temperature coming in at 62. we'll drop to 60 at 8:00 p.m. tonight. still partly to mostly clear across the region at 9 p.m. way temperature of 59 and the upper 50's by 10:00 p.m. keep in mind we still do have that coastal flood advisory down across south jersey really from ocean city down to cape may even across its beaches there in delaware. the advisory will stay up until 7:00 p.m. ocean high tide is occurring right now and it will take some time for the waters to fill up into the bays there so that's why minor flooding is a concern as we're tracking the high tide. here's what's ahead. warming temperatures on the way so something to look forward to this week. lots of sunshine and then we are tracking a late day change with some rain arriving later this week. we'll have those details coming up with the full and

exclusive accuweather forecast. we'll send it back inside to you. >> melissa we'll check back in later. thank you. city officials are reacting to the sudden passing of former philadelphia naacp president jerry mondesire. the long time journalist and communities activist died over the weekend from a brain aneurysm. mondesire left the naacp under a cloud of suspicion last year. tonight he's being remembered for a true champion for the african-american community. "action news" reporter vernon odom has more. >> reporter: jerry mondesire started out as a hard nosed newspaper man. he graduated to political insider and eventually to naacp activist where his profile grew frequently serving on 6abc's inside story. today many friends and supporters remembered the 65-year-old mondesire who succumbed to a brain aneurysm after struggling for years with kidney disease. >> he spoke truth to power wherever it was. was unvarnished truth. he didn't sugar coat anything. >> he was fiery, very smart

and he kept things moving. >> reporter: despite his il illness and ouster from the naacp leadership post he kept on polishing his sunday sun newspaper where he regularly attacked his enemies and praised the. many remember health with fondneshim withfondness. >> he was very much in your face but he was always in your face about trying to do the right thing. >> we've worked together and we have done the opposite at times and so again it's just -- jerry was someone who really challenged you to examine your beliefs. >> jerry mondesire was a person who gravitated towards those who were weak and he lent his strength to them. >> reporter: jerry mondesire loved a rough and tumble of big city politics. he thrived on playing hardball.

his friends, his adversaries and the entire town will miss him. i'm vernon odom, channel6 "action news" in center city. >> septa is teaming up with the philadelphia fire department to spread the word about fire safety. more than 2,000 fire prevention cards are being put inside of the septa buses trains and trolleys across the delaware valley this fall. now officials made the announcement about it this morning in olde city. each card contains safety tips to help prevent fires. today's announcement coincides with fire prevention week. >> all right, time now for a check of our "action news" traffic report monday night. >> let's go over live to matt pelman in the "action news" traffic center see what's rolling or not. hi, matt. >> hi, guys. speaking of fires. we had a big one a half hour ago along 95 in delco. southbound lanes just before the exit for the commodore barry bridge. the fire crews are still on the scene of the vehicle fire here in the right lane. luckily the fire is now out and it's much improved from last half hour. the two left lanes are now getting by on 95 southbound.

that doesn't mean they're getting by well. it's still really slow with speeds like 7 miles per hour from just past 420 on down to that scene at the commodore barry bridge. you may be better off local through chester on 13 or 291. these delays would be even worse but there's a crash on 95 southbound at the girard point bridge so a lot of people are stuck back in south philadelphia. their speeds are just 10 miles per hour. also have a wreck right by city hall along broad street. still have traffic light troubles on the mlk at sweet prior. might be better on the kelly drive this afternoon. crash in haverford along brookline boulevard and one in lower merion along 23 conshohocken state road at fairview road. the better news on 23 comes in in schuylkill township chester county where we got word earlier today and i have a big smile on my face because this is great news the bridge over pickerring creek is going to reopen tomorrow. a lot of people have been waiting a long time for. that they're ahead of schedule so tomorrow should you get that bridge back. we'll check it again rick and monica coming up in the next half hour. >> matt thank you. >> sounds good. much more to come on

>> the search for survivors continues in the caribbean after a container ship was sunk by hurricane joaquin. owners of the u.s. based el faro said the captain planned to bypass the storm but a mechanical problem left the ship adrift. 33 people were on board at the time. one body and an empty lifeboat have already been recovered. crews say four other rafts were on board which could be holding other survivors. the head of american forces in afghanistan said it was afghan forces who requested the air strike that killed 22 people at a medical clinic over the weekend. military officials initially said the strike was launched because american forces were threatened.

the strike hit a clinic operated by the aid organization doctors without borders. u.s. officials said the strike accidentally hit several civilians. doctors without border center city calling for a complete investigation. >> health check tonight, zip lines they are red hot for recreation parks, summer camps even some cruise ships have them but the injuries from them are growing along with their popularity. >> health reporter and registered nurse ali gorman is the at the big board with word on the first national study on zip lines. ali. >> guys, yeah, zip lines used to be just for the extreme adventurer. in 2001, there were just 10 commercial zip lines. 2012, there were more than 200 and there are 13,000 amateur ones in camps and even backyards but as their popularity has gone up, so has the number of injuries. a new study says over a 16-year period, more than 17,000 people went to emergency rooms in the u.s. with zip line-related injurie

injuries. >> 70 percent of them were in the last four years which shows us that this is a growing trend. in fact, in 2012 alone, there were over 3,600 injuries which was about 10 a day. >> now about half of those hurt were 10 years old or younger and three-quarters of them had broken bones from falls. now many zip lines are not regulated or subject to safety standards. but study leaders of course say that they should be and they called for uniform standards to keep people safer. there are new signs america's love affair with soda is waning not only are sales of full calorie soda continuing to drop within two years bottled water is expected to overtake soda as the biggest seller. and the change is happening faster in philadelphia than the country as a whole. even without a soda tax the number of teenagers in the city drinking soda went down 24 percent between 2007 and

2013. and besides cutting soda, we know getting enough sleep can also help prevent weight gain. but for teenagers that may not be enough. a new study shows just going to bed late can also lead to putting on the pounds. a new study from uc berkeley finds if a teenager goes to bed late around 11:00 or 12:00 they're at a greater risk for weight gain even if they get the recommended amounts of sleep. researchers followed more than 3,000 young adults and found a late bedtime was associated with an increase in body mass. so for a teenaged girl 5-foot five weighing 132 pounds and going to bed late from the period of adolescence to adulthood, the study found that she'll gain 12 pounds. but while the researchers say sleep duration and exercise did not make a difference, they do say fast food was a factor. if you're going to bed late, you're more like to reach for pizza or french fries than of

>> time now for accuweather at the "action news" big board meteorologist mel something out -- she's actually inside but she's looking outside watch a nice view for a monday evening. >> isn't it nice rick and monica, sky6 live shot in hd from our temple university camera. we've got clouds and pockets of sunshine as we're looking at the center city skyline and we had enough sun to get our numbers close to where they normally should be for this time of year. it's currently 68 in philadelphia, 65 in trenton, 66 in allentown, the lehigh valley, 68 in reading. along the coast in cape may 62. just 60 in beach haven and you notice with that northerly wind numbers at the coast are a touch cooler in comparison to inland locations. so here's satellite6 along with action radar. plenty of sunshine to start our day for philadelphia. that 95 corridor points to the north and west but you notice the clouds still kind of holding on across south jersey and there in delaware which is why in fact those numbers are slightly cooler in comparison to inland locations. so, we went from summer to fall in a hurry.

it felt like a big flip, you're right. the last five days of september we had temperatures averaging close to 7 degrees above average and the first five days of october, temperatures were 5 degrees below average so we went real from highs in the 80's to just temperatures in the 50's and 60's including today. over the past five days so that chill is definitely overhead. the call from accuweather for the rest of tonight, a few clouds, patchy fog is likely north and west of town. 51 in philadelphia for the overnight low. we'll drop down to 45 in allentown, the overnight low in cape may 54 and the lower 50's there in dover. here's satellite6 along with action radar. it's quiet where we are but the focus has really been across the southeast shore specifically south carolina where we've been tracking this area of low pressure and folks there have been inundated with heavy rain and moisture that continues to pretty inland. in fact, if you check out the rain they've seen since october 1st, since last thursday, some spots in the purple here anywhere from 15

to 26-inches of rain. the good news i can say is that a lot of this moisture is starting to depart and taper off but this location has really seen the most amount of rain when you don't have a tropical system overhead. we're dealing with moisture across that region that wasn't because of tropical moisture so definitely something impressive and unfortunately a sight for folks still dealing with the moisture over there. the call from accuweather tomorrow, it's mostly sunny, above normal. it's a good looking day. 73 in philadelphia, 73 in allentown, 69 in cape may and 70 in dover for the high tomorrow. the five day at 5:00 showing you it's a sunny and warmer afternoon with a high up to 73. fall beauty midweek and at 76. sunny and pleasant on thursday, 72 and rain will start to develop as we get into friday and it's 73 and cooler for the start of next weekend with the high coming in at 66 degrees. so, all in all, not a bad stretch on the way with the exception of that rain on friday, guys. >> okay. >> thank you so much melissa. and we'll have much more "action news" at 5:00 coming up right after our break.

news" tonight. cities and communities across south carolina are on edge right now as heavy rains lead to historic flooding and it is not over yet. we are live. an amtrak train headed to washington, d.c. jumps the tracks in vermont. what officials think caused it. and have you seen this woman? philadelphia police say she strolled into a center city bank on saturday afternoon and robbed it. we'll have that story. >> all right, now to the very latest on a desperate situation in south carolina tonight. governor nikki haley says despite a letup in the rain the danger from historic flooding in that state is not over. >> tens of thousands of folks are without water hundreds of roads are closed and neighborhoods are overrun. >> abc's elizabeth hur is live in charleston south carolina with the very latest from there. elizabeth. >> reporter: rick and monica, as you guys just said with the rain finally moving out of the area, we have actually seen quite a few folks venturing out to check out the aftermath themselves. but as you noted officials are

reminding residents it is still too soon to let your guard down. rescuers on the move are navigating some areas on boats. it's the only way they can get around neighborhoods still under water in south carolina. parts of the street drenched with more than 2 feet of rain in just two days. >> this is not over. just because the rain stops does not mean that we are out of the woods. >> reporter: a warning from the governor adding scenes like these, swollen waters submerging cars and homes leaving some street signs barely above the water line and a bed frame what happened in a tree are just some snapshots of a dire and dangerous situation. >> everything that i own has been destroyed. >> my cats are down in my house down there along with my car probably floating around somewhere. >> reporter: hundreds are now in shelters. 40,000 residents left without water, some 25,000 without power and more than 500 roads closed. officials say more evacuations may be necessary noting 1300

members of the national guard have been activated and 7,000 more are on stand by with rivers reaching their highest level in decades. >> the biggest challenges that we face is following the waves of the water from the mid landsdowne to the coast, road closures trying to monitor those and make sure that we're watching those properly. >> reporter: and right now we are standing by one of those road closures but just to give you some perspective, take a look here. this flood water here where we are standing it is ankle deep now but we're told this was waste high just yesterday and so, yes, conditions appear to be improving but again, the governor asking residents to remain vigilant. that is very latest live from charleston south carolina, i'm elizabeth hur channel6 "action news." rick back to you. >> elizabeth thank you for that report. seven people were taken to the hospital after an amtrak train hit the aftermath of a rock slide and then derailed. the train was traveling

through vermont on its way to washington, d.c. when it suddenly hit rocks that had hall fallen onto the track this morning. more than a hundred people were on board at the time. the locomotive and a passenger car went over an embankment. the other three cars remained upright. no one was seriously hurt fortunately. officials said a freight train passed over the same tracks last night with no problems. an american airlines flight had to make an emergency landing because its pilot fell ill midair and then died. >> american 550 out of 15,000 for 5,000. a medical emergency. captain is incapacitated. >> the plane was en route from phoenix to boston when the copilot radioed for helply he landed the plane safely in syracuse this morning where it was met by an ambulance. passengers were taken to boston by a replacement crew. american airlines said in a statement it's "incredibly saddened by the incident." >> hillary clinton laid out her plan for tougher gun

control laws. four days after a deadly shooting at a college in oregon. she vowed to crack down on buying and selling guns through congressional and executive action. clinton encouraged voters to do their part in their communities. >> we need to go back and with all of our hearts working not just in washington but from the grassroots up demand that we have universal background checks. >> clinton also laid blame on her republican candidates for their response to the oregon shooting. she said they are surrendering to a difficult political problem. a new trade deal involving the u.s. and 11 other pacific rim countries is expected to draw debate from both sides of the aisle. the trans pacific partnership aims to cut trade barriers and set labor and environmental standards. congress only has 90 days the approve it. however, democrats say they fear the agreement will cost jobs. republicans say they think president obama's team has negotiated a bad deal. and world news tonight with david muir will have much

more on hillary clinton's new gun control plan as well as the latest on that historic flooding in south carolina and you can watch that following "action news" at 6:00. >> in other news tonight montgomery county detectives are still trying to determine what led up to a pedestrian being struck by a car. chopper six was over the scene in the area of high street and grosstown road. authorities say the incident happened just before 11:00 a.m. and the victim was taken to west reading hospital for treatment. officials aren't comment on the victim's condition or if the driver will face any charges. in south philadelphia, authorities are trying to track down a suspected nurse imposter turned thief in this 7-eleven surveillance video. before these images were taken back in late august, authorities say the suspect wanted around an elderly woman's home along the 1000 block of snyder avenue. she allegedly stole all of the elderly woman's jewelry and when confront by the victim lied and said she was a home care nurse sent from the hospital. if you recognize this woman, detectives want to hear from

you. philadelphia police are also looking for a bike riding thief who attacked a pedestrian in point breeze late last month. detectives say the suspect picked his target and followed the 29-year-old man to the 1400 block of dickinson street. the suspect allegedly slowed down his bike, slammed the man's iphone out of his hand, caught it then rode away. anyone with information about the suspect is asked to call the authorities. >> the fbi is now joining the philadelphia police department's search for a female bank robber who struck in center city saturday. investigators say they just released this surveillance picture from inside the td bank branch at 1900 market street. the woman walked in about 4:00 p.m. saturday, handed the teller a demand note they think walked out with an unknown amount of cash. no one was hurt but detectives want to catch the suspect before she strikes again. pennsylvania senator bob casey visited our area today to talk about the state's growing heroin problem. he stopped by an addiction treatment center in norristown to push for passage of the

treatment and recovery investment act. the bill would boost funding for heroin prevention and treatment programs. casey says the number of heroin deaths in pennsylvania has skyrocketed in the past several years and something must be done. >> from 2009 to 2014, the number of overdose deaths in this state went from 47 to 800. that is -- i've never seen a number like that. >> casey says the new bill won't remove the heroin problem but it will help change and save lives. >> well, flu season is almost here and residents in camden county are taking precautions. the freeholder board is hosting a flu shot clinic at eastern high school in voorhees. residents can roll up their sleeves until 7 o'clock tonight. doctors recommend flu shots especially for seniors, pregnant women and people with chronic illnesses. >> time to get another look at the traffic scene on a monday night. >> matt pelman back in the

"action news" traffic center. how are we looking behind you there. >> you might say our speeds could use a little shot in the arm rick and monica. >> oh, boy. >> southbound 95 just 7 miles per hour from approaching the walt whitman bridge to the girard point bridge. that's where an accident just cleared. then you pick up the pace a little bit but not for too long because just past the airport, 13 miles per hour, 12 miles per hour, 6 miles per hour, all because of that earlier vehicle fire southbound approaching the commodore barry bridge. they're still out here in the southbound lanes blocking the right lane. looks like they're getting ready to tow away the vehicle but haven't done so yet. northbound is also extra heavy along 95 with the gaper delay. still have the traffic light troubles on the mlk drive by sweetbriar. still a crash in haverford along brookline boulevard and stuck railroad gates in darby are blocking main street. that also means the 11 trolley is shuttle busing between island and woodland and darby and if you're a patco rider here is the plan for this week. they're saying they're going the run on a special schedule for the next three nights and then they'll run that special schedule all day on thursday and friday.
