in camden county as police work to determine how he died. and a small plane slams into homes in florida killing two people, what federal investigators just said about the crash. but the big news is the announcement that philadelphia police commissioner charles ramsey is stepping down, he announced hi plan to retire at the beginning of next year. david henry is live now at city hall with more on ramsey's departing words and plans for the future. >> reporter: good afternoon, he came out of retirement to join the nutter administration and now as it's mayor's run winds down ramsey says it's time for a secondary tirement. >> i'm not ready to kick up my heels but it ain't today, believe me. >> charles ramsey was sworn in as police commissioner on

january 7, 2008 and will retire in january of 2016. mayor nutter gives ramsey credit for making a dent in the numbers. >> compared to this time in 2007, the homicide total for the year is down 33%. >> during ramsey's tenure, there was a record number of homicide shootings. >> it was critical, there is no question about that, but if i thought everything was running on all cylinders, i would not have asked him to come in and take a look, when you are close to something you don't always see what you need to see. >> now they are looking at the recommendations spelled out in the report, and other areas are erupting with unrest after reports of shootings, philadelphia has stayed calm. they say it's about community

policing and building relationships. >> you work as hard as you can building relationships so no one incident can tear it down. but i don't think one chief in america can say, it would not happen here. >> ramsey was appointed by president obama to lead the way on community policing. >> thank you for making my city a safer city. >> ramsey says it will be up to the next mayor to pick the next police commissioner but there is no better chance than richard ross, his second in command. rick? >> david thank you. now to developing news from delaware, police say that a man is in custody after a woman was found dead inside of her home. the 56-year-old psychiatrist was

found by her daughter just before 4:00 a.m., a man contacted them and indicated he was involved in the woman's death and was taken into custody. police say they are not looking for any other suspects, "action news" has a crew at the scene and we'll bring you updated on air and online at 6abc.com. police are still trying to figure out what happened to a toddler found dead in haddon township, new jersey, yesterday. a memorial is outside of the house where he was last seen yesterday, his body was found in cooper river park, an autopsy is pleat but a medical examiner could not determine the cause of his death. there will be a live report coming up at 12:30. the president of the naacp

gathered this noon to celebrate his life, a service began an hour ago at the bright hope baptist church in north philadelphia, dignitaries packed the sanctuary, former governor, ed rendell is among those that shared memories of the the activists. today would have been his 66th birthday. time now for a check of the accuweather forecast, cooler weather. this is the view from the jersey shore and temperatures are expected to drop throughout the rest of the week so get out the heavy jackets. lets check in with david murphy outside of our studios with the very latest. >> reporter: still feeling comfortable with a mix of clouds and sun but not as warm as yesterday and we'll continue to see the temperatures fall, lets grab a look at satellite, there have been clouds filtering through and it looks like

thicker clouds will spill down from the south and west, we are going for overall partly cloudy skies and 67 degrees at the noon hour, and 62 in reading and you can see how the winds have begun to turn from the northwest, that is one reason we are cooling in the afternoon, they are picking up now at the noon hour, 6 miles per hour in philadelphia and in general 10 to 20 miles per hour winds as we roll through the afternoon. we go for a high of 70 degrees, but most of the day we'll spend it in the 60s and yesterday's high was in the mid-70s so it's not as mild as yesterday, on the breezy side too, the average of 70 is above the average high of 67. and the little bit more or less of a spread of the actual low and average low tonight. when i step inside, with the

now back to our developing news from newcastle county, delaware, police say that a suspect is in custody after a psychiatrist was found dead in her own home this morning. katherine scott is live now in the woman's neighborhood following the investigation. >> reporter: a male we don't know his age, called 911 this morning to say he was responsible for the death of a woman who lived here on the unit block of withers way. police were here for hours and will continue to be as they collect evidence. the man was taken to headquarters but police have not released his name or the victim's name. >> it's surprising it's very

quiet. >> neighbors were met with the sight of police vehicles outside of their home in the sanford ridge community, the psychiatrist and mother of two was found by her daughter, her body laying insood of the front home where she lived for years. >> very friendly and we discussed our children and all of that. >> investigators are walking the property for hours gathering evidence, her body was discovered just before 4:00 a.m., a 911 call came in soon after. >> within about a half hour, 4:27 a.m., received a call from the subject giving us information that he was responsible for this incident. >> patrol units went to this home on spring brook lane and took him into custody without incident. >> we are not looking for any other suspect at this time. >> back here live on withers way. investigators from the crime scene unit continue to do their

work and so far police have not released how she died and police are working on releasing new details later today. >> katherine thank you. federal investigators are sorting through the aftermath of a deadly aircraft crash in florida. a plane slammed into a small mobile home last night, killing two on the ground and one in the plane. a plume of black smoke rose into the air and the crash was witnessed by people that work at a car dealership across the street. >> i thought it was doing a stunt or something along the nature, it seemed like an air show, and the next thing i know it made contact with the ground and a big fire ball came zblup it could take a while to confirm what happened here. police say they involved the cold case of a girl that

for the evening commute, 78 and 66 by 5:30, it won't take long for the numbers to fall, we are down to 63 degrees and the clouds and sun mix and the breeze is a factor all wait through dinner time, tomorrow the breeze is not as strong and high pressure is getting closer to us and we'll get a flow from the west and that continues to bring cooler air in and we wind up with a high of 65 degrees, probably a similar number on friday and then we have a front coming at us and the possibility of a shower, and the latest model run is not showing a lot in the afternoon or evening and it wants to put precipitation to the north and there are other recent model runs that have lines of showers coming in mid-day and into the afternoon by dover and millville as well as the north so i would look at tomorrow the same way that we looked at yesterday, where it's not raining most of the time but could be a sprinkle or shower, breezy and cooler and a high of
