your dog stolen with the two puppies is bad enough. but then you learn your dog suffered a horrific death at the hand of some demented person. >> they knocked on my door and found her in the yard. and they took her babies. >> it was just too much to bare. at the beloved 5-year-old pitbull stolen from her backyard yesterday. in along with her two 3-month-old pups. >> she was missing all day yesterday and i went looking for her. i was all day looking for her yesterday. >> late today after dinner her neighbor reports the unthinkable. she is found dead hanging from her chain leech from the top of her 8-foot wooden fence and the two pups missing. the authorities say this was no accident. >> the way the animal was put up on the fence and hung, no way it jumped and hung itself. >> they might have killed her before they put her over the gate because she is usually -- she'll make some noise because she'll bark.

was just another incident in a pattern of profiling. in january, two black teens were shovelling snow when they were stopped, told to sit in the snow and questioned. the police say that happened because there was an ordinance against door-to-door solicitation. >> it is important for all of us in this community to work together, have conversations, explain what you feel, what your issues are, and make sure you get back responses. >> so what happens next? the police say community relations committee made up of church leaders and other residents will meet with the superintendent next week. and other residents are calling for police to start wearing body cams. in lower merion township. plans for new love park in center city, philadelphia approved by the philadelphia art commission. there will be two things we will see more of. more light and more green. terrorism apparently moved to the top of the list as probable causes for the crash of the russian jetliner in the egyptian desert. both u.s. and british intelligence officials are saying that it's more likely that a bomb brought down the metrojet, killing all 224 people onboard. u.s. officials are saying that based on intercepted communication, a bomb could have been placed on the plane by isis or isis-affiliated group. and britain suspended flights to

and from there indefinitely. that was the tense and terrifying scene in a san diego neighborhood today. a domestic violence suspect, armed with a high-powered rifle, began shooting at the officers from his window. the scene was too close for comfort for officials at the nearby san diego international airport. they called for a full ground stop until the situation could be resolved. police finally fired tear gas into the airport and took the man into custody. a college student stabbed four people before being shot and killed by police today at the university of california-merced. that's about two hours south of sacramento. they say the man who has not yet been identified used a hunting knife between 8-10 inches long to attack his fellow students. all of the injured are expected to survive. there is no word on a motive tonight. in tonight's special report, local homeowners have been getting sticker shock when it comes to opening their water bills. they say that they are being

charged double and triple what they are used to paying. consumer reporter, nydia han, has been digging into this issue and is now here with the latest. >> so what's in the water in monroe township in gloucester county? many homeowners say they are drowning in water bills they can't afford. they also tell me some of their alleged usages defy common sense. >> there's only so much you can go up and it pushed you out of town. >> monroe township citizens tell "action news" they are being drained. after a rate increase this summer, many got monthly water bills that are double and triple what they are used to paying. >> it's been hard. it is a real hardship on us. >> regretting his move from neighboring washington township. the same amount of h2o $213 is only $71 there. >> i can't believe it is actually triple.

>> and they also allege getting charged for water they didn't use. this bill from this past august, $645.40 for 77,000 gallons of water, again in one month. last year, build for allegedly using 155,000 gallons in july and august. >> you got a bill for $1,000. how is that possible? >> they told us that it was because we had a pool, because we had a sprinkler system and possibly a toilet leak. >> to use 155,000 gallons, they could have filled their 29,000-gallon pool more than time times. >> we noticed after we got that bill a week later there was a guy outside of our house changing the meter. >> they believe the meter was defective saying they had no leak nor did they fill the pool that month. and electric company says

going out of business. a bankruptcy court expected to approve the plan tomorrow and liquidation sales begin friday. the company is based out of boston but has stories in center city, philadelphia, ardmore, suburban square and wayne. meanwhile, kraft-heinz shutting down the plant, and operating there since 1972 employing 415 people. they make products ranging from a-1 steak sauce to mustard. and the downsizing part of job cuts and plant closing across the country, all of them announced today. and two more warm days. >> it is coming at a cost tomorrow. we're getting more moisture and dense fog is it developing. it's developing now and i think it could be a problem for the morning commute. not bright and sunny like today. and stormtracker double scan

showing if you look to baltimore you see scattered showers beginning to develop. the main concern overnight and the first half of the day tomorrow is the fog. and already the visibility and parts of south jersey dropped down to about 1/3 of a mile. in millville, toms river, trenton, dover also has dropped. and as we head through the overnight hours, the winds out of the southeast, that will pull in the moisture so this fog will become more widespread by the morning commute. the national weather service moments agoi isued a dense fog advisory to areas south and east for visibility legs than a quarter mile until 10:00 in the morning. then the atmosphere should mix it out. this should cause problems for the morning commute. we have the winds pulling in moisture off the ocean. and the airport 49 degrees,

that's the cool shot. allentown 52 and wilmington 52 degrees. satellite 6 along with action radar showing after two days of clear skies, bright sunshine and blue skies, you see the moisture is starting to move in. we will have some sprinkles on and off through the day. no real heavy rain, but again the morning rush hour could be some problems. so use caution, allow extra time. areas of fog, put on the low beams and spotty showers and reduce visibility. and tune into "action news" beginning at 4:30 with david murphy and karen rogers. futuretracker 8:00 tomorrow morning, lots of clouds and spotty showers. pretty mild though. temperatures in the mid to upper 50s. as we head through the day, make a few breaks in sunshine, but a few spotty showers in the afternoon. and temperatures in the 70s. and the sunshine returns on friday before the cold front moves in, that could bring us
