evacuated and survivors were moved to a nearby golf course. gary pettitte arrived after receiving text messages from his daughter. >> she texed and said there was a shooter and that they shot 20 people and they were hiding. >> marco's wife was also inside and she managed to get out. >> she said the guy came in next to her office and i guess started shooting. >> the motive is unclear, the scene is the inland regional center, a facility for people with disabilities and it was hosting an event this morning. that is where most of the victims were located. they called it an active shooter situation as heavily armed law enforcement cleared room by room several suspicious devices were also found.

>> we have bomb techs on site check that out, we do not know if they are bombs of any sort, just things that need to be looked at more closely. >> authorities are still calling this an active shooter situation that is because authorities have not yet entirely cleared the facility. i'm live in the satellite center, chad pradelli, channel 6 "action news." >> thank you chad. "action news" reporter, sara bloomquist, has been at philadelphia police headquarters and is live from there, what are authorities saying or doing there? >> jim, i spoke with commissioner charles ramsey as this began to unfold out in california and he is closely monitoring the situation there, he is getting alerts from a central command center and watching news reports just as we are. i spoke with the head of counter terrorism for the philadelphia police department, he was clear to say there is no specific or

credible threats again the city of philadelphia. with that said there will be extra patrols on the streets of center city tonight. they are called extra assets, extra eyes on the streets and to help people of center city feel safe. i asked the commissioner if he thinks it's situation in an person appears to be an act of terrorism. >> it's way to early to tell what the motive is, how many people are injured. unfortunately, maybe some killed. it's just way too soon. >> now the commissioner also expressed his frustration with the number of mass shootings here in the united states, here is what he said about that. >> it doesn't seem to matter anymore and i don't think the people that do these kinds of things, really think about that sort of thing, whatever they can do to create havoc and kill people, it's just a terrible

situation we find ourselves in today where just more and more it's beginning to occur, something has to happen to change this. >> reporter: now, he did say that san bernardino today, he is well aware it could be philadelphia tomorrow and that is why the philadelphia police department is constantly training for the active shooter situation just like the one we see unfolding in california, again no specific or credible threats to the city of philadelphia, still they are putting extra patrols on the streets of center city, law enforcement is continuing to monitor the situation in california. live at police headquarters, i'm sara bloomquist, channel 6 "action news." >> thank you sara. of course we'll continue to update breaking developments in the mass shooting in california and we expect it's police chief to hold a news conference and that will happen any time and we'll join that event.

stay with us at channel 6 and online at 6abc.com. lets turn to our dreary forecast. the second straight day of rain, causing street flooding in delaware this, is airport road off interstate 95, it was marked as closed but some drivers made the dangerous decision to drive through the high water any way. cecily tynan is live now with the accuweather forecast. >> after two days of rain the weather situation is beginning to improve. double scan live radar showing the steady rain has lifted over new england and we still have drizzle and areas of fog and the actual cold front i'm tracking is out to the west and this is sweeping through overnight and what that will do is really dry out the atmosphere once it moves through but the two days of rain adding up and philadelphia an inch of rain and allentown more than that, and atlantic city .86 and wilmington reporting an inch

quarter of rain. much needed rain. now the problem of visibility, we have patchy fog around, allentown and the poconos 2 mile visibility, once it moves through it will mix up the atmosphere and increase the visibility and get the fog out of here. typically in december you get a rainy day and cold temperatures, but this is not the case, we have a flow from the south and it's relatively warm, philadelphia 59 and dover 60 and trenton currently 56 degrees, this is what to expect, tonight areas of fog and drizzle for the next few hours, that front is moving through our region and sweeping off the coast at midnight and that brings us the drier air and breaks up the clouds, i'll have details on what to expect behind this system coming up in the full accuweather forecast. >> thank you.

and ridge roads, state police says a volkswagon driven by michael rosanne collided with a bus carrying the lenape high school swim team, he and his passenger of medford were pronounced dead at the scene, nobody on the bus suffered serious injuries. a grand jury in wilmington indicted a former secret service officer, 37-year-old lee robert moore is now formerly charged with one count of attempting to transfer obscene materials to a minor. investigators say he tried to solicit sex from an undercover agent that he believed was a 13-year-old girl in delaware and is he due back in delaware court today but the hearing was canceled bought of a chicken pox outbreak at the prison.

we are looking at live video from a helicopter in san bernardino, california, we are looking for this at the first time with you. it appears like police are in pursuit. that is what it looks like, this comes hours after three gunmen burst into a mental health care facility. lets go to chad pradelli live in our satellite center. >> reporter: this is a fluid situation and some of the facts

are changing by the minute, he is what we know. at least checkup to three gunmen were at large and 14 people are dead and 14 others are injured and being treated at local hospitals but law enforcement warns that those numbers could go up. this is the scene earlier today, victims being wheeled to waiting ambulances and armed police seemingly everywhere, it happened at the inland regional center in san bernardino, a care facility for people with developmental disabilities and there was also a banquet at the facility for county personnel and they are saying a lot of the injuries were in that location. the suspects may have fled in a black suv and at last check no one was in custody. chad pradelli, channel 6 "action news." jim?

teams, everybody is out of there, they are all leaving the command post and departing the area and seeing all the s.w.a.t. tactical teams aimed at that suv and we'll try to get back to the suv without showing the suspect and more officers using concealment and cover behind the hedge line, and trying to call out additional suspects in here. it's hard to get a look inside of the vehicle, but can i tell you there is not a window in this vehicle that is not shot out. other than the windshield, that is intact, this was a fierce gun battle and they are looking for an additional suspect, and trying to get the armorment, and looking for that to use as cover and concealment. this is a massive shootout and

we caught up with the pursuit that just terminated with a shootout as we pulled up to the scene. >> this is dramatic live occurrences going on right now when it comes to this investigation, it's shocking how quickly this is happening after the shooting, we were getting prepared for a long protracting investigation but this may have come to a conclusion, but what we do know is a dramatic shootout concluded on the streets, near the scene of the shootings -- >> you are listening to kabc television, what looks like the black suv completely shot out on the street there about a mile and a half from the inlandree search center where the shooting took place, a little over four hours ago, maybe a body on the street as well and police are closing in, the police are moving so deliberately right now around the suv but certainly

that suv was in a fierce gun battle and now other s.w.a.t. vehicles moving up towards what appears to be a body. what are you seeing? >> here is the issue george, they don't want to get too close to the vehicle because they don't foe what he had in the vehicle? are there explosion he in the vehicle, are there potentially other individuals, i would say probably no at this point, but you don't want to roll up to that car unless are you in something that has got some protection for your s.w.a.t. >> an armored vehicle rolling up to the body in the street and are within several feet. what they will do is clear the vehicle and obviously clear him, i will assume if he is not deceased get an ambulance and move him on. it appears by this scene, you only have one person. >> right now from what we can

tell the police are careful, surrounding it on all sides, moving within 10 feet appears of that body and pierre it's relatively close to the center where the shooting took place. >> this could be the first major break in the case, obviously if this individual is tied to the shooting, they can do fingerprints if he doesn't have i.d. on him, this will tell them what took place earlier in the day, if in fact the man is tied to the shooting, the san bernardino police chief is about to go to a news conference now. >> my name is nicky, i'm a sergeant with the san bernardino police department. just an update for you, the number of wounded has increased to 17 at this point. the number of fatalities has remained at 14, we have a

okay. >> can you confirm that is connected to the shooting? >> i cannot confirm that at this point, there is a dark colored suv involved and one suspect is down. -- [ inaudible ]. >> one scene. >> and only one suspect -- that doesn't mean there aren't more -- >> probably a couple of miles from here. >> sergeant please repeat once again, there is an active scene related to the mass shooting earlier, what is going on? >> i know there was shots fired and officers were involved and there is a suspect down. whether it's related or not we don't know yet, we will update you on the hour, we'll remain out here. and we'll update you as soon as we get additional information hopefully within the hour.

>> were any officers hit in the exchange of gun fire? >> i cannot confirm that, i know that all officers are okay. whether or not they were struck i do not know. >> what led you to this suv? >> i could not tell you at this point either, this is sanktive fluid investigation and there are so many aspects to it. and we don't have all of that information at this time. >> is there a suspect on the run right now frmg that i don't know. >> is the building clear, who is in the school buses? and is the building clear? >> that i don't know. the witnesses and victims were in the buses but i don't know if the building is completely cleared yet? >> what about the condition of victims at the hospital. how many people are hospitalized and generally, tell us what their conditions are. is there any gravely critical. i heard that they range from

minor injuries, that occurred while falling down trying to escape and they go up as high as gunshot wounds. >> i don't know their status. >> there are three people found in the building hiding. >> this was just an update that the fire department provided us. >> okay we'll be back -- at -- 4:00. >> we are watching the scene about a mile and a half from the community center where the shooting took place four hours ago and we heard from the police department, the number of wounded is raised to 17 and the number dead still 14, you see there the black suv now surrounded by police after a fierce gun battle and what appears to be the body of perhaps a suspect. pierre thomas, this appears like it could have been a decisive

confrontation. >> decisive and critical to the investigation, as soon as they can identify this man, it will give them great relief if he is tied to the shooting and other suspects and an extensive background check will be done, and find out if there are copatriots involved in this act of violence. that right they right now is significant. huge clue. >> brian ross, there have been one reports, an eyewitness saw one person get into the black suv, maybe up to three, and there appears to be one person there, unless there are other individuals in the car. >> that is the burning question right now, is there two more that got away in a different vehicle and that is what they will figure out, they will no 10 or 15 seconds, who that person is and his possible connections. >> we'll go back to kabc now and

stay with us for a one hour edition of world news with david muir. >> all of those windows on the suv, a dark colored suv and not black completely riddled with bullets, the only window staying in tact is a -- pushing westbound up against the fender of that vehicle, they want to make sure if that suspect is playing possum, that he can't move that vehicle or drive it off. you can see it more clearly now if i get the clear from the booth i may go in tighter -- okay we are not. and this k-9, an important tool, they may send the k-9 it in to put bites on to the suspect, to see if he is playing possum. if he is playing possum, he will react to that.

again a very -- this reminds me -- they have concealment, they have cover. they have the weapons, the dogs. right now, they're just going to wait and see. at least two suspects here that we know. one is down, presumably dead. the other inside and presumably not moving as far as we know right now, or not complying. we can't get any tighter to show you. officers are starting to move a little bit. we don't want to show anything that might be disturbing to our audience, which, we haven't seen that already. you can see the officers deployed on the right side of that bear cat. i'm not sure if they released the dog or not. but right now, again, not a cross fire situation. the officers in that bear cat that's on the west side, the right side, behind the vehicle, they have plenty of cover.

so, we're going to throw it back to you guys as we watch this situation. >> keep the picture up, j.t. observe the situation. >> let's go to miriam hernandez right now, live at the scene where part of this pursuit took place. miriam? >> right, and at this point, it is uncertain whether this pursuit is related to the shooting that happened earlier. what we know is that neighbors are very much on edge after witnesses the end of the pursuit right here at second and allen. joining me is pat hart, who saw this thing unfold. tell me what you saw. >> well, we was coming from the carousel mall over here and so we had to stop because the police was screaming through to over there and he jumped out, jumped out his car and he ran and the police pursued him and they wrestled him down the ground and it was so many moments until -- >> this has been a special report from abc news.
