massive gunfight with one suspect already lying dead in the street identified as syed farouk. they moved in though see what was in the vehicle. the tension was almost unbearable, 14 people just murdered in another mass shooting. what they found in the back seat was suspect number who, also dead. it is wednesday night and the big story is the almost unfathomable tact there is another mass shooting in america, this time in the city of basan bernardino, california 60 miles east of los angeles. the police say there were three suspects. two of them dead, won a woman. and the lawmen detained a third person who is again a possible suspect. again, the big question now, was this an act are terrorism? the chaos at 2:00 p.m. our time

with word three people wearing masks opened fire inside of a building that houses programs for the developmentally disabled. it turns out that the gunmen invaded a holiday party for county officialings and in a rented hall. first responders found hundreds of panicked people in the building. with gunfire ringing in their ears they were herded out. they didn't know who was a victim and who was a gunman. 14 killed, 17 injured and three gunmen escaped. loved ones of survivors were relieved but terribly shaken as they awaited word. and this father shares a text from his daughter inside. >> shooting at my work, people shot. in the office waiting for cops. pray for us.

i am locked in an office -- >> san bernardino police, the f.b.i., the a.t.f., the county sheriffs and local police from miles around were focused on one mission, find the gunman. apparently they did. they tracked down the dark-colored s.u.v. and engaged in a massive gunbattle in the heart of a residential neighborhood. and it started with a lone officer who suffered a gunshot wound, but then within minutes they were hitting the with gunfire. and they had a second suspect dead in the vehicle and the authorities say that second suspect was a woman. the police continued their search for a third suspect. later tonight lawmen said in a news conference they obtained a third individual and they got a search warrant to search that pers

person's apartment. we know the police just detonated the device found they shooting scene and the suspects were hurling items out of the window of the s.u.v. when they were trying to evade police. they stay those items could have been piped bomb. and night of the wounded came to the medical center, a total of 17 people taken to area hospitals. but officials have yet to give details about their injuries or conditions. so we have several reports coming up tonight. christie hears from the police commissioner charles ramsey and former r.b.i. agent in philadelph philadelphia. chad pradelli talks to police from smaller departments about how they train for active shooting solutions. and i am tagging live with a terrorism experts and former high-ranking official at the homeland department. and a report from the scene in san bernardino, california. let's begin with "action news" reporter who is live at the

federal building in philadelphia. law enforcement all over the country is paying close attention to and has appreciation for and unique reaction for the police. >> and an f.b.i. agent says connecting the dots starts with the evidence at the crime scene. >> it looks like this was something that seemed fairly organized and planned and they seemed very planned. >> officials describe the gunmen on wednesday's mass shooting as if they were on a mission. j.j. spending 26 years as a special agent with the f.b.i. in philadelphia. >> one of the key factors what was the motivation? why was it targeted? why this place? >> what does the f.b.i. look for in a situation like this? >> try to get information and early information on who the suspects are. >> when you have a situation like this it is tragic.

>> police commissioner ramsey says you can never fully prepare for something of this magnitude. >> and unfortunately you have idioted and people with gun who don't mind randomly killing. >> and it starts with the evidence at the crime scene. >> this location was targeted for some reason. it was not random and as the event unfolds it is likely you will see some relationship between these people. the reason it was targeted and were it was chosen and why the event unfolded. >> local officials say it is too early to tell if they are ramping up security here in the city. only that law enforcement is vigilant. >> and upper darby. living at an ainge when all law

he forcement must be trained to handle mass shootings. >> yeah, that training has really intensified since columbine. there have been plenty of mass shootings since from which to learn. as such, the tactical responses have since changed. in san bernardino, chaos as heavily-armed police and sheriff's departments search for the gunmen, evacuations take place. injured wheeled to ambulances and all part of the response to mass shootings which are now steamingly the norm. >> these are truly urban terrorists. the initial reports describe three individuals dressed in combat gear with long guns. that's frightening. >> the upper darby says they are usually the first ones on and trained to go to the source. >> there is no negotiations, no anything other than anything to

stop the shooter and sfac sfachl -- save lives. >> people want to get in the building, people want to get out and you are trying to stop it, one coming out may be the shooter. >> and previously responding to the hospital where a man shot a case worker and scientist. and he was subdued in the hospital but others put their training to work. >> on the scene fairly early. and five guys there, and they immediately went in and right up to that floor. >> and he tells me he and his officers have practiced those scenarios at their building here in darby county. and working with schools talk to teachers and students about what to do if there is it a mass

playing dead before an event like this. several survivors in the paris incident and south carolina say they were not shot because they were pretended to be dead. it is hard for the shooter remember, of course, if he or she shot a person. and acting dead may be a last resort. it is difficult, but you should watch the youtube video. and a history of violence in the united states involving mass shootings. abc news reporting there is at least 56 mass shootings so far this year, where at least three people have been killed. that is an average of more than one mass shooting a week. the f.b.i. has studied active shooter situations like today from 2000 to 2013 and found they are becoming more frequent as well. in that timeframe the f.b.i. identified 160 mass shootings, excluding crimes related to

gangs or drugs. 1,043 victims were injured or killed. we are joined by jack, who is senior fellow at the center for the study of terrorism and the former deputy assistant secretary in the department of homeland security. jack, there has been no indication of the motive of the gunmen or who they were. weeks after the terror attacks in paris, you know many americans are thinking isis, is it a reasonable possibility? >> i think it is reasonable and has to be examined care flly. and when i heard about this i was struck by the similarities. more than one shooter. movement in a place, movement out of the place, possibly to go to a second location, a second

attack. and taken together awful the indicia tell me there could a terrorism type of are incident. it is a fluid situation but has to be considered carefully. >> when you think of isis-type attacks you think of suicide bombing. this was not a suicide bombing, it is clear they wanted to live or go to another location and commit more mayhem and kill for people. and we really have to piece this together and that's the job right now of law enforcement. and the federal agencies now on site in san bernardino. they are doing not only are they doing forensic evidence collection, they are also trying to get into the house where there may be cell phones and computers, they will harvest data and explode the data to get a better picture of who the

the schuylkill expressway shutdown in both directions. chopper 6 live over the scene between montgomery drive and girard avenue. officials say that just 1:10 ago a truck traveling westbound crossed into the eastbound lanes and hit another vehicle. two people were taken to the hospital with non-life-threatening injuries. the expressway is a mess. the bodies of a new jersey mother and her 3-month-old baby have been found, both in cumberland county. 34-year-old neidy ramirez and her daughter, genesis, were recovered at a boat ramp in the rural part of fairfield township.
