it's hard. very hard. >> reporter: john kill bride was brought to tears talking about what happened to his 81-year-old father-in-law saturday. police are looking for the men posing as contractors who stole $90,000 from the man's safe inside his home on normandy drive. kill bride said the men driving a red pickup truck with paving equipment in the back did work on his father-in-law's drive way a few weeks ago. >> apparently my father-in-law recognized them and they had a child with them and they basically used the child as a decoy. >> reporter: police are calling this a distraction robbery. in this case, the men asked to use the bathroom leaving the victim with the child. instead, police say they went straight to the open safe. >> sometimes they will bring kids with them. i think that's part of the scam. they drive around, that he see an older person outside the house, they he knock on the door telling them their drive way or roof looks like it needs work. >> reporter: police say the men were also inside the victim's car. some neighbors saw the red truck but just assumed law

having work done. >> can't trust anyone any more. it's scary. can't trust no one. >> of course older people with a good heart will say okay well you have a child with you, you know, we'll let you in but people have to be, you know, cautious. >> reporter: mr. kill bride says now his father-in-law will never be left alone knowing the scammers are still out there. >> i couldn't sleep. i couldn't put my head on a pillow at night knowing what i did to this man. >> reporter: now police are looking for two or three men in a bright red into your model pickup truck. if you have any information you're asked to call police. we're live at northeast detectives, trish hartman, channel6 "action news." >> trish, thank you. philadelphia detectives are trying to solve a murder of a 54-year-old woman tonight killed in her fishtown home. detectives were called to the 1300 block of earl street this morning by a person concerned about a friend who lived there. when police arrived they found kathy wilson dead. she had been severely beaten. investigators are questioning several people but haven't named any suspects.

chopper6 hd was over the scene of a double shooting this afternoon in kensington. it happened on the 700 block of east that wasser street. police say two males were shot. one of them was 24 years old, the other was 20. they both remain hospitalized tonight in stable condition. no arrests have been made. >> we are learning more about the husband and wife who carried out the san bernadino massacre last week taking the lives of 14 people. today the fbi talked about what they found when they searched inside the home of syed farook and his wife, tashfeen malik. there were 19 pipes that could have been turned into bombs and then they said this. >> as the investigation has progressed, we have learned and believe that both subjects were radicalized and have been for quite some time. now, how did that happen, the question we're trying to get at is how did that happen and by whom and where did that happen. >> the fbi says the muslim

couple had taken target practice at ranges within the los angeles metropolitan area with one session held within days of the shooting rampage. meantime thousands of employees of san bernadino county are back to work today for the first time since the deadly shooting last week. the reopening of much of the government's offices signaled an effort to return to normalcy for a community that has been left in shock. a county worker who was shot last week but survived asked the community today to continue to mourn for the victims. >> i ask that you come together and hold each other strong because it is the strength that will help us heal. >> officials said all county facilities have increased security including armed sheriff's patrols. counseling centers and a help hotline are also opened. and there will be much more on the mass shooting coming up on world news tonight with david muir. that's at 6:30 right here on

"action news." >> and now turning to the forecast as we make our way through the work week, it will get warmer every day. let's look live from sky6 hd right now from our temple university camera. feeling a little chilly out there now with the sun going down but the next few days will be unseasonably mild. meteorologist cecily tynan joins us outside on the terrace with the latest from accuweather. is this december for sure, cecily? >> it certainly doesn't feel like it at all. as you're stepping out tonight, you definitely do need a jacket but nothing all that thick and today another very warm day for december. the high in philadelphia shot up to 57 degrees. the average high for this time of the year in the upper 40's and december temperatures so far now that we're through the first week running more than 6 degrees above average and i am tracking even warmer air on the way later this week. right now philadelphia 52 degrees, wilmington 50, reading 48 degrees, millville 44 and sea isle city 48 degrees. along the coast temperatures a little bit cooler because they

have been dealing with clouds much of the day. satellite6 along with action radar showing we did start with some sunshine but the clouds really thickening and pushing all the way up through the lehigh valley and that's associated with a coastal low that's off the coast of the carolinas. but what that low pressure will do, it's not going to be hugging the coast. it will move out to sea, so that means the immediate coastline could get clipped with a couple showers, mainly, though, this will just be bringing us some clouds overnight. and then temperatures above normal right through the end of the week. tomorrow we'll take a little dip in temperatures but still running 4 degrees above normal. wednesday 9 degrees above normal and thursday a whopping 14 degrees above normal and it actually gets even warmer than that as we head into the weekend. i'll talk all about that coming up in the full accuweather forecast. and i'm also tracking some rain on the way. sharrie. >> cecily we'll see you when you come inside. as the work week gets under way make it part of your routine to check in at

let nonviolent defendants go to school here rather than lock them up in prison. >> instead of trying them, instead of convicting them and sending them to prison and getting a felony conviction which is an economic debt sentence we're giving them an opportunity to get an education here at community college to improve their lives. >> reporter: the d.a. says this is a move to relieve prison uncrowding and unnecessary mass incarceration. the students will get tuition aid if the state and federal governments. the number of students could be in the hundreds. community college has long had a reentry he from prison program and they say it's been successful in changing a lot of hearts and minds. >> we already have programs that deal with the population of either formally imprisoned individuals and now we'll be dealing with individuals before they actually have to go to prison so we're accustomed to dealing with this population. >> we'll identify nonviolent felons, we're going to refer them to community college and to the public defender to review to see if they're appropriate. >> reporter: student body reaction appears to be

fixed so both lanes are opened. that's the good news. bad news is it is still a little bit slow on 76. and very slow on the pennsylvania turnpike eastbound as you come away from norristown speeds are in the single digits. that's because since last we spoke, there was a crash in the eastbound lanes between norristown and fort washington. it's gone now. all lanes reopened but you're still dealing with the backlog as you can see. in upper merion watch out for some flooding issues because of a drainage problem this afternoon. not because it's raining along croton road. that is a good spot to avoid. in cochranville chester county a crash that's been closing route 10 all afternoon. hulmeville road or 796 will be better bets. i told you about the vehicle fire along 42 northbound headed towards the walt whitman bridge, just the right lane blocked now and the slower speeds are on the southbound side of the fence and in cherry hill watch out for a new crash along 70 eastbound past cornell avenue there by vw of cherry hill. we'll check it again rick and sharrie, coming up in the next half hour. >> okay, thanks matt.

yesterday 53. today 57 degrees. that's 9 degrees above normal and later in the week temperatures will be climbing into the 60's. but yesterday morning philadelphia finally dropped down to 32 degrees. the second latest for the first freezing mark in history. the latest december 11th, way back in 1939. so, it will be a a mild december and it will continue to be so. in the meantime, snow in the poconos of course lacking but the snow drought is really across the entire east coast. this is the snow cover across new england and you have to go up to northern maine to get more than 3-inches of natural snow. buffalo no snow at all. the latest season with brown ground with no snow for 116 years. in the meantime the ski resorts out west are having a great start to their season. they've been just getting pummeled with snow but here temperatures remain on the mild side. philadelphia 52 degrees.

allentown 48. wilmington 50. millville 44 and trenton currently 51 degrees. and satellite6 along with action radar slowing we are getting some cloud cover from low pressure that's off the carolinas and you can actually see that little piece of upper level energy. what that will do, it will intensify that low but that low pressure is moving out to sea very quickly so we're seeing just some cloud cover now. could get clipped with a few showers in cape may county tonight but generally it's going to be dry and with the clouds not that cold for this time of year, 36 degrees in philadelphia. allentown, though, down to 28 degrees. wilmington and trenton 32 and cape may 39 degrees. the day planner will show you by sunset the clouds are out of here. we're dealing with a good amount of sunshine tomorrow, not quite as warm as today but by 10 o'clock, 43 degrees. by 1 o'clock, 49. and by 4 o'clock, back up into the 50's so you really don't have to bundle up much at all tomorrow. so, the exclusive accuweather 7-day forecast, clouds move out very early tomorrow morning so plenty of sunshine.

>> ♪ >> "action news" continues with meteorologist adam joseph, jaime apody, rick williams and monica malpass. >> hello again. monica is off. sharrie williams joining us tonight and here's what's happening on action news this evening. the department of justice announces an investigation into the chicago police department. this as new video surfaces of another chicago police officer's deadly encounter with a suspect. cell phone cameras were rolling as swat members try to rescue a woman being held hostage in delaware county. and could the pennsylvania budget impasse be nearing an end? we'll explain what's happened in harrisburg today. >> we are continuing to follow new developments out of chicago. the department of justice is now investigating the city's police department for alleged racial inequality. this as a second video surfaces of a deadly

confrontation between an officer and a black suspect who was shot in the back and killed. abc's elizabeth hur is live in new york with more. elizabeth. >> reporter: sharrie, good evening to you and yes, there's that new video but this investigation is really the latest fallout from the shooting death of 17-year-old laquan mcdonald's. there is more anger in the community after police reports from the night of that shooting don't quite match up with the dashcam video. >> the department of justice has opened an investigation into whether the chicago police department has engaged in a pattern or practice of violation of the constitution or federal law. >> reporter: u.s. attorney general loretta lynch confirming an investigation into chicago's policing policies, its use of force and accountability. >> disciplinary actions and its handling of allegations of misconduct. >> reporter: the news coming on the heels of more protests over the weekend following the release of police reports that

seems to contradict what this dashcam video shows from the night laquan mcdonald was shot and killed. officer jason van dyk charged with murder after prosecutors say he shot mcdonald 16 times in 15 seconds claims in the report that after ordering mcdonald to drop his knife, the teen continued to advance toward him even though the video shows mcdonald walking away van dyk went on to report that mcdonald got within 10 to 15 feet of him so the officer claims he acted in defense of his life. the video then shows mcdonald on the ground. today authorities in chicago also released this dashcam video of another deadly police-involved shooting also from last october but announced they determined this shooting was justified. calling the federal review welcome news. >> anything that we can do to improve police relations with the public, to build confidence in our communities that the police officers are out there doing their job and doing it correctly, i welcome

that. >> reporter: chicago mayor rahm emanuel also said he welcomes this federal investigation stating the mutual goal here is to establish a stronger and better police department in the city. we are live in new york, i'm elizabeth hur for channel6 "action news. sharrie, back to you. >> all right, it's rick, thank you elizabeth for that report. now to the latest on the first of six trials involving baltimore police officers charged in the death of freddie gray. today attorneys for officer william porter try and discredit gray's autopsy report saying it was only a threat and not backup by facts. prosecutors say porter is partially responsible for gray's death because he didn't buckle gray into a seat belt when he was riding in the back of a police van. they also allege porter did not call for a medic when gray asked for medical help. world news tonight with david muir will have much more on the baltimore trial as well as the department of justice's investigation into the chicago police department. you can watch there tonight at 6:30 following "action news"

at 6:00. >> ♪ >> we've got some breaking news to give you to here at 5 o'clock on "action news." this a report of a nasty two-vehicle accident and crash happening in philadelphia's mayfair section. this happened only about 14 minutes ago. the report coming in at 5:20. again, a two-vehicle crash. chopper6 over the scene. this is at rowland and vista streets. a nasty crash involving two vehicles. we're being told that at least one person is reportedly trapped. as you take a look at the live pictures you can see how active the scene is with paramedics and also firefighters on the scene involving these two vehicles. this crash we're being told is also near abraham lincoln high school, so traffic is being cordoned off in this area shut down redirected because of this crash. again, this is happening in philadelphia's mayfair section, a two-vehicle crash, one person reportedly trapped. we'll bring you more information as we get it. in other news a 911 call

to upper darby police this afternoon led to a dramatic raid and rescue of a woman who was being held hostage. this all unfolded along cloverdale avenue this afternoon. a neighbor sent "action news" this video as police superintendent michael chitwood and members of the swat team moved outside of the home with guns drawn. authorities say the victim called and told them she had been beaten by a man that she met last night. that man allegedly said he would not be taken alive and was armed with a long gun rifle. "action news spoke to a neighbor who saw it all go down. >> saw mr. chitwood here so that made me think it was something out of the ordinary but it was it was -- these things do not happen on cloverdale. we do not have police in our backyards. >> we locked down two of the schools over here, highland park and saint lawrence, put them in shelter-in-place and we tried to negotiate, tried to make contact. we he couldn't make contact. >> the suspect surrendered to

police when they threatened to send a k-9 officer into the basement where law hiding. chopper6 was overhead as the man was put into the back of a police car. the victim is in the hospital recovering from multiple injuries. >> a serial burglary suspect is behind bars tonight after police say he went on a criminal spree during thanksgiving week. he is 45-year-old steven gle there. sor. detectives believe he broke into at least seven businesses between november 24th and the 29th. on saturday morning officers spotted a man fitting the suspect's description and arrested glelser. no one was hurt in the burglaries. detectives have also released surveillance video of an alleged mail thief in center city. happened at an apartment building at 20th and walnut back on october 30. the suspect forced opened the mailboxes and rifled through people's mail. investigators believe he got away with a credit card which he later used. if you recognize him, you're asked to call philadelphia police. >> two people including a philadelphia firefighter were

injured during a fire fight in south philadelphia overnight. well, this was the scene along the 2300 block of moore street. crews arrived as flames shooting out of a second floor window. thankfully firefighters were able to contain it to that area before it spread. one firefighter was overcome with heat exhaustion and treated at the hospital. he's now at home. a person in the house was also taken to the hospital for observation. >> personalized happened guns otherwise known as smart guns could become more prevalent in the garden state if a new bill passes in the state assembly. the new jersey senate voted 22 to 15 in favor of legislation that requires gun retailers to sell personalized handguns in the same manner as other firearms. lawmakers say this could result in less gun violence if firearms can be limited to authorized users only. but opponents of the bill say government shouldn't mandate what retailers sell. the legislation now goes to the assembly for a full vote. no word on where governor

christie stands on the issue. >> a new report criticizes major inequalities in philadelphia high schools. public citizens for children and youth says magnet high schools get more resources and attention than neighborhood high schools. yet the neighborhood ones have the bigger job to do handling more students with serious issues. the group hopes the new budget from harrisburg will help principals at schools like roxborough high. >> students come with trauma. they come from having moved from family to family, home to home. they come with mental health challenges. they come with english language challenges, cultural challenges and they need counselors. >> superintendent william height says many of the issues are already part of his plan but this report helps his reform efforts. the school's cited average four or more principals in a five year period. >> big progress in harrisburg today. a proposal that could end the five-month budget stalemate

was passed by the senate and is now on its way to the house. $30.8 billion plan includes $350 million in additional funding for public schools. the senate majority leader says the budget package is one that governor tom wolf has agreed to sign if lawmakers approve it. it's unclear what house members will do with this new plan. >> it is time to get a check of how things are moving out on the roads tonight. >> if they're moving at all. matt pelman in the "action news" traffic center. how we looking? >> drivers want to plan to stay away from this spot. 309 in glenside by acadia university rick and sharrie, there's a new crash just popped up a couple minutes ago and police just pulled up on the scene. this is route 309 by easton road southbound lanes right here. you can see the left lane blocked. northbound is here with the left lane out as well. so, we've got delays in both directions here along 309 in glenside. these northbound cars headed towards the turnpike where there was an earlier crash this afternoon. in the eastbound lanes between norristown and fort washington cleared awhile ago but damage is done.

deeper into the evening hours as it passes by. so, it's a lot of clouds overnight tonight. that shower far south and east, 28 in the suburbs, 36 degrees for center city and that school day forecast for tuesday, looking pretty good. a little chilly in the morning, need the winter gear at 37. then we climb quickly into the 40's by noon. and right around 50 degrees in the afternoon, still 4 degrees above average with that bright sky. in fact we take a look at that bright sky up in the lehigh valley tomorrow, mostly sunny a light wind out of the north which will drop the temperature from where we saw today a little bit to 49 degrees and down the shore tomorrow just a few clouds, again that northerly wind but well above the average with temperatures topping off at 53 degrees. if you're a skier or snowboarder i'm going to do this for you because take a look at that exclusive accuweather 7-day forecast. 51 tomorrow with sunshine. just a few clouds on wednesday, 56 degrees. another front comes in thursday, friday, a lot of clouds, some peeks of sun but very mild with high

resorts. but the big story on "action news" tonight is word of late developments in the fishtown section of philadelphia. the first reaction today was one of shock as word spread that 54-year-old kathy wilson was murdered inside her home. she was the victim of an absolutely brutal beating and late today police say two people admitted their involvement in the killing. "action news" reporter sarah bloomquist is live in the 1300 block of earl street. sarah, you've got the full story. >> reporter: well, jim, these new details we now know two are in custody, single digit-year-old james cheeveer and jane johnson. johnson worked for wilson here in her home helping her out because the victim wilson had been sick for some time. the motive we're told was robbery. people knew wilson had inherited money and police say the suspect took cash from the house after beating wilson to death.
