firefighters find a person dead insized a camper on a delaware property and a 7-year-old boy from allentown is killed in a drive by shooting in florida. but the big story is the return of milder weather after a brief taste of winter, sky 6 hd showing you the gloomy view at the jersey shore in cape may, the overnight rain is dying down with a few spotty showers lingering right now. david murphy is tracking the latest from accuweather. >> the last from the bulk of the showers are right down at the shore and pulling off the coast shortly, this is the end of the rain for you other than drizzle that may linger into the early part of afternoon, wider view from stormtracker 6 live double scan we had concerns north of philadelphia with frozen precipitation and that line has moved north of boston, if you have travel plans to new york or boston are you out of the woods in terms of precipitation. nothing else coming to the west. we got .79 inches in

sara when i come back we'll take an early look at new years eve and new years day. >> looking forward to that thank you. the large storm system moving across the midwest is causing another day of major travel headaches, nationwide 800 flights are canceled today, and chicago's two main airports are feeling the worst of it, and the dallas airport is struggling to get people in and out. it was the deadliest tornado system to hit the dallas area in 88 years. now to the latest on pennsylvania's budget battle. tom wolf has released emergency funding for the public schools and public services but sent the latest plan back to lawmakers, suggesting they return from holiday break asking them to complete a budget he can sign.

john rawlins is live now with more. >> reporter: after days of silence, the soft spoken governor had tough unflattering words for the budget that landed on his desk last week, the budget produced by the republican approved legislature and called it a ridiculous document and would use a line item veto to do deal with it. >> i am expressing the outrage that all of us in pennsylvania should feel as the republican legislate has tried to dump on us. >> it was not balanced and lacked funding for penn state and pitt. public schools have been borrowing money to stay open during the six months of public stalemate in harrisburg, wolf will finally release emergency

funding for schools and some said they could not make payroll past january 29th and now a school closing crisis is averted. >> the philadelphia school district will be able to reopened as planned. >> wolf was emphatic, the legislature needs to come back to harrisburg and do their job. come up with a balanced budget. >> they can throw around the nonsense they want, they ran off, ran off before they did our job and left us with a real mess. >> so the folks here at the governor's office says the emergency funding will start flowing quickly but at best a short-term fix from schools that are borrowing heavily and the governor says there needs to be a realistic budget passed and that the legislature should come back to harrisburg to do its

job. >> john thank you. >> now wolf's budget announcement frees up money for the philadelphia school district, superintendant, william hite reacted this way. >> we can operate further into the school year without the full budget but understand this is only a partial budget not all the moneys that would be coming to philadelphia so naturally that will allow us to go much longer into the school year, will it allow us to go through the school year? i don't know yet. >> again philadelphia's public schools were slated to close on january 29 without a resolution to the bumgt stalemate. one person was found dead inside of a camper in townsend this morning. the vehicle was parked on pine tree road, investigators are not sure how the fire started or how the person died. >> a 7-year-old boy from

allentown was killed in a drive by shooting in florida, authorities have identified amir castro in richmond heights, 25 miles outside of miami, his tamly said he recently moved there and castro was struck by a bullets when someone opened fire on a relative's house and the suspects were driving in a white pickup truck and the motive remains unclear. >> a teenager known for affluent-za defense is now back in custody after he was tracked across the border in mexico. >> reporter: well, just within the hour we here learned from authorities just last week on christmas eve investigators had information that couch and his mother were in mexico and they

the chicago police officer charged with the murder of 17-year-old laquan mcdonald pleaded not guilty, jason vandyke was arraigned this morning on official misconduct

and murder. the video shows the veteran officer shooting mcdonald 16 times and the teenager was armed with a knife and veering away from officers when vandyke opened fire. more protests are expected today in the wake of a grand jury decision not to indict the cleveland police officers in the fatal shooting of 12-year-old that was holding a pellet gun. a small group of protesters are gathered at the rec center where tamir rice was killed last year. the officers may still face discipline. belgium authorities arrested two men suspected of plotting new years eve terror attacks in brussels. prosecutors say the arrests were made after searches over the last few days, materials like isis propaganda was found. they believe they were planning

valued at more than a billion dollars. whole foods has agreed to pay a half million dollars after allegations it overcharged customers in new york city. the city tested different types of foods and every single one was improperly weighed. they now have to be checked each quarter to make sure products are properly weighed and labeled. and doctors are shocked by auto new study on pain killers, they looked at chronic pain patient, hospitalized for overdoses, 91% of them continued to receive prescriptions for the drug even after the overdose, the boston medical center doctor says the numbers are a sign of a broken health care system. technology used in the movies now being used by patients to learn to walk, it's called motion capture technology

david here now with a check of the accuweather forecast. pretty ugly morning out there. >> it sure was and the rain was coming down heavily during the rush hour. right now there may be drizzle in the region but the last actual rain shower is just leaving the coast over the last 15 minutes or so. there is the movement from atlantic city some drizzle around but the rain appears to be done. outside we had rittenhouse square this morning, there is an upstanding and noble frog saying hey kids climb on me.

there is the frog and you can see there is cloud as above and no sunshine on his nose. 51 in philadelphia, a bit on the cool side and winds north at 6 miles per hour. we are hoping to be able to bump that number up a bit later in the afternoon, we are bumping up south of philadelphia close to 60 in atlantic city and 57 in cape may, and 57 in dover and millville, we are right near the cutoff between cooler air to the north and milder air to the south and whether or not we raise the numbers dramatically, is a question, and there is a shot we get 6 or 7 degrees more later into the day, there looks to be cloud cover breaking up and if we could get sunshine in philadelphia that would help the number as well. the lehigh valley stays cooler today and high of 49 degrees and now a breezy afternoon, 8 to 16 miles per hour wind and at the shore, that rainy start in the process of finishing and the

rest of the afternoon looks essentially dry and maybe drizzle around for a while. 62 degrees and a bit a breeze blowing there as well. in philadelphia, mostly cloudy skies the rest of afternoon and a bit breezy we'll go for 57 degrees, if we manage to get a break in the clouds and some sun in that will help. winds northwest at 6 to miles per hour, not as cool as it usually is this time of year. but chilly enough with that breeze blowing for coats. 46 is the overnight low, that is also well above the average low for this date and the winds fall back under partly cloudy skies and cool conditions, for the weekend commute, 57 degrees at 4:00, down to 54 at 5:30, and mostly cloudy skies and a sunny break or two, and breezy this evening, tomorrow we have cloud cover around in the morning and we are essentially thinking there may be sunny breaking and
