chicago snow and sleet brought traffic at both of the city's airports to a halt. more than 1500 flights are canceled since yesterday. and a rare winter flood forced an entire town of 500 people to evacuate in missouri. torrential rains that have fall and since the weekend have caused rivers to swell into the neighborhoods and at least 18 deaths in missouri and illinois are being blamed on the flooding. officials in texas say the same storm is hampering efforts from this weekend's tornadoes, cold and ice is making it difficult for crews to sift through the rubble and debris. after 11 days, an international manhunt for a funltive from texas is now over. 18-year-old ethan couch, the so-called affluenza teen and his mother were found in mexico.

the chicago police officer that killed 17-year-old laquan mcdonald pleaded not guilty to murder charges at his arraignment today. jason vandyke shot mcdonald 16 times last year, police say that the teen had a knife but dash-cam video shows that he was veering away from vandyke before he was shot. the entire chicago police department is under federal review. to politics now, and the war of words between donald trump and his rivals continues to dominate headlines in the race for president this as trump announces his very first advertising blitz before the first primary elections. >> reporter: good evening

americans are divided on the legacy he leaves behind, a new cnn orc poll says that most americans are not happy with the way the u.s. is governed. when it comes to the president himself, 37% of them say he has brought positive change to the country but the president did poll well in at least two issues, 52% of people say they approve of his handling of the economy and 59% approve of his work on climate change and as president barack obama heads into his final year those are a mixed bag of poll numbers. retailers say that spending this year was up significantly, according to mastercard pulse spending report, spending increased 8% from last year. the majority of shopping happened in traditional stores

we have to wait for the new year to get the sunny days and that is just a couple of days away, as we look at double scan live radar all the rain we saw last night and early this morning well off to south and east and northern new england, despite no rain falling from the sky or any real drizzle we are dealing with low clouds and areas of fog developing to the north where the atmosphere is cooling, 44 in trenton and philadelphia to the south and temperatures in the 50s and atlantic city 58 and mt. pocono first saw ice last night and then a half inch of rain on top of that ice, so the slopes are still struggling and pretty much bare. as we look at visibility, half a mile in mt. pocono and 2.5 in allentown and 2 in reading. the fog is kind of positioned to the north in philadelphia and better visibility down to the south and we could see pockets of fog developing in the

overnight hours, to the north where the cold air was in place from i-95 to 495 to the north of boston, that is where we saw the mix is of snow, sleet and freezing rain and rain and down to the south a majority of rain for our area with a little bit of sleet on the onset in the lee lie valley tonight, areas of fog and 37 to 44, that 44 still above our normal high temperature for this time of year, as we go into the day on wednesday, there will be some fog in the morning and maybe we'll try to grab a little bit of sunshine during the early morning hours with temperatures climbing into the 50s tomorrow afternoon and right when we grab a few breaks of sun, new clouds come in from the south at 4:00 and it's on the mild side and then tomorrow evening, more in the way of spotty showers, developing again so a damp evening, setting up for wednesday. and then beyond that, winds of change arrive for the new year, of 46 degrees, even though it's
