year's eve. all eyes on the mississippi river right now which could rise to record levels and millions could face major flooding and in missouri they have declared a state of emergency. our rob marciano is there with the very latest. >> reporter: missouri besieged by historic and dangerous floods. the governor calling in the national guard. businesses drowning underwater. this gas station in union barely recognizable. department stores, hardware stores, just a few feet from total obscurity. in west a lchlton 17 feet above normal level. >> the rain we received in excess of a foot has caused river levels not only to rise rapidly but to go to places they've never been before. >> reporter: the water affecting major roads and highways. route 141 shut down for the foreseeable future and interstate 44 shut down, as well. suburban neighborhoods evacuated. >> brutal. we went working to get

everything out and didn't get it all but we got what we could. >> reporter: frantically sandbagging. >> we'll all get through it. >> reporter: a state of disaster not seen in over 20 years. >> we had weeks notice before that it was going to get bad but this time it popped up in two days. >> reporter: this water plant stopped operating sending sewage into streams and rivers. >> we expect this plant will be flooded completely before the event is over. >> reporter: it's not just missouri. all over the south residents are reeling from these deadly storms. in southern georgia fast-moving rivers have taken out roads. that dark roadway and bridge you see behind me, that is interstate 44. this chunk shut down for the foreseeable future and many rivers across the state. flood warnings posted. many will go right through the new year and now have flash flood watches issued for georgia and the carolinas with a wave of moisture coming up over that area. very saturated ground so it's not going to take much for those areas to flood. this water coming up extremely

rapidly coming into record territory for this river. what makes this different, you usually have days if not weeks to prepare for a flood. this happened quickly and people have had to move fast. >> we cannot forget so many have had such a rough holiday. thanks so much. we move on to "your voice, your vote." the race for the white house and 2016, donald trump wrapping up his attacks on hillary and now bill clinton as the candidates both battle for new hampshire in the primary before they even potentially face each other. abc's vignocchi cecilia has the latest. >> reporter: good morning to you. donald trump turning a fight about sexism into open warfare on bill clinton's past. no stranger to tabloid headlines himself trump says his own indiscretions are fair game too. it is about to get even uglier. overnight donald trump opening up the doors to his private plane trump force one. >> try not to crash the woodwork. watch the ceiling.

you have to get along with everybody. >> reporter: even though he wrote in 2008 hillary would make a great president or vice president before a crowd trump sang a different tune. >> believe me, women, if it's got to be a woman, which i'm all in favor of someday, it shouldn't be hillary. it shouldn't be. >> he is not holding back. the next attacks could come in the form of tv ad, trump says he'll spend at least $2 million a week in ads just as this primary season kicks off. he says if someone attacks him, he will, quote, attack them very hard with the ads. i think this is just beginning. >> all politics as we know. you got to wonder what american voters think when they see the wedding a few years back with the clintons smiling with donald trump. i'm curious, president clinton on the trail, does he touch trump? >> he will be campaigning for the first time by himself for hillary clinton in new hampshire on monday. donald trump has an event just

20 miles away on the very same day. if bill clinton is going to go there monday is probably the time. >> i don't think they'll be golfing this time. >> no more wedding invitations either. >> thanks so much. now to new year's eve and major security preparations under way right now for celebrations across the country. with recent attacks from san bernardino to paris, authorities are not taking any chances and abc's phillip mena is here in times square where more than a million people are expected to join the biggest party of the year. good morning to you, phillip. >> reporter: amy, good morning. just this week authorities in belgium arrested two men accused of a holiday terror plot and with a million people expected here in times square on new year's eve, officials are going to great lengths to make sure everyone stays safe. this morning, security is ramping up for new year's eve celebrations across the country. here in new york city, officials expect about a million revelers packing into 20 city blocks in

times square tomorrow night. police say there are no specific threats, but they aren't taking any chances. >> we have a constant threat analysis stream we're constantly reviewing, but, again, we are not aware of any threat at this time that we deem credible to this event here in times square. >> reporter: 6,000 heavily armed police officers will be deployed. more than any other time in the city's history. helicopters, camera, radiation detectors and checkpoints will help monitor the crowds along with bomb-sniffing dogs and 500 elite counterterrorism officers. >> new year's eve in new york city will be the safest place in the world to be. >> reporter: in pasadena the annual rose parade is also gearing up for the unprecedented security after the san bernardino attacks earlier this month. more than two dozen federal agencies joining forces with police to protect the 700,000 people expected to attend. the vegas strip on high alert

with more than 300,000 people expected on the streets. police are asking partygoers to leave bags and strollers at home. here in times square, the bomb squad and a unit specializing in chemical and biological threats will sweep hotels, theaters, construction sites and parking garages and about 20,000 smartphones were handed out this year that will allow officers to quickly transmit information on any potential threats. david. >> all right, phillip, thanks so much. we turn to two cities on edge this morning. demonstrators protesting in chicago and cleveland over police shootings. in cleveland, activists now calling on cavalier star lebron james for support. and he did respond overnight. abc's t.j. holmes this morning with the latest. >> reporter: from the streets of downtown cleveland. across the state of ohio to cincinnati. >> all: rahm emanuel's got to go. >> reporter: to the front door of chicago mayor rahm emanuel.

demonstrators express frustration over the killing of unarmed african-americans by police. a small but determined group braved blustery cold overnight in cleveland. >> you should be ashamed. >> reporter: upset after a grand jury refused to indict two officers in the killing of 12-year-old tamir rice. some are turning to lebron james for help pushing the #nojusticenolebron and calling on the cleveland native to sit out games in protest. lebron still played last night in denver but spoke out after the game saying, what we want more than anything is prayer and the best for the family, for anyone but for me to comment on this situation, i don't have enough knowledge about it. adding, this issue is bigger than lebron, it's bigger than me. meanwhile, in chicago, protesters are demanding mayor emanuel step down. >> we have to bring our message to rahm emanuel's doorstep because i guess he didn't hear us. >> reporter: chicago on edge after two recent high-profile

police-involved shootings. quintonio legrier and his neighbor bettie jones were killed by police responding to a domestic disturbance call. his father broke down on cnn. >> continue to stand there and request an ambulance assistance or some police assistance to assist my son because i know he's still alive. i see him moving but no one would reply to help my son or miss jones. >> reporter: meanwhile, the attorney for timothy loehmann, the officer who shot tamir rise told abc news the protesters have been framing this narrative all wrong. it was not about race. his client had no idea -- no way of knowing the gun tamir had was fake. more protests scheduled here today, david. >> t.j., thanks. amy. >> all right, now to a scary landing at seattle's airport. the faa investigating an alaska airlines plane that missed the runway and landed instead on the taxiway. abc's kayna whitworth has more on what went wrong. >> reporter: this morning, an

investigation is under way at seattle international airport. >> alaska 27, change to runway 1-6 center. what happened to lead a flight to land on an active taxiway instead of a runway? >> it's a very serious thing when you have an airplane taking off or landing in the wrong place. >> reporter: the 737 was flying from chicago to seattle earlier this month. >> alaska 27, maintain 5,000 to establish localizer. >> reporter: the faa telling abc news the flight was originally cleared to land on a certain runway. when the crew was offered another runway for efficiency purposes something went wrong. the faa telling abc news the crew agreed to and acknowledged the clearance but landed on the aid jase sent taxiway. >> the danger is not landing on a long strip of concrete. the danger is actually that somebody else might be on that taxiway. >> reporter: pilots are trained to know the different markings on runways and taxiways and when you look at this it's clear to see, the runways are marked in

earthquakes hit that state in one day. the shaking tuesday was enough to force mirrors off walls and bottles off store shelves. about 4,000 customers lost their power. authorities in turkey say they have foiled a plot by isis in ankara. police say they found suicide vests armed with bombs during a raid on a home there. two suspects now in custody. and u.s. military is accusing iran of test firing rockets near american straights in the strait of hormuz. they came within 1500 yards reportedly of the "uss harry truman." these actions were called highly provocative and only gave 23 minutes' notice. new tensions with israel this morning. "the wall street journal" reporting that the nsa spied on israeli prime minister benjamin netanyahu monitoring his communications with american lawmakers during the nuclear negotiations with iran despite president obama's promise in 2013 to cut back on

good morning, america. welcome back. you're looking live at the houston airport where the so-called affluenza teen, too spoiled to understand what he had done, ethan couch and his mother expected to land sometime later today being hauled back to the u.s. after their run to mexico. you're going to hear from the sheriff in just mopes who's been tracking them every step of the way and what he thinks they should face when they return. deadly floods killing more than a dozen and all eyes on the mississippi river where millions could be affected from illinois to louisiana and this morning, donald trump announcing he's ramping up his campaign spending saying he will spend at least $2 million a week starting january 4th as the primary season kicks into high gear. >> also this morning, carrie fisher battling back body shamers online. what she's saying -- i couldn't

believe some of the things said about her. >> you had an audible gasp. >> she's got a great response this morning. >> you know what, carrie fisher always has a great response. >> you and i learned that. first we begin withny details about the affluenza teen and what he and his mom were doing on the run captured in puerto vallarta of a three-week manhunt and new video giving us a look at how they spent their time. abc's matt gutman is there with the latest. good morning, matt. >> reporter: good morning, amy. the couches seemed to be living life on a budget staying in that shabby hotel behind me shopping at the local groceries but what's so triking about that video is how at ease they seem to be in their new lives as fugitives unaware that just two hours after that video was shot, the mexican police would swoop down on them. this morning the first many imagi images of them on the run. in this exclusive video you see ethan couch entering this butcher shop across the street

from his shabby rental. the formerly blond teen's hair dyed black. hat backwards seems at ease talking to the butcher paying for chicken in pace sos and leaving with a little wave. two days earlier his mother in that tank top tries to pay for food with u.s. dollars. she chats with the butcher who won't take the greenbacks from the texan. about two hours after this surveillance video couch is shot monday he is arrested. you see him cuffed and escorted to a cruiser and then up close in police custody. >> after 11 days of the u.s. martha shall service tracking down ethan couch we is a he's in custody. >> reporter: couch and his mother planned to disappear shortly after this video allegedly showing couch violating parole at a boozy party went viral on twitter but before they left -- >> they had a going away party. >> reporter: taking tonya's truck to the border. >> our understanding they drove the truck down there. >> reporter: investigators

confirming to abc news ethan and tonya couch used burner phones to elude detection and checked into this beachside resort los tules an a worker spotted them and tipped off authorities and tracked them to this $80 a month in old town puerto vallarta. they ate in the back. ahead the legal process takes over for the texas teen who pled guilty in 2013 to driving drunk and killing four people. couch was sentenced to probation after his legal team argued he suffered from affluenza, saying he was too spoiled to know right from wrong. authorities also hoping to charge couch's mother. >> we expect to charge her with hindering apprehension carrying two to ten years in penitentiary. i think she deserves to be incarcerated. >> reporter: prosecutors may get their shot pretty soon. it's expected tonya will be deported back to the u.s. as early as tonight, could even face a judge in texas tonight.

but we're learning just now just moments ago papers have been filed here in mexico to try to delay ethan's return to the u.s. no word yet on whether that has been successful. david. >> matt gutman, thanks. we're joined by one of the lead investigators on the case from the beginning. t t tarrant county detective dee anderson. how soon will they be hauled back. >> they're still in mexico in the custody of the mexican authorities and expect within the next 24 to 48 hours to have them back here in texas. >> you have reported that the teenager and his mother had a sort of going away party before they even left. so i'm curious about the punishment now. this teenager had only ever faced probation for drunk driving killing four. what kind of punishment does he face now? >> what we're hope something that he will be placed into an adult court system and placed on an adult probation system which will be very, very strict and very intensive. much different than what he was under the juvenile system.

probably the way it looks under the law is messed up as it is he'll probably only be able to sentence him to 120 days actually in jail under the old case but then he would be able to put him under very, very intense supervision on probation, much different than he was before. >> the potential for 120 days for the teenager in the meantime, the mom could face more jail time than the son. >> that's true. the case we're filing against her for assisting him and hindering an apprehension in texas is a felony punishable by two to ten years in the penitentiary so she could conceivably do actual prison time and we certainly will push to have her prosecuted to the fullest extent of the law. >> you found them in puerto vallarta. what kind of message does this send to that community where four families are remembering their loved ones killed in that drunk driving incident. >> yeah, i mean it's just terrible for those families. they've all been victimized all over again. they just had to all spend christmas without a loved one
