philadelphia, montgomery and bucks and cumberland counties will remain in effect from tomorrow through wednesday during a code blue extra efforts are made to get homeless to shelters and no one can be evicted from emergency houseing. two people including off duty philadelphia police officer were hurt in a fire in north philadelphia tonight. flames broke out around 6:00 in a building fifth and cumberland streets. that building has restaurants on first floor with apartments above it and both victims were type temple hospital and will be treated for smoke inhalation and no word yet on a cause. >> a thief who hit a vaibt home in morning in city frankford section stole copper pipes and in process did a whole lot of damage. he or she set off a chain reaction that caused three homes to flood and pipes were taken from the house in the 4600 block of tacony street. shortly afterwards neighbors noticed water in basements that knocked out the heat and power and gas and at one home knocked offer a washing machine and hot
