yeah, hat and gloves it is. >> i miss the cold so i love the cold and it's been crazy warm lately. >> what a difference a year makes. monday night the big story on "action news is the combination of colder temperatures and the wind making for a frigid combo. >> some parts of or region tonight it will be bitter. let's look live at sky6 hd from our temple university camera at the center city skyline. a frosty night for you. >> you can see billy penn shivering. let's get the latest accuweather. meteorologist cecily tynan at the "action news" big board. >> hi, rick and monica. all of us were shivering. we forgot what it feels like to have winter here after a record warm december a bit of a reality check. temperatures show right now it's 27 trees in philadelphia. what's going on, we've been very -- we have a very strong arctic high pressure over the great lakes. you got that clockwise flow and that's pulling down the winds straight out of the north so that very cold air that's been trapped over canada really all winter long is finally making it here. you factor in the winds, the wind chill makes it feel like

15 degrees in philadelphia. we are not alone. boston, new york city it feels like 12. burlington, vermont, the current wind chill 10 degrees below zero. now, satellite6 along with action radar showing we saw a good amount of sunshine today. if you look to the west, though, actual some lake effect snow showers making it into virginia, parts of west virginia and we didn't see any of that but the core of the cold air will be moving in tonight. so tonight the coldest night in 10 months. the overnight low in philadelphia dropping down to 15 degrees. this is the coldest night since march seventh of last year, so you definitely want to pile on the layers because the winds really don't die off much at all tonight. so 11 o'clock tonight if you're heading out, wind chills in the single digitting and even below zero in allentown and reading the wind chill two trees below zero, philadelphia three, the poconos 15 degrees below zero at 11 o'clock and tomorrow morning, you head to work, the kids head to school, wind chills at 7 o'clock in the single digits. however, the winds will be

this is being billed as a block party. you can see the stage is set behind me with images of the now mayor jim kenney being flashed on a screen there and if you look outer across the convention center floor this party features food trucks, there are even picnic tables and lounge chairs. it is invitation only and a casual affair all part of the new flavor, the new feel as jim kenney celebrates becoming philadelphia's new mayor. >> please repeat after me. i james f. kenney. >> with his his children at his side this morning jim kenney was sworn in by newly elected supreme court justice kevin dougherty at the academy of music. >> congratulations mayor kenney. [cheers and applause] >> reporter: the former city councilman laid out his priorities over the next four years. promising efficient and effective services to every single philadelphian. >> over the last year we articulated a lot of different ways that we believe our administration can serve the city. expanded prek, stronger need for commercial corridors,

community schools and community policing. and while those policies cover a wide range of issues, they all come from one fundamental truth, government functions properly when it's accessible and accountable to the people it serves. >> reporter: after the ceremony, kenney walked up broad street shaking hands along the way to city hall where he greeted council members and staff. in his inaugural address he mentioned the black lives matter movement and police who keep our streets safe. he explained further at a news conference this afternoon. >> one was black lives matter and they do and the second statement is the majority of our vast majority of our police force are dedicated hard working public servants who are willing to lay down their life for us and i think we have to acknowledge both of them and work together, clear eyed and respectfully. >> reporter: looking back live now at the pennsylvania conception vendor the event tonight is free by invitation. however, all those in attendance are being asked to

give a donation to the school district of philadelphia. prior to this event the mayor will be meeting with his largest contributors to his campaign and then he will come here to what's a very large space to thank all those who volunteered and all those who contributed and made this happen. live in the convention center in center city, i'm sarah bloomquist, channel6 "action news." >> thank you sarah. our coverage of jim kenney's first day in office continues on 6abc.com. there we have streamed the ceremony from earlier today. it's also where you can view highlights of the inauguration including the moment that kenny took the oath. >> in other news tonight philadelphia police are trying to figure out what led up to last night's deadly shooting in the city's west kensington section. shots rang out here on the 100 block of west wishart street just before 6:00 p.m. yesterday. a 58-year-old man died after he was shot twice. a man in his mid-20's and a 17-year-old boy were also shot. both are in critical condition tonight. police say it's unclear who

shot first. officials in pitman, gloucester county now say an early morning house fire is suspicious. the flames broke out in an apartment building on evergreen avenue at about 1:30 this morning. someone inside called for help after a smoke alarm went off. two people were rescued by firefighters. no one was seriously hurt. the exact cause of the fire still under investigation. >> dupont's merger with dow chemical means more than a thousand jobs will be cut for dupont workers in delaware. well, at a was the day those employees found out who's staying and who is told they have to go. "action news" reporter john rawlins live in wilmington tonight with that story for us. john. >> reporter: hi, monica. in preparation of that mega merger dupont said hit to trimaran deuce some of its overhead costs that's investor speak in this case for those layoffs. we caught up with some of those workers today at a local pub as they adjust to their new normal. >> today i got laid off. i got severance pay until september. >> reporter: for 13 years jeff davis used his hands and brain crafting research and

development projects from laser alignments. >> all the way up to custom metal fabrications welding, machine stuff, i can program machines but i guess they don't have a need for me anymore. >> reporter: nylon kevlar tie vic legendary products developed by dupont. today's pink slips the latest cost cutting move. ken reynolds left dupont. he worries about his former colleagues. >> it's a difficult time in the chemical industry. we're going through a lot of adjustments and a lot of changes especially in the global economy. >> reporter: after all his 39 years in dupont kevin agreed to a buy out. he'll retire. one in four dupont delaware workers will lose their job this year. he worries about the local economy. >> oh it's going to affect the community huge. it will be a trickle down effect from the restaurants to your stores and everything else. >> reporter: beverly decarlo owns little vin flee's a popular eatery. dupont workers are regulars.

>> these people are going to have to leave. however i do have other businesses around me. i'm not to the worried point yet. >> reporter: it's not clear how many dow dupont jobs will stay in delaware post merger. the chamber of commerce is watching and waiting. >> the only thing we know is that what we've been told is the specialty products company one of three spinoffs will be located in delaware. >> that and there will be 1700 people who will be laid off at this time. >> reporter: those are the only two things we know. >> reporter: so, where will the merged companies headquarters be and along with the jobs there come with the headquarters? dupont has always been of course here in wilmington, dow lab in michigan. at this point executives are talking about a dual headquarters operation, one here, one there but for a company that is worried about overhead costs, you have to wonder how long that's going to last. in wilmington, john rawlins, channel6 "action news." rick. >> all right, john, thank you. new free community shuttle started run dag in atlantic county, inform.

routroute 5440 shuttle serves re areas and gives residents an easier way to get to work shopping or government facilities. the shuttle connects to the ac rail line and the njt route 553 and 554. it runs monday through friday from 6:00 a.m. to 10:00 a.m. and 3:00 p.m. to 7:00 p.m. >> speaking of commutes time to check the "action news" traffic report right now. >> matt pelman in the "action news" traffic center. happy new year to you matt by the way. >> same to you guys. this is supposed to be our fresh start, right? >> right. not so much? >> could be feeling a bit fresher. 95 by the vine street expressway vehicle appears to have spun out. it's facing the wrong way facing northbound in the southbound lanes. no emergency crews on the scene at all. the good news, though, is it's off to the side so all of the southbound lanes are opened. your bigger delay of course is on the northbound side backing up coming out of center city headed in into northeast philadelphia this afternoon. had a pickup truck fire about an hour ago now in upper providence along egypt road.

street. stocks were sharply lower today, the dow down more than 400 points about a half hour into the trading day this morning. luckily they did bounce back a bit. experts say the fall is triggered by weak chinese manufacturing data as well as middle eastern tensions. all of which pushed up oil prices. mcdonald's is offering a new option for folks the mcpick two. it allows customers to choose two items for two dollars. the choices are the mcchicken mcdouble mozzarella sticks and small fries. mcdonald's to menu and more option was not a big enough hit apparently. rifle wendy's offers a similar deal calling it four for 4:00. burger king has a value menu. next powerball drawing worth a cool $400 million. some people here in havertown tell wear county are buying tickets. the drawing is on wednesday night. the odds of winning are slim of course one in 292 million. a ticket sold in eerie pennsylvania matched five numbers in saturday's

>> time for accuweather at the "action news" big board. meteorologist cecily tynan checking those temperatures. olds man winter is back from florida cecily. >> so am i. >> welcoming. >> it's kind of tough because we haven't had this kind of weather since last march so you what happened to bundle up. we're live on sky6 taking a look at the center city skyline. if you look closely you can see how our picture is moving around a little bit and that's because of the winds across-the-board we've had wind gusts up around 30 miles per hour today and with that wind coming straight out of the north, that's what's pulling down that cold air, so what a change. yesterday made it up to 50 degrees. today, though, 16 degrees colder right now in philadelphia than this time yesterday, allentown twenty trees colder. wilmington and millville 15 degrees colder and that's nonot factoring the wind chill. spring mountain where i don't know if you can tell but the snow guns are blasting and they're making a lot of snow

at the resorts and this will continue overnight and through the day tomorrow. wind chills as we step outside, though, feels like 15 degrees in philadelphia. feels like four in allentown, feels like 18 in millville and 10 in trenton and as the temperatures drop tonight, the winds will be staying with us so tomorrow morning some areas wind chills will be below zero. now, satellite6 along with action radar showing that high pressure north of lake huron this is what's providing us those winds out of the north and we had pretty much clear skies today. areas out to the west dealing with more clouds and even some snow flurries and that high pressure will be migrating over us tonight. so the clear skies, temperatures dropping off very quickly. the low in philadelphia 15 degrees, allentown seven, wilmington 14, cape may 20 and trenton 13 degrees but then you factor in the winds, wind chills tomorrow morning 5 degrees below zero to about five trees above zero. 7 o'clock future tracker showing philadelphia is going to feel like five. atlantic city one.

mount pocono 11 degrees below sears. lancaster two. so, as the kids head to school, you definitely want to bundle them up. the winds will be diminishing in the afternoon but with temperatures below freezing it won't really take much to create a pretty good wind chill. wind chill at 3 o'clock feeling like 24 degrees in philadelphia, feeling like 21 in millville. also, the dewpoint will be around zero. so, what this means is that the air is very dry. so, the next 24 hours put a little extra moisturizer on. your skin may be cracking. also not a bad idea to use a hummed fire at night much the the five day at 5:00 showing arctic air over us, loads of sunshine but frigid, the high only 31 degrees. but then on wednesday that high pressure moves east we get a return flow so seasonably cold not as harsh with a high of 40. we bum it up to 46 degrees on thursday then on friday mostly cloudy, 48 degrees and then over the weekend we have two systems pulling through. looks like on saturday that will bring us some rain especially the first half of the day. again it's going to be rain

>> ♪ >> "action news" continues with meteorologist adam joseph, jaime apody, rick williams and monica malpass. >> ♪ >> hello again and here's what's happening on "action news" tonight. a murder mystery is unfolding in burlington county after a plan i -- plan man is found shod in his car. official changing of the guard as several new mayors take office. siege of a national wildlife refuge in oregon in its third day. what federal authorities said about that today.

>> and now the details. a frightening discovery along a remote man's fields township road as now turned into a murder investigation. police found 68-year-old james dewyer dead inside of his parked car along monica court. detectives are now trying to determine who killed him and why. new jersey correspondent nora muchanic is live near the scene with more. nora. >> reporter: rick, this is the spot where the car was discovered along the side of the short street in a shallow ditch. now, the vehicle was found by a local family who recognized it didn't belong there and suspected something was wrong. >> and we knocked on the door and no one was responding so we called the police. >> reporter: april michael along with her husband and two daughters passed by a dead end called monica court just behind their house in mansfield sunday afternoon about 4:00 when they spotted a car. >> he mentioned it was like off into the ditch and i said we have to turn around and see what's going on so we did and then he went up to the car and saw a man like stooped over.

>> reporter: that man has been identified as 68-year-old james dewyer who was found shot to death in the passenger side of his silver dodge avenger. mansfield police and the burlington county prosecutor's office are investigating the homicide trying to find out who shot dewyer and why. last night they visited with several neighbors along rural concordia road including long time residents barbara sadler. >> scaring me he to death actually because a mansfield cop came up last night and a detective and 33 said they -- did you hear anything or see anything today? and i said no. >> reporter: this woman didn't want to appear on camera but was also visited by police. >> i heard gun shots but it sounds like, you know, normal shot guns. we have a lot of hunter around here but nothing out of the ordinary. i didn't hear anything, see anything. >> reporter: according to authorities the victim's laughter known legal address was linden road in burling township but that was a few years ago. since then it's believed he moved around a lot often staying at local motels. the discovery of james

dewyer's body in this ditch off a rural road has unnerved people who live and work in the area. >> usually quiet. this area is quiet. not too much going on so when i see something like that i'm like what's happening. >> reporter: now, back live the burlington county prosecutor's office tells me the autopsy on the victim has not yet been performed. that's now scheduled for tomorrow. meanwhile authorities are asking anyone with information about this case to contact them immediately. live in mansfield township, i'm nora muchanic, channel6 "action news." >> thank you nora. a philadelphia police officer was at the right place at the right time to arrest an armed robbery suspect who shot a man in hunting park overnight. it happened about 12:30 at broad and hunting park avenue. authorities say three people were waiting for the subway when a suspect walked up pulled out a gun and shouted "you got something for me." two of the people ran to call 911 but detectives say the third man froze for several moments then ran. the suspect chased him and shot that victim through the hand.

the bullet also went into his side. an officer on routine patrol saw the shooting and quickly caught the suspect. the victim is in critical condition. >> ♪ >> well, today was the ought big day for philadelphia politics as the city swore in its 99th mayor jim kenney. >> mayor kenney as you know is no stranger to the political scene. he served as a city councilman since 1991. >> it's going take me a little time not being in city council because i voted three times during the course of the session. the white house, today democratic frontrunner hillary clinton put her biggest supporter on the campaign trail, her husband former president bill clinton. mr. clinton spoke to an eager crowd in new hampshire. he talked about how the next president could appoint as many as three supreme court justice and reverse the healthcare law and environmental programs already in place. hillary clinton mirrored those comments during her own town hall in davenport iowa today. she says republicans who wander universal healthcare repealed are "willing to purpose their back on 19 million americans who have benefited from it." on the republican side frontrunner donald trump is focusing on iowa and new hampshire. his campaign unveiled its first television campaign add today. it shows pictures of the san bernadino shooters body bags and images of masked men and reavenue officials trump's plan to ban muslims from entering the u.s. the video talks about building

a large fence along our border with mexico even though the video was apparently slot in morocco not mexico. it ends with trump woul vowing o make american strong again. >> a group of armed antigovernment protestors is continuing its siege of a national wildlife refuge. the standoff in its third day is the late of the chapter in a long running dispute over the use of public lands. despite taking place here on federal grounds the fbi sales it is not taking the lead in the investigation. abc's brandi hitt live in los angeles with the latest. hi monica. the fbi is on scene and helping guide local law enforcement through this standsoff. today the militia group announced they have communicated with officers through a third party announcing those officers do in the plan on moving in. the fbi is now stepping in hoping for a peaceful ending

to this tense oregon standsoff where ultimately armed militia men calling themselves citizens for constitutional freedom have taken over a federal wildlife refuge led by ahman bundy. >> they are coming down into the states and taking over the land and the resources. >> reporter: the group claims this land does not belong to the federal government and they're ready to defend themselves should officers move in. >> go home. >> reporter: the standoff started saturday after this rally in support of ranchers dwight and steven hammond. the two have been ordered to serve a five year sentence for an alleged arson fire on federal land. 127 acres burned. >> i'm going to jail for five years for 127. seems like a bit of an overkill. >> reporter: while the hammonds and bundies have many supporters some feel uneasy. >> i don't like the militia's message. >> it's sort of frightening. people touting guns. >> reporter: president obama

luckily the crash is gone, lanes are opened but damage is done. 28 minutes is double what it should be on that southbound travel time. going to take you extra time coming off 202 onto 422 westbound. there's a crash there approaching 23 off to the side but speeds are in the teens. on the turnpike eastbound approaching fort washington an accident is taking out the left lane. speeds there in the 20's. and just 15 miles per hour on 295 southbound because of that earlier broken down vehicle past 73. also if you ride septa bus routes 104, one oh flynn, 110, went 11, 112, 120 or 126 today was the day you're back to normal boarding locations at the 69th street west terminal. you've been at abnormal locations so back to normal today. keep in mind i don't want you standing at the wrong boarding location especially in this cold. rick and monica, back to you. >> definitely not. >> thank you matt. >> still to come on "action news" we have an update about the so-called affluenza teen who fled the country but thirty seven was can heard south of the border. we'll tell was daily life is like for him right now.

>> the body of craig strickland was pulled from a lake in oklahoma. he was the lead singer of the country band back road anthem. it's the same lake where divers found his friend chase moreland dead a week ago. their boat capsized during a storm while they were on a duck hunting trip. rain sleet and snow were pelting the area. the wind made it feel like 15 degrees. strick land'strick lands' wife quoted thank you lord for lending him to us. the affluenza teenager the at least three other detainees stay in his room.

that was because of those wind chills in the 20's much of the day. as we take a look at the wind gusts presently across much of the area still clocking in near 30 miles an hour for the lehigh valley as well as philadelphia. the entire state of delaware, even southern parts of new jersey between 20 and 25 miles an hour and the winds will relax a little bit overnight but 33 still will remain up enough that we are going to be chatting about some pretty cold wind chills by tuesday morning. in fact right now feels like four in the lehigh valley, nine lancaster and reading, 15 in philadelphia. and even to the south dover wildwood atlantic city all coming in in the middle teens. satellite and radar eastern parts of new england near boston dealing with some snow showers this afternoon and even some snow showers as far as you can see from western harks pittsburgh down into the virginias north carolina but we lucked out from new york city philadelphia down to almost baltimore with that sunshine today and very few clouds. overnight tonight it's clear, it's brisk, it's cold.

seven to 15 degrees with wind chills five below to five above and this is the coldest air that philadelphia and really the region has felt in over 10 months. in fact, as we look at the numbers tomorrow afternoon, that's when the core of the cold air moves in and then it starts to exit on wednesday but for tomorrow, full sunshine and our highs will be even colder than this afternoon so staying below freezing in allentown and reading, philadelphia, right at freezing in wilmington and 32 degrees in millville but wind chills remain in the 20's. then high pressure, the same high that brought the cold will push off the coast then means a milder southwesterly wind on the western side of the high. so with even more sun we're going to kick those temperatures back up to 40 degrees. the exclusive accuweather 7-day forecast, 31 tomorrow. frigid day. wind chills continues throughout the day. then wednesday 40 degrees with full sun and even milder come thursday, a few high clouds in the afternoon, 46 degrees and the clouds really start to

push back in at the and of the week on friday at 48 trees. the southern jet stream will start to gain some momentum and some precipitation from the gulf of mexico and there will bring a round of rain and damp here on saturday with temperatures still at 48. not looking at any frozen precipitation with this next system arriving over the weekend and then a secondary low pressure center will develop along the stalled boundary to push in sunday afternoon looking like a soaker with a high temperature of 50 degrees and then sun and clouds on monday, 44 degrees. so we get a little taste of winter and then those temperatures flip back above normal for the majority of that seven-day forecast. not as warm as december was. >> bought a couple bags of rock salt. i'm fine with not using them. >> that means we are not going to have any ice or snow this winter thanks to you. >> it's a new year. that means a new chance for love on the bachelor.
