blavat there on stage with just about every philadelphia mascot. all the sports teams, all the universities, he's playing all the philadelphia classic sounds tonight. as we pan out across the convention floor this is being billed as a block party a casual affair not black tie celebrating philadelphia neighborhoods and schools. they have food trucks and picnic tables. these guests are here to celebrate a new mayor and a fresh start for this city. >> congratulations mayor kenney. >> reporter: after being sworn in as the city's 99th mayor jim kenney told those gathered at the academy of music that he will work to make government work for the citizens of this city. >> accordingly the vision that will guide this administration is that city government should first and foremost deliver efficient effective services to every single philadelphian. (applause). and that is regardless if they live in northeast or southwest or if they're a new

transplant or their family has lived here for generations. that may sound like a back to basics approach but in reality, it is as large and difficult a goal as ever been announced on this stage. >> reporter: after the ceremony kenney walked up broad street to city hall where he checked out his new office and shook hands with council members and staff. then he signed his first executive order including one on immigration rules. among his other priorities tackling poverty and improving education. >> as we move forward together. >> reporter: at a news conference this afternoon the mayor suggested his relationship with the city council president will help his administration get things done. >> darrell clarke and i have friends colleagues. we'll have our differences but we'll probable have our differences in private not in public and we'll work it out and try to figure out how we move this entire company, this city forward. >> ♪ >> reporter: and we're back live at the convention center. this event was free but by invitation and invited guests are being asked to donate to

>> sarah bloomquist, thank you so much. outgoing mayor michael nutter received a standing ovation as he entered the church of the jesuit this morning in north philadelphia. nutter chose his alma mater saint joseph's prep as the flies give his last public comments as mayor. he told the students they have an obligation to serve. >> you've been given a great deal in your education at saint joe's prep. and therefore you have an obligation to give back to this community or communities where you live or that you can serve. >> nutter said he is excited about the future. he said he maintains his commitment and focus and still has much more to give. jim kenney by the way is also a graduate of saint joe's prep. also at the ceremony today, they swore in philadelphia city council. darrell clarke was again elected to serve as president. 10 incumbent returned and there are five new members of

council they are cherelle parker, jared green, allen dom helen ginn and al a taubenberger. it is also where you can view highlights from the inauguration including the moment that kenney was sworn into office. it has been long time coming but raw winter-like weather is finally here. "action news" was on the boardwalk of ocean city where there was nothing to remind us of summer fun. temperatures struggled in their efforts to reach freezing today. let's go live to the big board and meteorologist cecily tynan. >> and jim, this is our first real blast of arctic air and especially tough coming off the record warmth of the december month. temperatures right now show you that there's no warmth around us at all. 21 new york city, five in syracuse. the reason why. this broad area of high pressure from the arctic that

flow clockwise bringing down those winds straight out of the north and temperatures really will be cooling off even more tonight and right now we have winds sustained at about 20 miles per hour. so, the wind chill has dropped down to 9 degrees in philadelphia and with the clear skies temperatures are going to be dropping off very quickly tonight. satellite6 along with action radar slowing they did have a little bit of lake effect snow in western pennsylvania, parts of west virginia and virginia. there is all easing now. you can see we have the clear skies but overnight the winds will be with us. so, it's going to feel even colder than the actual air temperatures. tonight's low 15 degrees. this is the coldest night since march seventh when a low dropped down to 11 degrees but with the winds, future tracker showing the wind chill by 11 o'clock, three in philadelphia, below zero in allentown and reading and lancaster, mount pocono where they're making a lot of snow the wind chill at 11, 15 degrees below zero and tomorrow when you head to work, the kids head to school,

wind chills in the single digits but this cold air does not stick around long. i'll talk about when things will warm up in the accuweather 7-day forecast. jim. >> thank you, cecily. well, let's switch live to "action news" reporter walter perez who is at blue mountain where they can finally make snow and open the slopes to skiers. walter finally some smiles on the mountain. >> reporter: you know, jim, i'm forced to smile to keep from crying because they just turned the snow gun on. i'm standing beneath it blowing right in our pavements as you mentioned over the past two years they've had an incredible run with the cold weather. they've actually set records for opening early but here we are in january, blue mountain and snow guns are going full throttle hoping to finally open for the season later on this week. for skiers and snowboarders jack frost pretty much remains the only show in town. jack frost and big boulder are the first resorts to open this season even if it is on a

limited basis. >> the last couple days we've been pounding snow out. we have seven trails opened at a. we're spinning five lifts. and i have three more to push off so i'll be be -- by wednesday i'll be at 50 percent open. >> reporter: seven open trails is all it takes to attract a crowd this winter. we spoke with a bunch of snow lovers many of whom are college students still home on break who say until now, this was the most boring christmas vacation they've had in years. >> we missed a month. it was hard. >> reporter: what have you been doing the past month. >> nothing. >> it's definitely been something i've been trying to do all winter break but only we could do it finally i'm so pumped last week we can do it it. with jack frost and big boulder opened for business, the other pocono resorts have their snow guns blowing around the clock hoping to make up for lost time and revenues. folks here at blue mountain say the way things are going, they expect to open this coming thursday. >> it is a later start. it's not completely unusual.

other news at this hour, the lehigh county coroner has completed an autopsy on the five-year-old boy from allentown found dead on saturday. jayliel vega wandered away from a family party on new year's eve. the boy who had autism was found in the lehigh carnal on saturday. the coroner said today that the cause of death is still pending but he noted that the boy was not injured in any way. investigators have called the death a tragic accident. local dupont employees return to work today only to find out they no longer have a job. dupont started handing out layoff notices today. and the company wants to cut 1700 workers ahead of a pending merger with dow chemical. dupont employs about 6100 people in delaware. coming up on "action news" tonight police arrest a couple from north jersey for leaving their children in the car while they allegedly gambled inside a bucks county casino. and as eagles players cleaned out their lockers today, owner jeffrey lurie

pike and damson avenue. police say the bus hit the street sweeper then a light post and then finally came to rest in the woods. the driver yolanda jamison had to be extricated from the bus. she and a passenger were treated for minor injuries. a couple from north jersey in in trouble with the law after allegedly leaving their small children alone in a cold car saturday so they could gamble inside the parx casino in bensalem. "action news" reporter chad pradelli has that story. >> reporter: temperatures were below freezing saturday night but police say jared nelson and ebony walker thought nothing of it when they left their three children ages one, three and eight in a car alone in the parx casino parking lot. >> i do know one thing for sure they certainly will not be getting the parent of the year award for 2016. >> reporter: police responded to the casino after a precipitate ton flagged down security alerting them that three kids were alone in the car. >> they were there for about an hour and a half through video and through other leads

we were able to track down the parents and took them into custody. >> reporter: the children were evaluated at a local hospital and released to their grandparents. nelson and walker were sent to jail. they face a charge of recklessly endangering another person. >> the case will be turned over to children and youth authorities in newark, new jersey, since that's where the parents are originally from. >> reporter: police tell me the children were in good condition and unharmed. in bensalem chad pradelli channel6 "action news" newly elected officials were sworn into office today in montgomery county. republican joe gail joins the county commission as a new member josh shapiro and value arkush started new terms as commissioners. they're incumbent democrat kevin steele took the oath of officers as the new district attorney. he took it from his predecessor risa vetri furman.

this for a few days. the search for a new coach continues. >> and there's a long list that eagles owner jeffrey lurie is going to search and he's going to leave no stone unturned to find the next eagles coach. jeffrey lurie doesn't have to go very far to find his latest coaching candidate. interim coach pat shurmur interviewed this afternoon just a day after he led them to a win in the finale. shurmur has been eagles offensive coordinator the last three years. before that law the head coach in cleveland for two. shurmur has been a big supporter and he has a lot of support in the locker room. like from quarterback sam bradford who says he would love to play for him and he hopes he gets serious consideration. a source confirms to "action news" the eagles are also considering bears offensive coordinator adam gates who will interview tomorrow. gates has been weight bearing for one season he spent the previous six in denver. the 37-year-old has never been a head coach. the eagles have a lot of guys to weed through after they center chip kelly packing last week. today eagles players are

wildwood, three in reading and 11 degrees below zero in the poconos and not only is this very cold air, it's also very dry air. so, cracked skin alert for really the next two days with dewpoints hovering around zero. that can really dry out your skin, maybe a humid fire. a week ago we had temp in the 60's. right now 24 degrees in philadelphia that's our low so far today. we'll continue to drop. allentown 17, millville 27, trenton 21 and wilmington 25. the high today 37 degrees but that came at midnight. wind chills really tells you the story. this is how it feels. nine trees in philadelphia, feels like four in allentown, nine in trenton and for the folks enjoying all that man-made snow in the poconos the wind chill currently 13 degrees below zero. satellite6 along with action radar showing that arctic front moved through today. behind it we've got that sinking air so tonight clear skies but we really never get rid of the wind.

so the overnight low seven in the suburbs, 15 for center city. the coldest night since last march but you factor in the winds, wind chill dropping to 5 degrees below zero to five above so you definitely do want to bundle up tomorrow. tomorrow that high pressure rides over us. that arctic high. so wall to wall sunshine. the winds will diminish through the day. but with a high of only 31 degrees, doesn't take much to create a wind chill so wind chill really through the day struggling to climb up into the 20's but if you don't like it this cold well it's not going to stay this cold for very long. high pressure move to the east by wednesday we get that return flow out of the southwest so milder more seasonable with a high of 40 degrees. loads of sunshine and we'll warm up into the mid 40's on thursday. so the exclusive accuweather 7-day forecast, brutally cold tomorrow despite all the sunshine. 31 degrees. wednesday sunny and seasonable 40 and thursday pretty nice day, much milder, 46 degrees but then on friday, we cloud
