winter weather took a long time getting here, but it's here now. monday night, and the big story on "action news" tonight is the tri-state area suddenly in the deep freeze. and in philadelphia, city hall declared accompanied bl-- a cod blue, meaning they can take actions for homeless people. first, the latest information from accuweather and cecily tynan live at the big board. >> a true arctic air mass. pretty amazing how quickly temperatures dropped off. down to 15 in philadelphia, allentown 10, wilmington 16. the temperature dropping, but wind speeds haven't been. winds sustained 20 miles per hour. this is the way it feels on exposed skin. like 2 degrees below zero in philadelphia right now. 6 below in allentown. and the poconos, 19 degrees

below zero. and a wind chill advisory posted for the poconos overnight tonight for dangerously cold wind chills. satellite 6 along with action radar showing there's no cloud cover to really insulate the earth. what we have got is a broad area of arctic high pressure that is pulling the winds down out of the north. the winds will be with us in the overnight hours. that means tomorrow morning we have a wind chill factor with the low down to 13 degrees. the coldest night since march 7 when the low was down to 11. futuretracker showing tomorrow morning you step outside and across the board we have wind chills in the single digits. and even in the afternoon we are looking at wind chills only in the 20's. it's going to feel a lot colder fo tomorrow. and i will tell you when the cold air moves in in the full accuweather forecast. and switching to south broad street in center city. what is the city doing to protect homeless people tonight?

>> well jim, shelters and warming centers are opening in the city and even surrounding counties for those most at risk for dangerously cold temperatures are the ones who live out here, essentially on the street. >> you know it's a code blue. >> i know. >> and temperatures have atlanta doyle upon duty, they are with mental health outreaching warning those who sleep on the city's street of the dangerous dip. >> it dips so quick it is almost like you are shocking your body. it is not that cold out, i will be already. i will just put an extra blank et on. you don't know if you will wake up. >> the shelters can't turn anyone away. >> the blankets, clothing in case anybody comes in. >> in camden they are ready. >> people come in off the streets they have a warm could the with blankets, a place to sleep for the night.

county this hour. volunteer firefighters from several communities are battling this blaze and the cold at a house in the 600 block of wissahickon avenue. this is how it looked just about 20 minutes ago as flames consumed the two-story wood-frame structure. going live to chopper 6 hd where firefighters are gaining the upper hand, but the blaze is still not officially under control. heavy smoke still pouring from the home. the good news, no reports of injuries. the city of philadelphia is welcoming its new mayor tonight. jim kenney accompanied by his son and daughter as he took the oath of office today. he was sworn in by newly-elected state supreme court justice docherty. using a speech to outline priorities including poverty, universal pre-k and quality schools for all neighbors.

it was at the academy of music and from there he walked up broad street to city hall for the first day on the job. once inside he shook a lot of hands accepting well-wishes from the staff of city councilmembers, and even signed a batch of executive orders including tonight's code blue. dann, what about the mayor's inaugural activities tonight? >> orderly the city's mayor celebrates with a fancy ball with glitz and glamor. and this felt more like a pizza party. to use kenney's words, a block party. >> come on, if i have, we welcome the brand new mayor. >> and emceeing what jim kenney called a block party coming with food trucks lining the sides of the event. >> how do you like our block

allentown 29. trenton and toms river 30, reading 30, and cape may 33 degrees. the high pressure though is on the move. that's the good news. if you tonight like this cold by wednesday the high pressure moves offshore and we get the return flow out of the southwest. lots of sunshine and not at harsh with the high of 40 degrees. and temperatures in the mid 40's thursday. just one more day of this. the exclusive accuweather seven-day forecast sun yiep but frigid tomorrow. and the winds diminishing, good news. and wednesday, cold and lots of sunshine, 40. and thursday feeling pretty nice compared to tomorrow. 46 degrees, mostly sunny skies. the clouds take over on friday. 48 degrees. and friday to saturday it looks like we could have a round of rain. high of 48 degrees. and a boundary stalls and another low develops along that sunday. that brings us more moisture with a high of 50. talking rain not snow.
