bucks county basketball coach learns the consequences for confronting a referee and dramatic new video of sailors being captured by iran in the persian gulf. and an update on the blaze that killed two little girls yesterday, they say it happened in a busy neighborhood but nobody stopped to call 911. john rawlins live back at the scene with more. >> reporter: hi rick, well a small memorial here continues to grow and there is talk of a prayer vigil later today and authorities did talk to us today and they did not identify the victim but they talked about the response time and the 911 calls and the lack thereof. >> it's believed that the fire started in the first floor living room, and that the ferocious fire was called in by

a passing ambulance crew and a fire engine arrived quickly. >> 1:35 for engine six to arrive on scene, they reported heavy fire from the ground floor. >> maddening for fire officials was that heavy fire was showing when they radioed dispatch. the scene is in a heavy populated area, yet there was no prior 911 calls. even with heavy fire and smoke showing in a heavily trafficked area, and fourth street is up the block less than 100 meters, nobody had called 911. >> four members of a nine person was family was inside, a 2-year-old child survived and a 3-year-old and 3-month-old perished and the mother remains in critical condition. >> the chief says the 911 calls came but after the ambulance crew had spotted the fire and

called it into the dispatch. but nothing before the ambulance crew, and another disappointing element for firefighters, they did not find working smoke detectors inside of the house. rick? >> thank you john. the bucks county district attorney just made an announcement about the basketball coach that physically confronted a referee, jerry divine is charged with a summary harassment offense and will receive a summons in the mail similar to a traffic ticket. the school allowed divine to return to the classroom but his suspension from coaching remains in effect. accuweather is tracking dangerously cold temperatures at this hour, "action news" found a number of roads covered with ice and the wintry mix led to slippery conditions including montgomery county, looking live outside, sky 6 hd showing us the

blustery conditions on penn's landing and the conditions are making it feel bone chilling cold. meteorologist david murphy, is at the big board. >> the cold air is locked in place for the rest of the day and tonight. you see a lot of blue on the map that is the cold locked in place, philadelphia only 27 degrees right now and buffalo 18, you have to go all the way down to charlotte, north carolina to find anyone over 40 in our mid-atlantic region. we are going to be able to tap into that milder air in the next couple of days and get it into place, also on satellite, there say lot of sunshine and that is not helping much from the motion and the clouds, you can see there is a strong west wind blowing across the region and that is making things feel worse than they should, and we got a little bit of snow, in temple berks county, and royersford

about a half inch, that is not all that much. temperatures now 27 and there is that number in philadelphia, 24 in allentown and 26 in trenton and 27 in sea isle city, when you factor in the wind gusting in the 20s and even 30s at times today, it feels like it's 14 degrees and rick we are not going to get out from under windchills in the teens until late tonight and ermey tomorrow. things get better in the accuweather forecast though, i'll run the details down coming up. >> look forward to that thank you. a broken water line created an icy mess this morning, chopper 6 hd captured dramatic images of water shooting high in the air and freezing on power lines and nearby businesses, it created a massive geyser at washington and cherry streets, workers were able to shut the water off in a half hour and they are chipping away the ice

from the power lines above and annie mccormick spoke to a contractor whose business was flooded during the incident and she will have a live report at 12:30. a sewer line ruptured in mount laurel, new jersey, on hartford road at 238, all residents should reduce their water usage, and contact the municipal utilities authority if your sewer backs up. crews are working to repair the line as quickly as possible. the stakes are high and the clock is ticking, the next power ball is less than 12 hours away, and the jackpot say record $1.5 billion, the odds of winning are 1 in 292 million. but that is not stopping people from the chance to try and win big. katherine scott is live now. you are talking to customer this evening? >> yes, this is getting wild, this is the biggest jackpot ever

hour and put that together and it feels like the teens and that is where we'll stay, look at these temperatures, cold enough without any wind and feeling like we are no better than the upper teens in the region as we go through the afternoon and evening. satellite shows you there are additional clouds popping up north of philadelphia, if you are in allentown you may see more cloud cover than we are in philadelphia. but still on the frozen side and windchills stay in the teens until 8:00 tonight, we have 28 degrees on the thermometer in the lehigh valley and windy and on the cold side, 35 down the shore and mostly sunny and windy and cold and staying with windchills in the upper teen as well at the shore. and philadelphia mostly sunny and blustery and cold conditions, the wins gusting as high as 35 miles per hour and obviously it's a cold one out there with the windchills in the city in the mid to upper teen,

overnight the winds die down to 6 to 12 miles per hour, and 23 is your overnight low and it's still cold early tomorrow morn as you step outside and you won't feel the chill. in between the two forecast periods, an afternoon commute and clouds and windy and cold, and 28 by 5:30 and down to 27 by 7:00 and not feeling even that good, but tomorrow after a cold start, high pressure rolls in and the winds relax overnight and into tomorrow and we wind up with partly sunny skies and a better high of 43 degrees, things are turning around and by friday and saturday, can you see here in the seven day, windchills in the teens today and a high temperature of 31 and fairly bright across the region and cold, tomorrow night as harsh and the wins are not as bad and below freezing in the morning and the afternoon high of 43 and 50 on friday and more clouds building in and rain arriving but probably not until

someone wins the massive power ball jackpot. we are looking ahead at the billion dollar drawing. a water line break is stemmed in montgomery county, but not before it spilled thousands of gallons of water on nearby streets, neighboring buildings quickly covering them in ice, now crews are trying to assess how much damage was done. annie mccormick has the story. >> reporter: the water focused its attention on this business and crews had to work fast concerned that the paur lines or the roof could collapse under the weight of the ice. thousands of gallons of water went into the air and the sub zero temperatures turned the water to ice, it looks like a geyser straight up in the air, like old faithful but it was old faithful, look at the bushes and

feel like it. bitter cold is gripping the region with windchills hovering in the teens, david murphy is live outside with more from accuweather. >> this is about as uncomfortable we have felt since the heart of last winter in the region. we see cloud cover creeping down by allentown but most of the us are looking at bright blue skies and the temperatures not treating us well not only here with you the mid-atlantic region. 28 and it could be worse, pittsburgh and upper elevations in pennsylvania 10 degrees, pittsburgh windchill is negative 4, philadelphia's windchill at 14, maybe that takes it easier to take, you need to bundle up and wear the extra gear because it is biting. the reason we have the strong windchill is because of the gusty winds and off and on

figure out what started wilmington deadly fire. two little girls, a 3-year-old and 3-month-old were killed in the blaze. fire officials were frustrated because the fire started in a busy neighborhood and heard no calls for help until an ambulance spotted the flames. >> 4 and street supthe block less than 100 meters nobody called 911. a nine person family lives inside of the house, four people were inside at the time. a 37-year-old and 2-year-old were able to make it out okay but the 37-year-old remains in critical condition. from our new jersey newsroom, officials are investigating a house fire in trenton, the flames broke out at an abandoned row home and firefighters worked against the cold conditions to put the fire out and fortunately nobody was hurt. a large tree caused traffic

troubles this morning, chopper 6 hd was over the scene at 3:00, and the tree came crashing down on 95 closing the strawberry mansion bridge, in buck county, slick roads wreak havoc on the traffic here. a trash truck overturned and closed 202, between bristol road and limokiln pike while crews cleaned up the mess. classes resumed today at philadelphia's simon grates high school after it was the subject of several threatening messages. students and faculty gathered outside after it went on lockdown. faculty received several text messages indicating a bomb was put inside of the school and then the school received phone calls of an armed individual on the campus. both threats seemed to be

alcohol in my parents' basement. >> always wheeling and dealing, going and shoveling driveways and raking leaves anything we could figure out to make money as little kids, and matt moved across the country and opened some restaurants and on the way back home he made his pitch. he said do you want to make vodka? and we were both vodka drinkers, they turned an old keg into a still and it was in their parents basement. my parents accused of us making drugs in the basement and that we had to get it out of there in 4 hours, that is when they got serious taking apprenticeships in local factories.
