meteorologist cecily tynan. cecily you're taking a look from double scan radar this afternoon. >> that's right, sharrie. if you look at double scan you can see kind of a chaotic situation we have an area of rain and snow showers extending all the way from central pal out to the west. this is not a very well organized system. there's one low pressure right now that's basically west of buffalo. there's another one beginning to form over pennsylvania. what will happen, that low pressure moves off the coast and then these two low pressures kind of link up in the upper atmosphere. it's called an inverted trough and what that can do, it can provide extra lift, more moisture and that can set up an area of steadier snow. that being said, this is going to be coming kind of in drips and drabs. a winter storm warning is posted for the immediate philadelphia area and areas to the south. this is where we have the better chance of the higher snow accumulations. goes into evening a effect at mt through 6 o'clock wednesday morning. not going to be seeing snow then tire period.

we'll be getting periods of intermittent snow. future tracker showing around 10:30 tonight some of the snow showers breaking out moving in about 9:00 and midnight. as we head into tomorrow we'll get some waves, a little bit of a break in the action around noon and this evening a little bit of mixing along the coast. so, this is what to expect. on and off light snow. i think the kids should go to school tomorrow. this snow will be very slow to accumulate. the treated roads mainly wet but the key concern will be tuesday afternoon and evening. this is when the steadier snow arrives and that could accumulate. i'll talk about how much, talk about the coastal concerns coming up in the full accuweather forecast, guys. >> all right, cecily, thank you. and penndot crews are hard at work preparing for the snow headed our way. the action cam was in norristown as trucks loaded up with salt and brine to get roads ready for the morning commute. right now penndot is holding an update about those efforts. you can watch there live if you would like on our web site, 6abc.com. >> meanwhile special preparations also under way

down at the shore. new jersey correspondent nora muchanic continues our team coverage tonight in little egg harbor township. hi, nora. >> reporter: hi there, rick. we're in the mystic islands section of town where they are testing out these unique berms to try to control flooding. they're made out of giant blocks of bailed leaves. so far this pilot project is getting some impressive results. >> these bales being here saved our roadway from being washed away as it did in sandy. >> reporter: little egg harbor superintendent of public works patrick donely gives lie marks to these 3,000-pound bales of composted leaves being tested as a berm at the end of radio road in mystic islands one of the areas most vulnerable to flooding. >> like a shock absorb. >> reporter: donely says the leaves the kind you rake from your yard seem to stand up better than concrete blocks which can shift and come apart. they held their own during several high tides that battered the shore two weeks ago during the blizzard. >> i think they're able to take a little bit more of the pressure from the wave action on a regular basis.

>> reporter: donely says that saved 10 to $15,000 on road repairs from flood damage a company called nature's choice in north jersey makes the bales which would ideally become a living berm by planting sea grass inside to make them even stronger. >> when we saw this i was like wow, this actually is working. >> reporter: maria romano and ken riddle have been checking on the bales. >> over here it didn't flood at all. on our street we did because we didn't have this so i think it's a great ideas. parts of little egg harbor flood regularly with a strong high tide as they did this morning. >> it got the tidewater. you can see the seaweed behind me and little further up that the tide came in, left the seaweed here. >> reporter: folks here are naturally curious about this simple environmentally friendly way to hold flood water back. >> i think it's done more than what it was expected to done it's obviously saved the land around here so it's doing its job. >> reporter: this is the first place the leave leaf bails are being tester and they're drawing interest. the public works superintendent says he was

contacted this weekend by the army corps of engineers and they are definitely interested in looking at these things. live in little egg harbor, i'm nora muchanic, channel6 "action news." sharrie. >> all right, nora, we'll see how well they hold up. meantime the "action news" morning team will be up even earlier tomorrow to track that snow as it moves in during the morning commute. matt, tam, david and karen will be on the air starting at 4:00 a.m. police want to talk to superstar running back lesean mccoy. the former eagle is caught up in the investigation of a violent brawl inside a philadelphia nightclub. the accusers off duty police officers. the charges if if i would are very serious. "action news" reporter sarah bloomquist is live in olde city with the full story. sarah. >> reporter: sharrie, this is being investigated as an aggravated assault. detectives are interviewing witnesses who were here inside this olde city club called recess late saturday into sunday morning. you can see it's kind of a nondescript place there on the bottom level of a ppa parking

garage. police are trying to determine if warrants should be issued for the arrest of foremen including former eagles running back lesean mccoy for assaulting two off duty philadelphia cops. this 10 seconds video shows the melee inside the club at 125 south second street sunday around 2:45 a.m. according to multiple sources, former eagles running back lesean mccoy was right there in the mix. he had been at the club with three friends one of them a former nfl player himself. three off duty police officers, one a sergeant were also at the club. sources say prior to the fight, the cops ordered several bottles of champagne and when one of mccoy's friends grabbed one the two groups started pushing and shoving. then it got much more violent. >> we have four suspects that more or less jump the one complainant knocking him to the ground punching him kicking him. once he's on the ground they begin to stomp him kicking him and continue the blows.

>> reporter: security intervened and all seven men were ejected. police have no record of a 911 call and officers did not respond. but later the two officers who were seriously injured filed a police report which details the extent of their injuries. >> the first complainant sustained some very, very severe injuries in terms of eye socket, broken nose, broken rib, i believe some hand injuries and possibly even some skull injuries and the second complainant as well sustained a laceration above the eye as well as possible skull fractures. >> reporter: both were hospitalized. the sergeant was not injured. according to police, surveillance cameras inside the club were not working but a camera on the street did capture the men after they were kicked out. mccoy's current team the buffalo bills issued a statement "we are aware of the reports regarding lesean mccoy and are in the process of gathering more information. we will not provide any further comment at this time ." now, mccoy's agent drew rosenhaus has also told

"action news" he will not be commenting at this time. detectives are working with the district attorney to determine if arrest warrants should be issued. at some point mccoy is expected to be questioned although that has not happened yet. live in olde city, i'm sarah bloomquist, channel6 "action news." sharrie. >> all right, sarah, thank you. we've got some breaking news to get to here at 5 o'clock. temple trustees have voted to take a step toward building a new $126 million football stadium. the board unanimously voted to conduct a feasibility study. this vote happened just a short time ago. the study is said to cost about $1 million. dozens of students, however, and neighbors of the north philadelphia campus are protesting and have been protesting outside of today's meeting. >> ♪ >> all right, to politics now and in less than seven hours the very first polls will open for the new hampshire primary. today's numbers show bernie sanders is gaining momentum in the granite state and on the republican side, donald trump

>> health check tonight. the u.s. is ramping up efforts to fight the spread of the zika virus. that as questions continue about the summer's olympics in brazil. >> health reporter and registered nurse ali gorman at the "action news" big board with the details on this. hi, ali. >> hi, guys. as of today only about 50 americans have come down with the zika virus, all but one were acquired overseas. but the white house wants to be prepared. president obama o has asked congress for $1.8 billion in

emergency funding to fight the virus. the money would be used to expand mosquito control programs, speed vaccine development and improve lab tests to detect the virus. right now the focus is on protecting pregnant women. if you are expecting it's recommended that you do not visit areas in south and central america where zika is spreading. as for what is expected here in the continental u.s., government health officials don't expect a large scale outbreak. >> we're not overconfident and we will prepare for the worst but we're saying we don't think there will be an explosive outbreak because of that historic outbreak. >> we did see small pockets of those viruses in there u.s. but they were controlled. regarding the upcoming olympics in brazil, as of now, there are no set guidelines for athletes. also today, one of the world's most famous mothers is speaking out on behalf of

>> quicken loans is at the send of a super bowl ad controversy tonight. last night's ad featured a new tool that allows customers to get a mortgage completely online. critics blame the company for promoting lending similar to what led to the recession back in 2008. according to the company's president the ad was simply meant to promote the convenience of quickenes new app. >> today new jersey lawmakers called for increased funding for roads in the garden state. state senate president steve sweeney said he believes the state's transportation fund

>> spring mountain ski resort. i was waiting for you at camelback. i was going buy your lift ticket. >> i went to another slope. >> jack frost next weekend. >> you've been warned. >> exactly. ski resorts love when we talk about snow because they of course enjoy the snow and whenever we get snow in philadelphia, in the poconos they're excited because a lot more people go to the resorts even though they've been making a lot of snow up there. 31 degrees mount pocono but areas to the south too warm for snow right now. philadelphia 42, trenton 37 and the atlantic city airport 36 degrees. satellite6 along with action radar showing a storm system. this is a massive storm system that is way off the coast of new england and this caused hurricane force winds and brought snow 400 miles west of the center. that also clipped the jersey shore this morning, brought some of that coastal flooding and that mixing. i want to contrast there with what we'll be dealing with ton h

tonight through tomorrow night. this is a different entity. it's very disorganized. there are pieces of energy with this. that will come together to bring us some periodic snow kind of off and on for about 24 hours. so, future tracker showing around 10 o'clock tonight, this is when temperatures drop around freezing and this is when we'll see some snow showers generally south of philadelphia. as we head through the overnight hours, we will see again some snow showers but tomorrow morning i don't think there's a lot going on and there could even be some mixing right along the coast so a lot of people asking me should kids be going to school tomorrow. i think they should. i think wednesday morning will be a bigger concern because tuesday late in the day, this is when we see a more organized area of snow beginning to develop and there will be moving in on tuesday night and slowly move off the coast by about 4 o'clock wednesday morning and by lunchtime, we're up to 40 degrees with some sunshine so the melting will be going on then. so, how much snow are we talking about when all is said and done? north of the pennsylvania turnpike, this is not going to be a big snow

event. we're looking at one to 3-inches but then really the heart of the delaware valley from philadelphia into south jersey, new castle county, out to lancaster we're looking at three to 6 inches of snow and then cape may county with some of that mixing more like one to three and again that's when everything is done by wednesday and that's on the grassy surfaces. since a lot of this will be melting on the roads during the day. in the meantime coastal flood warning continues until noon on tuesday for more moderate coastal flooding, tons of high tides. we have two more high tide cycles tonight between seven and 8 o'clock and tomorrow morning between 7:30 and 8:30. there will also be flooding along the bay and even the delaware river. so, the five day at 5:00 showing tomorrow periods of snow through the day. that's why we have it highlighted. most of it melting on roads during the day but accumulating tomorrow night when temperatures drop below freezing. wednesday it gets windy, 39 degrees and then look at these temperatures. 29 on thursday and friday. a period of snow friday night.

>> ♪ >> "action news" continues with meteorologist adam joseph, jaime apody, rick williams and monica malpass. >> ♪ >> hello again. monica will be along at 6:00 with a lie report from new hampshire. sharrie williams joining us tonight and here's what's happening on "action news" this evening. a frightening ride on the high seas for thousands of passengers when their cruise ship runs into a massive storm. you'll hear from a local family on board. plus, we're learning more about the man accused of dragging a philadelphia police officer during a traffic stop. and more changes to the eagles offense as the birds part ways with riley cooper. ducis rodgers has details coming up. >> we are continuing to track an approaching storm which will bring snow to our area late tonight and into tomorrow. >> that's right. in fact a winter storm warning will go into effect at

midnight this evening and last throughout the day tomorrow. let's get the details now from meteorologist adam joseph who is live at the big board with the latest from double scan. adam. >> yeah, when you take a look at double scan you can see this is a very disorganized storm. you can see scattered light rain and snow showers across a big area of the eastern half of the country. at low pressure one near buffalo and the eastern great lakes. the seconds one near richmond. these two will work to the north and east, stay separate and that's why we're not going to see this radar kind of pull itself together and bring heavy amounts of precipitation our way over the next 24 to 36 hours. and when you take a look at the four different models that we really pay attention to, this is for philadelphia and this is between tonight into tuesday night and early on wednesday morning. one model saying only 1.8-inches in total. the other says around four, one says six, one says three so you look at all them, you put it together and you say okay you can see anywhere at least two to 4 inches, some areas getting a little bit

app. it's only for interstate travel and it shows where the plow trucks are running in realtime. >> a relaxing trim on the high sees turn into a real life nightmare for thousands of cruise ship passengers and "action news" viewer took this incredible video of 30 to 40-foot waivers and hurricane force winds battling the royal caribbean cruise ship anthem of the seas. passengers and crew members have been ordered to stay in their rooms for fear they may be injured during the trip. well, the ship left cape liberty new jersey near bayonne and was due to arrive in port canaveral at noon today. the seas were so dangerous offer the coast of south carolina that the captain had to turn the ship around. christie ill it will tow is live in our satellite center with more on this night mayorish cruise ship ride. christie. >> reporter: the ship because ling to florida then the bahamas when it was suddenly caught in a severe

storm. one local family from collegeville tells "action news it's a miracle they're okay. the gusty winds turned into a violent storm at sea. >> terrifying is an understatement. i have a 12-year-old who hasn't stopped vomiting. >> reporter: venus mchugh and her family are on board the anthem of the seas. as it was caught in storm the tom's eye one day after departing new jersey. >> tried to stay flat in bed while everything that we own in this room was tossed all over. >> reporter: the extreme conditions forced the captain to confine the more than 4600 passengers to their rooms while hurricane force winds which at times peaked at 100 miles per hour and waves nearly swallowed the ship. >> the waves are so big it came into the ship on the fourth floor. they're still mopping it up and stuff. >> things breaking everywhere. i mean, the ship was listing at 45-degree angle and it was over like a 200-foot drop from my balcony looking down at

least 300 feet. it was disgusting and it stayed on its side forever. >> reporter: the cruise line says only four people reported minor injuries. even tweeting the ship is now turn around and sailing back to new jersey. the decision being made for guest comfort due to weather forecasts. broken class caving ceilings and disheveled dining rooms are a snapshot of the last 24 hours. what should have been paradise at sea for the mchughs now a nautical flight mayor. >> i'll be glad when this thing docks. >> reporter: they are fully refunding all of the passengers on board. reporting live in the sat center christie ileto channel6 "action news." sharrie. >> quite the ordeal. christie thank you. now a miracle in the rubble of an apartment highrise in taiwan that was flattened during a powerful quake friday. an eight-year-old girl and three others were rescued. officials say the girl looked dehydrated but was awake. she had been trapped for more than 61 hours. more than 100 people are

believed to still be under the debris. a fraternity president at cornell university is behind bars accused of sexually assaulting a female student. the accuser told police that 21-year-old wolfgang ballinger locked a door at the p.s.i. epsilon home and then forced himself on to her after she allegedly said no several times. ballinger has pleaded not guilty to first degree attempted rape first degree criminal sexual acts and first degree sexual abuse. cornell's president has taken immediate action and has placed the fraternity on interim suspension. ballinger's lawyers tell abc news "his innocence will be established at the proper time and in the proper place." world news tonight with david muir will have much more on the cornell university rape investigation as well as the cruise slip's rocky trip. you can watch that that following "action news" at 6:00. >> in other news tonight, we now know the name of the man charged with dragging a philadelphia police officer during a traffic stop. he is 52-year-old kevin cook

of cheltenham. covering to the officer cook was pulled over for not having his headlights on early sunday morning in overbrook. police say cook did pull over but then suddenly accelerated while the officer was holding onto the driver's side door. the officer was dragged for a short distance. police were able to arrest cook after he crashed into another vehicle. from our delaware news room tonight, the driver of a bucket truck died in a crash along i-95 in newport this morning. happened just before 7 o'clock in the southbound lanes near churchman's marsh. police say a man driving a bucket truck was thrown from the car during the crash and he died at the hospital. police say he is in his 20's but they are not yet releasing his identity. >> a south jersey man has been arrested on charges of having and distributing child pornography. on friday police searched the home ofar-old christian

maher-schultze. investigators say maher-schultze was trading disturbing images using his personal e-mail account. he's being held on $75,000 bail. a car crashed into a home in the mantua section of philadelphia overnight. the driver smashed new the garage door of the home on 34th street. the impact also damaged a wall flex to the garage. the driver was rescued from the wreckage but was not seriously hurt. police are investigating what caused the driver to lose control. >> philadelphia city council along with mayor kenney announced a new plan to save the city money while making the city greener. the strategy includes investing in energy efficiency and clean energy projects and it calls for reducing energy couldn't sum someone in publically owned buildings like schools fire stations and public libraries. council president darrell clarke says the inin issue tiff will also create

is being investigated after two off duty police officers were assaulted. the incident occurred at recess lounge in olde city early sunday morning. video he center in by an "action news" viewer appears to show the aftermath. the officers were taken to the hospital with injuries ranging from broken ribs to a possible fractured skull. police haven't formally identified mccoy as a suspect but in a statement that four suspects were involved and they are reported to be members of the nfl. i reached out to mccoy's agent drew rosenhaus earlier today. he says "no comment right now." college basketball what happens when both number one and number two lose? number three becomes the new top ranked team in the country and that team is villanova. our jaime apody joins us live right now from campus with more on those top ranked cats. jamie. ducis, couple that's never happened with all the great teams that we've had here on the main line, villanova had never been ranked number one in the ap poll.

fellow dad and fellow citizen. sincerely, alex payne. >> meteorologist adam joseph here now with a closer look at that forecast. kind of interesting overnight. >> yeah, and it's very disorganized. it's interesting because it's going to snow for a long period of time. you're going to get a lot of breaks as well in between those periods of snow. as we look at double scan radar it's a complicated broken up s it is cloudy now. you see rain showers near baltimore. that will be swinging through between about 9:00 and midnight. by the time it arrives here it will be cold enough to bring us light snow. as you look at the temperatures once again much like last friday, we're going into the system with numbers that were in the 40's the last

couple of days so many of the pavement surfaces are on the warmer side and many of them have been treated with brine so a lot that falls tonight should start to melt as it hits the pavement. it's the sidewalks and some of the side streets that haven't been treatd that could get a little bit of a coating overnight. as we look at satellite and radar it's two separate areas of low pressure. one to the north, one to the south and they will remain separate as they pass through here over the next 24 to 36 hours and you can see the precipitation, it's over a big area but it's very broken up and it will stay that way especially during the day tomorrow. association aat 10 o'clock tonit temperatures just above freezing as some of that light snow starts to break out from the southwest to the north and east. for the morning rush tomorrow at 7:00 a.m. dealing with rain down to the south uber 30's along the shore in southern delaware and a little bit of light snow in spots south of philadelphia especially new castle county but north of the city very little could be going on during the morning rush tomorrow.

so, use caution tomorrow morning during that rush hour. temperatures near the freezing point and if you're seeing some of that light snow or rain around south and east of the city there will be a few slick spots around but if you take it slow enough and in some areas where there's no precipitation you should be easily able to get to point a to point b if you use caution. as we look at future tracker at 4:30 tomorrow evening the start of the rush tomorrow evening also could be dry across much of the area. many of us could be twiddling our thumbs through much of the day going where is the snow. you look to the south and west still mixing in southern areas. the next round looks to come in tomorrow evening into tomorrow night. still temperatures at oar just abovor justabove freezing in may locations. this should pivot through and should be starting to progress out of here as we get into wednesday morning with temperatures still above the freezing point and wednesday morning's rush could be a little slow in spots as well. expected snowfall amounts north of philadelphia one to 3 inches up into the lehigh valley. also one to three south in dover.

cape may county with that mixing and then much of the heart of the delaware valley northern delaware central new jersey, chester county, delaware county, three to 6 inches but much of that you may not ever see on the ground at once because of the periodic nature. much of it could headlight i itn between you rounds of snow. half an inch to an inch. through the day tomorrow an additional half an inch to an inch. not a big event through tomorrow and then tomorrow late afternoon into the overnight hours that's when we could see the most accumulation of around two or 3-inches. the exclusive accuweather 7-day forecast, temperatures remaining in the upper 30's the next couple of days with periods of snow tomorrow. the winds of change arrive with peaks of sun. blustery as colder air comes in thursday 29. brisk cold friday at 29. and then arctic air arrives with some snow showers on saturday. high saturday 24. just 20 on valentine's day.

last into wednesday. the brining has already begun as a winter storm warning is being issued for philadelphia and the heart of the delaware valley. the jersey shore is already dealing with street flooding because of stormy weather this morning. not to mention some tidal flooding. "action news" reporter walter perez will have the story of storm preps in a moment but first meteorologist cecily tynan has latest information if accuweather and there's a lot to talk about. cecily. >> there certainly is, jim. double scan live showing kind of a chaotic situation to the left. we have a very disorganized storm system, some rain and snow showers as close to baltimore, extending to the midwest and this is coming in pieces. there's one low pressure that's west of buffalo. there's another one forming over virginia. that will move off the eastern seaboard and then these two kind of link up in the upper atmosphere. it's called an inverted trough and what that can do is focus some steadier snow really around philadelphia and areas to the south.
