good afternoon, it is sunday, february 14, i'm nydia han along with gray hall. here's some of the stories we're following on "action news." bundle up if you're heading outside. the dangerous cold continues for a second straight day. and we are looking ahead to snow tomorrow. all lanes of a major highway are reopened after the deadly crash involving dozens of

vehicles in lebanon county. plus, remembering justice scalia, we're live looking back at his life and legacy and what's ahead for the high court. more on those stories in a moment, but first the dangerous cold. we have team coverage. trish hartman is live in center city, but first we go outside to meteorologist chris sowers and the exclusive accuweather seven-day forecast, brave man out there. >> reporter: it's not much better out here right now. it was bitter first thing this morning with windchill values at 5 to 15 degrees below zero. we're slowly getting better, but temperatures are nowhere where they should be for this time of year. the normal high is 45. we're struggling to reach 15 at this midday hour. ten in allentown, minus one in the poconos. ten in trenton, 17 in millville. dover, 19 degrees with a feels like temperature of 70. it's fuel above in philadelphia. -- four above in philadelphia.

4 below in trenton. as we set future tracker 6 in motion, these are windchill values. it gets better throughout the day, because the winds ease up after 2 or 3:00 p.m. in the afternoon. the values climb well above zero. at 10:00 by 4:00 p.m. 7 above in allentown, 7 below in the poconos. that will get better as we get into the evening hours. 17 for philadelphia by 7:30 that's the air temperature at that point. same thing with trenton and wilmington. so slow improvements this afternoon, big improvements by the time we get into tuesday. mostly sunny conditions, the remainder. afternoon it's been around here 19 with feels-like temperatures 4 or 5 degrees colder than that. when we come back in just a few minutes we'll talk about how the dangerous cold starts to ease a bit and starts to retreat in canada. winter white moves in tomorrow and that changes to flooding

rain tuesday. i'll break it down in the exclusive accuweather seven-day forecast coming up. hurry back inside, thank you. now to trish hartman. trish how are folks dealing keeping warm with the cold. >> reporter: believe it or not, plenty of people are out and about, going about their business with a few more layers on. many are heeding the warnings and not staying outside for too long. with biting winds and single digit temperatures packing light was not an option for these travelers. i have three layers on all tight stuff to keep the warmth in. it's so cold, you put on everything i can. >> reporter: peter and his mother are visiting from annapolis maryland and picked the coldest weekend of the winter so far to see the sights of philadelphia. we were not willing to wait at the line of independence hall. >> reporter: too cold.

a little too cold. i think the temperature was 17 at the time, but it felt like four. >> reporter: in the wee hours of the morning the peco building showed 8 degrees. the winds made it feel colder. earnl -- annual control officers -- animal control officers received dozens of calls for animals left outside including this pitbull. it's extremely cold. >> reporter: for this long distance couple celebrating valentine's day it was the out of towner who came prepared. i got all the right gear, my heavy coat. i've definitely been cranky, going bar to bar, it's been like power walk or run to the next place. that's folks in a hurry this morning. >> reporter: we have a number of resources online at 6abc.com, if you see people or pets outside who need shelter from the

cold and ice to douse hot spots. 6-alarm fire on gristcom street. the blaze broke out at an auto body shop and spread to a half dozen buildings. fighting the fire was no easy task. you can see frozen lines and frozen ice on the buildings, once you have this kind of temperature it freezes up quickly. three people including a firefighter were taken to the hospital. all are okay. train service between frankford transportation center and erie have resumed. a woman was shot in olney section. police were collecting evidence this morning. the woman was dropped off at einstein around 7:00 a.m. this

morning with a gunshot wound to the stomach. 12:06. now to the latest on the passing of antonin scalia. the country continues to mourn the loss of one of the most controversial and iconic justices to serve on the nation's highest court. a replacement fight is on. we go live to new york, folks are mourning and waiting to see what happens next. >> reporter: you got that right, abc news learned that the body of justice scalia was taken to a funeral home in west texas. we learned he was sick in the days leading up to the hunting trip in west texas. we know that an autopsy will not be performed on his body and investigators do not expect any foul play. the body of antonin scalia transported by a caravan into the parking lot of a west texas funeral home heavily guarded by u.s. marshals as america mourns

reaction to his death. pope francis is on his way to deliver sunday mass in mexico. this is a live look at the pope's motorcade in the mexico city suburb. he is on his way right now. this is expected to be the biggest mass of the five day trip. 400,000 people are hear ready to listen to the message of hope and encouragement. as many as 1 million people came out to catch a glimpse of francis during his first full day in mexico. classes resumed at ursinus college after 200 sicken last week. health inspectors found numerous violations at the school dining hall. those include open pesticides near food and dead bugs and improper hand washing. a second follow-up report found no lingering violations. officials say there were ten new reports of illnesses over the

digits and teens and windchills in some locations are actually below zero. is a in -- 15 degrees in philadelphia. 14 below is the dewpoint. minus one these are actual air temperatures in the poconos. 10 in allentown. 11 in reading. 15 for philadelphia, 18 in millville. trenton ten feeling like 4. feels like 1 below in allentown. minus 3 in reading and lancaster. this will be the last of the cold stuff. tomorrow things start to improve. temperatures get above freezing and by tuesday we're in the mid to upper 50s, it will feel better in about 48 hours from now. satellite and radar, nothing going on as we have the polar vortex retreating to the north up in canada. there goes the cold air. the warm front is knocking on

the door. under beneath this front -- underneath this front, temperatures are in the 50s and 60s pushing to the north, because the low will track west of philadelphia we get into that warm sector. even though it's icy cold out there right now, the fact that temperatures warm quickly by tuesday afternoon it will change the snow over to rain in a matter of hours. we're not looking at a long duration snow event. the light snow starts breaking out between lunchtime and 1 and 2:00 p.m. in the afternoon. it will pick up in tensity. by 7:00 it's raining in philadelphia. actually that rain/snow line is running parallel to the pennsylvania turnpike pushing north into the lehigh valley. allentown you're over to rain by 8 or 9:00 p.m. we get into tuesday morning the rain/snow line is up in canada. it's the entire eastern seaboard that turns mild with the storm

system. tuesday afternoon this then slides through and that's when some of the issues may arrive we start to melt this snow. the ground still frozen and we put a one to two inches of rain on top of that. there will be a lot of water on the frozen ground. it's got to go somewhere. 1 to 3 for the i-95 corridor from wilmington into trenton that's what we're expecting tomorrow afternoon. this is the one inch line from medford lakes through glassboro into salem. south and east, a coating to an inch getting washed away. in the lehigh valley and the poconos, 3 or 4 inches before you change over there. rainfall totals one to two inches of rain on top of 2 to 3 inches of snow. there's a ton of moisture. there will be flooding issues here, tuesday afternoon everybody north and west of the delaware valley is fair game to flooding come tuesday. sunny skies, bitter, 19 degrees is the forecasted high, winds
