looking at the damage from several states down south. and governor chris christie makes his first personal appearance since dropping out of the presidential race. and looking downtown from sky 6 hd at philadelphia international airport accuweather is tracking possible street flooding as we deal with the downpour throughout the afternoon. lets get the latest from meteorologist, david murphy, from the big board. >> there are two issues in and around the region, the first is the downpours and the second is the strong gusty winds from a very large system. the tail end of it is clearing washington, d.c. and it will be a few hours before we get this through philadelphia and now we have the issue with heavy downpours, everything highlights in yellow and orange giving us

ponding and puddling on the roadways. and this line you see extended through berks county and pulling halfway through the county and getting close to wilmington, these are the heaviest downpours producing gust as head of them. some could go as high as 50 miles per hour from this line as it pushes through those of you on the eastern half of chester and delaware county and wilmington. these are the spots closest to the gust front producing portion of this precipitation. once we get that through over the next hour or so, you get into a lighter precip and we are able to say good-bye to this. and stormtracker 6 live double scan picking up the heavy line of precipitation, as we move this up to 1:00, it breaks apart and still produces strong wind gusts and heavy downpours ahead of that in trenton and lakehurst, new jersey and then

past 2:00, 2:30, things start to get better, we may have residual ponding and puddling on the roadway. but better for the evening commute. we are right now seeing gusts coming out of the southeast at near 40 miles per hour in philadelphia, wilmington we dropped down in wilmington but 47 miles per hour in dover, delaware. as this is moving through over the next couple of hours, we have issues with downpours and the strong blustery winds. when i come back we'll track the departure of this, this is all coming up in the exclusive accuweather seven-day forecast. it appears that icy road conditions were a factor in this dramatic accident in delaware. an 18-year-old girl survived when her car plunged into a creek. trish hartman is live with more on the rescue.

>> reporter: well, we just spoke with the firefighters that made the rescue she is emily earnest, and is said to be okay after a harrowing crash this morning. firefighters knew they had to be quick, authorities say that the honda accord veered off an icy mill road and flipped into the creek and a large rock in the creek kept the vehicle from overturning completely. the driver, emily earnest, from hockessin was stuck in the car and stuck hanging upside down from her seatbelt. they cut her loose and even though she was panicked her actions probably saved her life. >> a lot of the credit was do to

her. she was holding herself up out of the water. >> we acted and did what we had to do and the outcome was great. >> reporter: now, the victim was treated at the scene for hypothermia and a head injury and she was taken to christiana hospital where she was listed in serious but stable condition. the firefighters were checked out but declined to go to the hospital. >> thank you. philadelphia police are investigating a violent robbery attempt in center city. the victim was shot -- and katherine scott is live with the latest. >> reporter: police are investigating as the victim remains in the hospital in critical condition. police believe this began as a robbery attempt and we were able to obtain footage of what

appears to be the friends running away after. it shows a shop opening and an inquiring look and then the men running down locust. these are the moments after an attempted armed robbery in center city where one man was shot. >> it's horrifying that it was this close. >> reporter: the 38-year-old victim and his 57-year-old friend were on west locust when an armed man approached and announced a robbery, the man was hit once in his right forearm and then they took off running before the victim collapsed by the kimmel center. the police took the victim to hahnemann. >> he was hit in the artery in the arm and even though critical he is expected to survive, however he lost a lot of blood. >> >> reporter: the suspect was wearing a black coat and black mask and armed with a semi automatic handgun.

commercial flights resume between cuba and the u.s. under another agreement finalized by cuba today. anthony fox flew to cuba to sign the deal, they have offered 30 flights per day for cuba, airlines will have to apply for permits to offer the new service and they will finalize the flight plans by this summer. the government is proposing new food stamp rules, retailers that accept them would have to carry healthier food and stock

meteorologist, david murphy, is here now way look at this soggy tuesday afternoon. >> stormtracker 6 live double scan shows you we have a lot of heavy rain right on schedule and right in the center of the region, if i go in tighter i'm especially concerned with that line of red you see moving into media and getting close to philadelphia itself. it's breaking apart down by glassboro, the issue with this is that right ahead of that heavy downpour is where you get your strongest wind gusts and the national weather service is warning from anything from 40 to 50 miles per hour bursts. i have some minor property damage tweeted to me here or

there. and someone had a flagpole attachment rip off because of these gusts. and in places like norristown are you getting blustery and look for debris on roadways, if i go farther down the pike on this, it's affecting parts of south jersey and millville is at the bottom of it, but people up and down route 55 up to glassboro dealing with this as well. and one wider view shows you also part of that same line now -- in northern areas of southern lehigh county and north bucks near quakertown feeling the wind pick up and morristown to doylestown you look like you are in for this. a brief heavy downpour and strong gusty wind as head of it. an interesting look at sky 6 hd from down the shore at cape may, new jersey, there was snow covered road there yesterday,
