anymore and they claim they have lost final that the management is going to do anything serious about it. this is 1303 delaware avenue, a landmark apartment building, apartments up to $1700 a month for reads but some are complaining with the quality of their tap water. ed has lives here on floor eight for 18 years, he sends us a collage of pictures after the management flushes out the pipes. >> over the last three months we are dealing with blackwater, consistently when you shut the water off for eight hours at a time. he called the water department and they arrived and did extensive testing. he blames the blackwater for his recent gastric problems. >> i believe it caused me health

problems and this last weekend my dog was certified healthy about a month ago now developed colitis. the management tells him time and time again they called in for testing but they say that is not true. >> we have not received calls since 2010 from this particular location. >> rick, tonight the management of 1303 is counter the claims by the residents, the management has issued a resident saying they are not aware of any water quality issues and go on further, adding thal if the test results shows an issue they will work with the city to resolve it. the test results are expected sometime tomorrow. >> thank you. new at 5:00, a judge has agreed to hear arguments on changing a jail sentence for a woman convicted of her role on

breaking news from west philadelphia. it happened about an hour and 11 minutes ago, someone opened fire on a 71-year-old man reportedly while he was working on a car and saw them coming and started running and was gunned down while he was being chased. the 31-year-old was hit the head and pronounced dead at the scene. no word on a motive or suspect. they are blocking off one of the side roads there. nasa astronauts scott kelly is preparing for his last moments in space. kelly has been at the international space station for nearly a year as part a study on space travel on the human body, kelly told reporters he is feeling good and will land in kazakhstan tonight and return to houston tomorrow. today wall street had its best day in more than a month.

stocks soared after encouraging news about the economy. construction spending hit an eight year high creating big gains for home builders and banks and that put markets in the green across the board and the dow jones climbed 348 points and the nasdaq 141 and the s&p 500 up 36 points on the day. doctors have their first evidence that the zika virus can cause a paralyzing condition. ali gorman is at the big board with the connection. >> reporter: there are evidence of zika linking it to two serious conditions. one is -- and they have reported a sharp increase in the condition. now researchers are looking at a past outbreak, find that all the

patients that had the paralysis had markings of the mosquito born virus in their blood. it is temporary but could last for months and effect the entire body. a colorado teenager is recovering after serious burns that he says were caused by a vapor pen, and is reminding teens not to use them. 17-year-old marcus has second and third degree burn as long his thigh and calf. the vapor pen exploded in his pocket. >> i went to get my jacket and sparks climbed out my pocket. >> in the past six months we have seen an increase in the number of burn patients as well as traumatic injury patients in relation to electronic

cigarettes and bodily operated vapor devices. >> the teen's doctor says he needs two more operations to repair the damage. marcus has given up using vapor pens and hopes that others will do the same. finally today, you may not think a light from a street lamp can affect your overall sleep but experts are starting to think it can. researchers at stanford university surveyed 15,000 americans about the quality of their sleep and used satellite information about how much light everybody is exposed to. they found them in light intense areas including cities reporting going to bed earlier and feeling sleepier during the day than people not exposed to much light. more studies are needed but for now experts are recommending blackout shades or thick curtains to help darken your room and improve your sleep. adults are recommended to get 7

of the spca found a cockfighting operation, authorities there are bringing boxes out of the home and at least 36 birds are recovered and we are told a family lives there. a live report from the scene coming up at 6:00. now to a story from newcastle, delaware. they believe that they arrested the american that dumped a woman's body in the parking lot. brown was driving along route 273 back on october 25th when he hit 23-year-old kimberly quaid. >> after he struck this woman, then 23, he disposed of her body a half mile up the road. >> quaid's body was found the next day in the parking lot of the newcastle farmers market and police say she died from the injuries she suffered when she was hit. philadelphia police are looking for the suspect involved in a shooting in the city's hunting park section and two

members of one family remain in the hospital after one was shot in an argument with another family. it happened on percy street and the suspected shooter fled the scene with other family members including a 1-year-old boy. an investigation is underway after an amtrak employee was struck and killed by a new jersey transit train early this morning. it happened just before 5:00 a.m. by the jersey avenue station in new brunswick. the company did not release information about the employee or details about what happened. more arrests could be coming after a bensalem high school student was charged with selling marijuana laced brownies to middle schoolers, authorities arrested 18-year-old jacob francisco for intent to deliver and corruption of minors. fellow classmates notified

teachers, and parents of students at the middle school were not notified about the incident until yesterday. >> we got a phone call so at least we were alerted to it but two days later? >> the principal released a statement saying the first priority was to have the school nurse screen all of the students to assure there were no negative effects from consuming the brownies. parents of the students were notified and the district continues to cooperate with the ongoing investigation with bensalem police. the philadelphia water department is getting your input this week on a proposed rate hike, one was held in center city and another one tomorrow night at 6:00. more residents will pay $4.24 a month. most of them beginning in july. and another $4 a month raise would kick in in july of 2017. it would pay for water main

breaking news out of cumberland county in millville. forestry officials are on the scene a brush fire at route 49 and estelle manor road. the smoke is still churning from this fire and no injuries reported but again it has been burning since 3:30 this afternoon and they with working to contain it and we'll let you know if we have any more information. adam joseph is here now with three straight days of 60 degree weather. and it ended. >> it ends tonight. but good news for the forest fire, we get rain from mother nature tonight and then the temperatures tumble the rest of the week. as we look at double scan live radar a beautiful start to the month of march, lots of sunshine out there and temperatures for a third straight day in a row

hitting that magical 64 degrees. the normal for this time of year 48 degrees. and even the low this morning running 8 degrees above the norm. the winds are coming in from the southeasterly direction and we have the cooling effect going on at the shore. and 46 in beach haven and 48 in wildwood and the temperatures have fall and inland because of the wind. 53 in millville and 53 in trenton and the lehigh valley dropping 4 degrees over the last hour. and as we look at satellite and radar, you see the precipitation moving in from the west. a decent amount from the great lakes to the gulf states, low pressure is just to the south and east of chicago will be riding well to our north and west across the u.s. and canadian border and that keeps the warmth coming our way and

that keeps it in the form of liquid. it's still dry across much of the area and fairly mild with temperatures holding in the middle and upper 50s and light showers starting to develop in the lehigh valley and the poconos. around midnight, to 2 a.m., that is when the heaviest round of rain passes through and there is a decent amount of wind energy, the low level jet about 500 feet up and if you get a thunderstorm that can pull the winds down as this rain passes through in the wee hours of the morning but is out of here for the rush tomorrow. even at 6:30 a.m. it's off the coast but the temperatures quickly crash behind the front from the 40s to the 30s to the north and west and the winds will whip up the entire day on wednesday gusting to near 40 even in the afternoon, the 47 feels more like the freezing point at the peak of the day and the sunshine is in control and high pressure really tries to come in on thursday but it's so

weak, low pressure to the west throws clouds our way right away on thursday morning. with snow arriving on thursday night. right now this is a weak system that passes to our south, and in general we are looking at a coating to 2 inches, a nuisance events mainly on the grassy surfaces and watch for some slick spots during the morning rush on friday where there could be some delays during the morning rush on friday but doesn't look like enough snow and will get gone late morning and shouldn't be much in the way of cancellations. the exclusive accuweather forecast gusty winds tomorrow with the sun returning at 47 and clouds thicken up thursday at 39 and continues in the early morning hours of friday and ends at lunch time on friday at 39 degrees and stays cloudy for the beginning of the weekend and the temperatures start to climb back up to the middle 40s and could be a brief period of flurries
