vandals that put local drivers in danger by throwing rocks at moving cars. and the spending plan for mayor jim kenney, and how he plans to pay for it. and the big story is the winter dose of weather. looking live at sky 6 hd, it's sunny and cold and accuweather is tracking light snow later tonight and into the morning. owe should make the rush hour interesting. karen rogers is in for david murphy. >> it looked beautiful out there on the sky 6 hd picture. the cold temperatures moved in. the national weather service has the winter weather advisory posted from 11:00 tonight to 1:00 p.m. on friday. we can see that most of the region included in this. i want to show you stormtracker 6 live double scan we can see with this what we are watching. here is the area of low pressure tracking through the region.

it's mostly a southern storm that clips us by as it moves down to the south. you can already see snowfall they are getting in cincinnati and some of that is headed our way. lets take a look now at what to expect with current temperatures through the region. just a through days ago we spent three days in the 60s. right now 35 degrees and it feels much different out there. 33 in allentown and 63 in millville. we have the cold temperatures in place at this point and anticipating snow on the way and penndot was getting ready for that as well. chopper 6 hd was overhead as we watched them brine the roadways. this is the blue route, even a small amount of snow the difficult thing is the timing, it's tonight into tomorrow morning. here is what to expect with the brush of snow. any time after 10:00 tonight through noon tomorrow we'll see snow showers, they are for the most part light snow showers, the visibility could be dropped

first budget add. to pay for it the city would have to borrow money and put up a controversial tax on sugary drinks. vernon odom is live in center city to break down kenney's proposal. >> reporter: good afternoon sara, the new mayor's speech lasted a total of 27 minutes, he got emotional once as he talked about youth violence and what he is experiencing and seeing around town and mostly cheers talking about public safety and public education. all ambitious proposals. >> he listened to budgets of his predecessors, rendell, and street and nutter. and now his plan as chief executive. a $4 billion outline to expand pre-k education and generate millions for parks and recreation. now, he wants to lay a 3% tax on

distributors only. >> the line that got me a few years ago was that this tax could hurt low income communities. that is a concern for me but the truth is soda companies are the ones targeting the low income communities in the first place. >> reporter: rick, the mayor is still on a honeymoon here at city hall. even with the unions he set aside $200 million so far for negotiations for union pay raises and benefits. they call that encouraging but it has to continue. this battle over the soda tax as city lobbyists descend. >> thank you. in other news a deadly highway collision that killed five people remains under

investigation. police say that a subaru crossed the median and slammed into a tractor trailer. everyone in the other vehicle was killed. they are using forensics to identify the victims. the road reopened after being shut down for more than nine hours. criminals targeted a high end clothing store near rittenhouse square. three burglars mashed the window on walnut and took armfuls of clothing and headed south and 17th. two men and one woman were involved in the heist and police were investigating break-ins at the bloomingdales and century 21 department stores in center city. it's not clear if the crimes are related. turning to politics now, donald trump is under attack by members of his own party. mitt romney is launching a campaign against the frontrunner

of mitt romney who couldn't win. >> ted cruz says there is too many candidates to beat trump. >> senator marco rubio says he is staying in after winning only one state out of 15. the field is narrowing and dr. ben carson essentially ending his campaign on wednesday announcing there is no political path forward. on the democratic side hillary clinton celebrating a winning super tuesday at a fundraiser last night. the email investigation continues to haunt her campaign and today reports the clinton aide that created her private serv server is granted immunity by the fbi. donald trump will have to confront fox moderator, megan kelly who he sparred with in the past.

the leg and rushed to the area hospital and his condition is not known right now. police are searching for the gunman and a motive for the shooting. this is the area of north 7th street and west clear field in north philadelphia. we'll follow this story and bring you more information as it becomes available to us. and police are searching for vandals who put drivers in danger by throwing rocks and causing damage to at least five cars. one man says his car was struck monday evening and his wife and daughter were covered in glass from a broken window at least one teen was throwing the objects. police in baltimore are investigating a police officer that was caught on camera slapping and kicking a young man, while another officer stands by. both are put on administrative

leave. it's still not year if the vick it a student there. and the officers were responding to a report of an intruder in school. but attorneys say he was a students. and they say that aubry mcclendon drove his suv straight into a wall yesterday. it happened just one day after he was indicted on conspiracy charges. authorities say that the former chesapeake ceo rigged the price of oil in oklahoma from 2007 to 2012. mcclendon was also part owner of the oklahoma city thunder. and a teen accused of pretending to be a doctor is arrested again this time for allegedly stealing $38,000 from a senior citizen. he faces this on top of practicing medicine without a

ask your doctor about xarelto®. karen is back with the accuweather forecast. tracking a little bit of snow. >> yes, and it could cause headaches. we are tracking it now. lets go to stormtracker 6 live double scan still dry through the region and go outside and see what is looks like heading towards the airport. we see blue sky and the clouds are on the increase through this afternoon. but it has been lovely so far as we look live on sky 6 hd, lets check the current conditions. temperature 35 degrees the dew point just 10 degrees and the pressure is rising, 30.27 and the winds are light, nothing like yesterday. nothing like tomorrow. they will really be gusty and

the windchill just 35 degrees. satellite 6 along with action radar showing we have the nice clear skies, now seeing the clouds roll in. not that far off starting to see some snow. see it there in ohio and west virginia, mixed precipitation and we can take a wider look, here is the area low pressure ahead of us, we see light snow showers and rain down to the south, and that is what is moving in our direction. first we get through today. 38 degrees by 4:00 p.m., 39 and clouds increase through the day. still dry for the evening commute. no problem. 36 by 8:00 p.m. and any time after 10:00 is when we expect the snow showers to begin. later tonight and into tomorrow. lets show you what it looks like on future tracker 6 we are looking at 11:00 tonight and at that point we see the snow showers move into place. this is a new model run as we look at it together at 2:00 in the morning, still snow showers here through the area, it's not

terribly heavy and not accumulating a lot. this model showing a breakover night and then at 6:00 in the morning, just when you try to commute, a few more snow showers coming your way and lasting throughout the morning and then changing to rain. the hugging the coastline and changing to rain quickly. the models have been unimpressive so far. we are looking about an inch and less than that on other models in the philadelphia area. i think we'll see a range, here is what to expect. lehigh valley you'll get just about a coating and 1 to 2 inches through most of the area. probably a slushy inch in philadelphia especially on the grassy surfaces in south jersey and delaware. anybody that gets more than that are confined areas down to the south, because it is a southern storm, that is something we are watching for later tonight and into tomorrow. snow showers arriving and mostly on grassy surfaces be accumulating about an inch to

two. sunshine fading behind clouds and a high of 39, tonight and tomorrow the light snow showers. and then the wind kicks up 39 degrees it will melt quickly. saturday not as harsh and 45 and sunday looking better a nicer high of 48. we are up to 58 on monday turning milder, and tuesday we get a spring fling and 68 and wednesday even better ending in the 70s. that is a transition, you know it's march. a 7-year-old border collie has become quite the sensation because of his cool airport job. his name is piper and works in traver city, michigan, decked out in cool goggles and gear and helps to keep the runways clear by shoeing away ducks, and owls and foxes and other animals.
