township. the truck driver is okay. philadelphia's mayor jim kenney told city council to day that he wants to levee a soda tax so the city can raise another 400 million-dollar. kenney said today that monday would i go to a number of initiatives including universal prek. the soda tax will charge distributors 3 cents per ounce which would presumably be passed down to consumers. kenney budget totals $4,170,000,000 which is a hundred million-dollar more than last year. a key part of the kenney budget includes $600 million to repair city rec centers, parks, library, that is a key to ridding neighborhood of crime, and getting people jobs, says kenney. >> study after study shows we can improve public safety of our neighborhood, expand educational opportunities for our children and create jobs all by invest particular in our existing parks, libraries and rec centers. >> kenney attended a a

a manmade a gruesome discovery while cleaning out a vacant home in the park side section of philadelphia this afternoon. police say that he found a severely decomposed body in the entrance of a property at 53rd and jefferson. officials say remains were there for several weeks if not longer. investigators are still trying to determine the person's age, gender, and as well as how they died. we have told you about the drug narcan before and anecdote to heroin overdose. no where is it being used with more effectiveness then by police in delaware county. the case in point, two recent incidents in netter providence township.
