garland's nomination will not be credited. republicans say that in an election year the people should have a voice in filling the vacancy. much to be seen here. but a special day for garland. >> alicia thank you. philadelphia police are investigating an assault on a woman. the victim was said to be waiting for a bus when a man grabbed her and tried to pull her into pennypack park. vernon odom joined us with the latest on this investigation. >> reporter: good afternoon. police are investigating and looking hard into this case, i'm standing at a septa stop at frankford right adjacent to pennypack park, police say there is no clear pattern of recent sexual assaults around here. >> police say it happened around 10:00 saturday night at the entrance of pennypack park, a 30-year-old woman just left work and was waiting for septa to

arrive when she was sexually assaulted by a man in his late teens or 20s, she said he approached and asked for the time and tried to grab her and drag her into the park and she was fondled and she struggled and he eventually fleed. >> she struggled and was able to break free of this male, with that he flees the location. >> this is a busy septa stop during the morning and evening hours, but late at night it could be a scary place. they say they would not walk alone in broad daylight. >> scary, i would not walk up here by myself. >> even in the daytime? >> yes, even in the daytime. >> this took place late at night on the weekend. >> i would not be out here. >> my heart goes out here, i don't like to travel alone by myself either anymore.

i accompany her everywhere she goes, the neighborhood is going downhill. >> reporter: brian this area is not far from holmesburg prison. the police could use any tips. health department officials are holding a meeting this evening after a philadelphia high school student died of bacterial meningitis, he was a freshman at the engineering high school in philadelphia. jonathan briggs says they are following the health department regulations to make sure everybody is safe. bacterial meningitis spreads through close contact but still people are worried. >> bodily fluids, exchanged. he could have sneezed and everything, i feel bad for the parents, there are hundreds of

washington and 80s for southern and central parts of washington and virginia, and a bit cooler in buffalo just 58 degrees. we are tracking a brief front with showers and thunderstorms developing in the north and west of our area. most of the activity is to the north but some of us especially philadelphia to it's north will get a quick hitting downpour or thunderstorm. we had a rumble of thunder in the last 15 minutes in downtown reading and that moving south of fleet wood and crossing over route 100 as it moves over the northeast extension and anybody is fair game over the next few hours. we'll talk about it staying mild in the day tomorrow and then a strong cold front comes through on friday and yes we are talking about the possibility of some spring snow on the first day of spring. which is sunday, we'll talk about the big turn around in these warm temperatures coming up in a little bit. >> a bit ironic spring and snow.

mentioned the van fire on cotman avenue in the southbound lanes of 95, the van has been moved off to the side of the road and it was engulfed in flames during the 3:00 hour and police and firefighters are on the scene. you see the long line of delay, a half hour from wood hache ento the vine. and the northbound lane there's say gaper delay there as well. and dipping to the teens on the schuylkill expressway nice and slow on the westbound lanes. here we are at 30th street station, these are eastbound lanes, and westbound traffic and again just a slow ride overall out there. 42 freeway southbound we have an accident route 130 blocking the center lane, keep that in mind in new jersey, and 32 bypass, and 30 bypass, reedsville road and 32, there was an overturned tractor trailer but it is reopened. but looking at one of the bigger

returned home from deployment. friends and family members greeted the members of the new jersey army national guard military police company with big cheers, bigger hugs and lots of happy tears. the reunion happened at the national guard armory on grove street this morning. these soldiers spent the last year in guantanamo bay, cuba with detention operations and they are home. and we can't get enough of the hugs with the little ones. >> a lot of happy families there. thank you. all right problems continue to mount for volkswagon and a german court says that 70 lawsuits have been filed by investorser including a suit by 300 investors around the world, it seeks more than $3 billion for losses that investors say

they suffered. they admitted to installing software on diesel vehicles in order to cheat on admissions tests. green arrows across the board, the dow up 74 and the nasdaq up 35 and the s&p up 11 points on the day. amazon is looking to patent technology allowing shoppers to pay with selfies, they are more secure and less awkward and customers could take a picture or short video themselves to authenticate payment. and they say their facial recognition software would make sure it's the actual customer and not hackers, they are not saying when or if this technology will be available. >> interesting there. in washington, d.c. commuters are beginning what will likely be a long ride home after the entire metro system was shut down today. traffic was heavy this morning

as those that normally use the subway were forced to drive to work. the nation's second busiest transit system was brought to a halt for an area wide safety inspection. they are walking 100 miles of underground track checking power cables for potential issues, it's expected to be back online by 5:00 a.m. tomorrow morning. time for the accuweather forecast, though it's beautiful out today, we heard the word snow in the forecast. >> we did. we'll let adam explain the rest. >> reporter: hey last year on the first day of spring we had close to 4 inches of snow in philadelphia so it could be a repeat performance, as of now no snow we are tracking a few showers and thunderstorms, one in chester county, but first in the eastern corner of berks county near bally and route 100 moving to the north and east,

and 8 lightning strikes with this heading towards east greenville and finland 4:24 and a small little area but a heavy downpour and a few dangerous lightning strikes passing by and one past downingtown approaching westchester at 4:25 and mill town at 4:30, and frazier at 4:30 as well. as it goes along 430 and heads to the northeast with brief heavy rain and three lightning strikes in the last 15 minutes. these showers and thunderstorms will be scattered around in the evening hours. we are in the warming phase, today so far we have jumped up to 71 degrees with the normal being 53 so yesterday it felt cool but that is where we should sit this time of year typically. as we look at official numbers, 68 in allentown and 61 in allentown and shore and southern areas coming in off the water

and dover and cape may 52 degrees, a little boundary is passing through right now sparking a few right now, with scattered storms around and behind it we clear through the remainder of the overnight hours, again there are scattered showers and downpours and that clap of thunder, that continues through the 11:00 hour and then things continue to pass through the north and east. the rest of overnight hours, temperatures above normal. 47 in philadelphia and upper 30s to the north and west. and the early thundershower and downpour and then most of the overnight is partly cloudy and tomorrow for st. patrick's day a bit of the luck of the irish here if you like the warmth, temperature going into the middle 60s, sun and clouds and there could be again a scattered thunderstorm or shower in the early afternoon hours. your four day at 4:00, after a warm day in the morning and brief shower in the afternoon, blustery and cooler with another

firefighters are chester county had their hands full fighting this smokey blaze, chopper 6 hd was over chester road in west town township, crew as rived to find heavy smoke and fire shooting through the roof and it took about an hour to get this under control and officials said it was electrical in nature and was ruled an accident. female voters received an encouraging message from the first female mayor of new jersey today. she spoke about the importance stridize women have made and reflected on her journey to becoming an elected official.

we begin at 4:30 with breaking news, more on the tragic death on an officer that died in friendly fire outside of princes george's county police station in maryland. now another officer deliberately aimed his gun at colson mistaking him for a suspect because he was wearing plain clothes at the time and 22-year-old michael ford opened fire on police with the

intention of committing suicide by cop. and his two brothers are charged with driving him to the police station and recording the whole ordeal on a cell phone. and now the case of animal abuse, the animal was found riddled with more than 100 paint balls, leaving her coat covered in different colors, trish hartman is live in kennett square with more on the horse's injuries. >> reporter: well sharrie, lily the horse is undergoing treatment here at penn vet's center, she is undergoing surgery tomorrow and authorities continue to search for the people accused of shooting the horse with 130 paint balls. lily named after the easter flower was found monday afternoon abandoned covered in paint marks and welts. >> you see something like that,

it's quite stunning -- >> because you never seen a horse look like that. >> the woman that found her runs omega horse rescue and sought treatment at the center. >> when she came in she was very thin and debilitated and very old. and had all the horrible marks all over her body. >> lily will have surgery tomorrow to remove a diseased eye left untreated. >> we'll remove the eye to make her more comfortable, that eye is no use to her and she will be a better horse without it. >> the rehab is likely tens of thousands of dollars, because doctors don't know what lily was exposed to she is in isolation for now. >> it's costly to have a horse here especially in the isolation unit but we need to protect the other horses here in the hospital. but it is very expensive.

parked box truck shortly before 5:00 a.m. fire crews pulled a person out of one of those vehicles and the crash blocked the entrance to fire station six. they carried their equipment to help the victims. hazmat crews quickly got a leak at a fuel company under control this morning. there was report of smoke. an active radiator in port richmond, philadelphia. it turned out to be liquid nitrogen. governor jack markell started an initial state in the first state. >> they want to live downtown and work downtown and have things to do downtown and have fun and we want the delaware downtown is participating like downtowns across the country. >> the downtown development program is such a huge success in wilmington and dover and

you. first responders in gloucester county have a new way of communicating, nine radio towers and 3,000 radios will help them stay in touch and protect the public. the new system is expected to be more reliable and the old one began suffering outages a few years ago when they changed the frequencies for digital television. 12 police officers put their skills to the test in coatesville. teams of k-9s and their handlers competed in the k-9 association trials. to detect explosives and narcotics and human remains, the chester county sheriff's office is the only office with at least one dog in each category. they compete against the best police dogs in the world. >> hard working. >> incredible animals there. a birthday invitation brings a

the justice department confirms that one gun at el chapo's hideout is traced back to a failed operation. it's traced back to fast and furious, gun runners were allowed to buy weapons so they could track them with the hopes of disrupting drug smuggling rings. new video shows an elaborate prison escape. two inmates had a helicopter pick them up.

sparking these scattered downpours and thunderstorms, after it passes by these could happen from now up until 11:00 tonight. it will turn dry after midnight for everyone and pretty pleasant with temperatures between 38 and 47 with the wind shifting from the southeast to a more westerly direction. as we go through the day on thursday, pretty nice as well. 65 degrees and partly sunny and rather unsettled so there could be a pop-up shower or downpour during the afternoon hours tomorrow, and then another area of low pressure goes into new england and a cold front passes through here in the mid-day hours of friday, we call it a sun sandwich and we start with sun and send with sun with a temperature of 55 and after the front sinks to the south canadian high pressure comes in to bring cooler air in from the north and this could help create a snow maker here the second half of the weekend. it is a possible spring snow

cecily tynan, rick williams and monica malpass. good evening as we look live from sky 6 hd over a cloudy center city skyline, we begin with breaking news in the weather department, scattered thunderstorms are moving into the area at this hour. lightning has been reported for some folks, we are going to cecily tynan with the latest. >> we heard a rumble of thunder outside of our studio, double scan live showing what is going on a frontal boundary moving through and this stretches from our area up through new york state in through canada, the past 15 minutes, 200 lightning strikes in this view, that being said we are in the tail end of that. we have a couple of scattered storms that are not severe and it's kind of a bad time and this shows the heavy rain is right over the schuylkill expressway by the conshohocken curve through king of prussia.
