we readi iedited and warm you i graphic. apparently an m.m.a. fighter assaulting a juvenile. >> the video posted on facebook over 24 hours ago shared 38,000 times and over 18,500 comments. it is graphic video and utterly disturbing charges. >> the video taken in new jersey was posted on facebook and immediately went viral. a man identified as a practitioner of martial arts beating a juvenile to a pulp. and since it was posted phones are ringing off the hook.

>> it took me back. shocked to be watching what appeared to be a juvenile assaultled for no reason at all. >> are you going to the cops? >> police identified people in the video and made contact with them. saying the juvenile is ok and not related to the assailant. >> we made certain they will not see each other, are not going to come together, have any interaction between the two. >> we went to the man's home, no one was answering the door. some teenagers who saw the video on facebook went looking for him out remained. >> looking at the kid he was hitting, the kid was defenseless. >> they shouldn't be doing that to a little kid. >> people are going to be at this guy's house. >> everyone wants their hands on him? >> pretty much. >> the police on their facebook page urging people not to take

matters no their own hands. and want to make sure that the juvenile is safe and when the investigation is complete will take appropriate action. >> dann, thank you. the manhunt for the fugitive terrorist in brussels, we learn more about his suicide bombers accomplices. the authorities were warned about one of the attackers and the dangerous threat he positived to europe, but red flags were seemingly missed. and the latest from the shrine in brussels. >> good evening, rick. tonight at the highest threat level the authorities identified three of the four attackers and now a race against time to find the last man. >> with one dangerous terror suspect still on the run, police are chasing every lead more than 36 hours after those deadly attacks. >> turkey detained one of the brussels bombers on the syrian border last year. but then deported him, according

to the turkish president, he slipped through europe making his way to belgium. so far, belgian sources identify one of the you -- suicide bombers as this man the bombmaker, najim laachraoui and they identified brothers, ibrahim and khalid el bakraoui. and ibrahim killed in the attack and left this message -- >> i don't know what to do. people are looking for me everywhere. if i give myself up i will end up in the cell. >> thes brothers had criminal records and the authorities say the focus is tracking down this fugitive who the authorities say left behind the most powerful bag of explosives at the airport which fortunately only detonated after the bomb squad arrived. as for the victims, tributes and prayers continue across the

country and around the world. president obama weighing in from argentina. >> you do not have power over us. we are strong, our values are right. you offer nothing except death. >> outside in a trash can on the street, investigators found one bomber's computer. on it a last will, talking about being in a rush and not knowing what to do. in brussels for channel 6 "action news." >> thank you. and stay with "action news" for the latest on the terror attacks in belgium. the morning team will have overnight developments beginning at 4:30 a.m. other news, the investigation continues into a double murder in the city's frankfurt section. two 30-year-old men shot multiple times in a home on pratt street. both unidentified men rushed to temple university hospital where they both died. authorities found a number of guns at the scene, but it is not yet clear if they were related to the killings.

the search continues for suspects. within the span everyone hour tonight the philadelphia police also called to the scene of at least three shootings and one stabbing. it culminated with a shoot-out on the city streets. as bullets pierced children's play equipment, "action news" reporter christie alletto live at southwest detectives with the details. >> rick, in broad daylight on a busy street filled with children where this could have easily, they easily could have been caught in the cross-fire. and the police know who one of the gunmen is but need the public's help on who returned fire. >> pop, pop, pop, pop. >> 11 shots fired from two separate guns in broad daylight, all unfolding on this porch. >> and my location has been shot. >> and we just got a shooter. >> and the gunman comes up to the street in a winter jacket

with a mask on. and the hand gun. and he fires and they fire back. >> we don't know who -- >> no, when i came up here. i heard the gunshot i was laying down in here. i waited for them to shot shooting and looked out the window. >> annie says her great grandchildren were down the street riding bike, but the baseball shows the scars from the afternoon violence. >> that's where the bullet hit the basketball. >> our children were out here all day every day. and to come home to this is not one, it's not fair. >> the detectives say the mask gunman was critically injured but managed to dump the gun and flag down an officer for help. right now no one has come forward to help the police identify who the gunman was shooting at, or who shot him. >> and firing guns on public streets in the midafternoon is unacceptable and can't be tolerated. >> and taken to the presbyterian

hospital and anyone with information about the men on the porch are asked to contact the police. >> thank you. fire forced residents out of an apartment building in newark, delaware tonight. flames broke out about 9:30 here. and the blaze started on the third floor and spread to the roof. firefighters got the upper hand in about a half-hour and no one was injured, but two cats did not survive the smoke. investigators are trying to figure out who the woman was whose skeletal remains were found in this vacant lot in philadelphia's tioga section and how she died. was it murder or something else? her bones were under a blue tarp last night. and cyst -- going through the scene they found a nike sneaker and head scarf.

the disrecovery of a skull launching an investigation in a wood area near arizona and old tom's river road. the death does not appear to be recent. they are now reviewing various missing person's reports to see if they can hopefully make a match. a delaware music teacher behind bars accused of sending sexually-explicit videos and text. the state troopers arrested nicole veneroso this afternoon. she worked at everett meredith middle school in middletown. they say that veneroso has been played on administrative lead when they learned of the allegations in january. tonight she has been fired. meanwhile, berks county bus driver accused of inappropriat inappropriately touching two young girls. a girl said that arthur fick touched her several times when she was in fifth grade.

last month they learned of another student saying she was assaulted in pre-school. and the bail set at $25,000. the police are asking any other possible victims to now come forward. no signature but no veto either. pennsylvania governor follow wolf allowing a republican-backed budget to become law on sunday. the nearly 9-month partisan impass and it comes with a 3% spending increase and $300 million to cash-strapped schools, only half of what the governor was seeking. saying the budget is not balanced but now the legislature can get back to work for the next fiscal year. >> we cannot afford a budget that does not provide the thing that pennsylvanians need from their government. let's be honest with ourselves and the people we serve, and let's create a responsible budget in 2016 and move on. >> wolf has already proposed a $33.3 billion spending plan that
