accident that killed a school superintendant this morning and police say the person behind the wheel was a 17-year-old students at the school. the school community in robbinsville, new jersey, is plainly in shock. dr. steven mayer was jogging with his dog this morning when he was hit by the vehicle and both he and the dog were killed. nora muchanic is live on washington boulevard where in one hour the community will be holding a vigil for mayor. >> reporter: jim, it's been awful for this community. the superintendant was a beloved figure here and all of this is made worse because sources are telling us that detectives are looking at distracted driving as a possible cause to this crash. >> steve always put the student's needs first and we'll work through that as we deal with this devastating loss. >> robbinsville is in mourning after the sudden death of dr. steven mayer.

the father whose wife also teaches in the district was killed while walking along with his dog, dutch, who was also killed. the student was rushing to the school for a class trip when the accident occurred. >> the accidents is under investigation and no summons are issued at this time. >> we are all grieving, the only way to walk through the grief is to uphold each other. >> police are not identifying the student driver, the teen was taken to the crisis center after the crash. classes are canceled today and tomorrow for all 3,000 students in the district. grief counselors were on hand at the school today. >> what a great man and how precious life is. they are leaving flowers at the site of the vigil tonight and

remembering steve mayor as am mentor coach and friend. >> it's bad it hurts. >> the whole community need a time to mourn, i'm trying to be strong as mayor and i intend to go home shortly and have a good cry for my friend. >> the flag at the pavilion is lowered to half staff. he lives in town and worked in town and was a coach here and his death affected a lot of people. they are looking into the possibility that the teen driver may have been texting at the time of the crash. people are gathering to honor the superintendant's memory. i'm nora muchanic, channel 6 "action news." >> thank you. philadelphia police are trying to identify a woman who was found with her throat slashed in port richmond, witnesses saw the victim bleeding on the 400 block of frankford avenue, they called 911 and police took her to the hospital.

they will continue the hearing on friday. detectives continue to question scott griffin, the alleged trigger man in the shooting of police officer mccullough, griffin suspected accomplice was arraigned on attempted murder and robbery charges today. atlantic city won a fight in court today as it it tries to cope with a desperate financial situation. a judge rule that the city will not have to freeze all assets, the city is fighting a takeover by the state and john rawlins has the story. >> the city by the sea has very little money in its municipal covers, the christie administration went to court asking for an injunction for the city to set aside $25 million it owes the school system so it's not spent on something else.

>> they have to make tough choices but one choice they will not have to make is their payment to the school district, their absolute duty to pay -- >> atlantic city says such an injunction would tie its hands and premature. it was delayed in making the latest payments as of today they are current according to the pay schedule. >> we achieved the end, making sure the school is paid in a timely fashion. >> judge julio mendez agreed with atlantic city and denied the injunction request and woman ter the situation to make sure future payments to the schools are made on time. >> i'm pleased that the judge determined and decided that the state did not provide enough evidence that there would warrant an injunction. >> the city is getting by day to day with no sizable reserves on

morris has died. the victim of a hit and run at market. sara bloomquist is live at the scene of the accident. you heard from morris's family today. >> reporter: this is a family desperate for some answers, behind me is the intersection where jamal morris was found badly injured with his bright red bicycle nearby. investigators have nothing to go on so today they pled for anyone with information to come forward. >> his family came to see the spot where the 27-year-old was hit by a car and suffered traumatic injuries and left to die by the driver that took off. earlier at the hospital where he was taken off life support, they made a plea for the hit and run
