city. yesterday a political candidate and his staff found themselves right in the middle of the violence. one minute they were talking to a young man about the election, seconds later that young man was dead. chris raab a candidate for state representative stood in front of his campaign headquarters to talk about the murder he and his staff witnessed yesterday afternoon. they were out campaign willing they stopped to chat about tomorrow's primary with a group in the 1400 block of vernon road. 21-year-old alex can cherry was among the young men gathered there. >> and we were impressed with this young man and i asked my colleagues to get his information and moments after we got his information, he was shot in the head. >> an unidentified black male came around the corner, fired one time striking him in the back of the head and then stood over top of him and shot himself more times. >> somebody tell me who killed my son. >> reporter: police were still on the scene of that

murder when a few hours later someone started firing from an suv into a crowd gathered on the block around the corner where cherry had lived. cherry's friend 18-year-old elijah frazier was shot and killed. a 17-year-old boy suffered a graze wound to the head. police say there's been an escalation in violence and drug activity in the area. they believe both victims were targeted because they were the associated with one of the rival gangs. >> i engaged that young man who was alive and well and had his vitality and moments later he was a corpse. >> reporter: today rabb's campaign staff continued to put fliers up in the area. the candidate admit he spent part of the morning in grief counseling. >> to his parents, my deepest condolences. thank you. >> reporter: rabb is a

father of two boys ages nine and 12. they were supposed to be out campaigning with their father yesterday afternoon but there had been a change of plans. police are picking up patrols in the neighborhood to try to prevent any further retaliation. there is video of the first murder but police are following up on leads right now and not releasing it yet. live at police headquarters, i'm sarah bloomquist, channel6 "action news. >> sarah, thank you. we are still waiting on word about charges after a man was shot five times in the city's logan section in broad daylight. happened outside of the precious babies learning academy on old york road just before noontime. according to police the suspect ran around the corner to a nearby home, barricading himself inside. three men were arrested a short time later. police say one was the gunman. use the restroom of the gender they identify with. the group maintains then courageous sexual predators, though. u.s. attorney general loretta lynch came to north philadelphia to talk about turning the page. she presided over a discussion marking national reentry week. it's held to help out excons who are struggling to transition back into society. the justice department is hoping to eliminate barriers to jobs, housing and healthcare. >> officials say quick work by police and school district staffers prevented a shooting at a wisconsin school prom from being much worse. two students were hurt when an 18-year-old man fired a high powered rifle on them as they left antigo high school saturday night a police officer already at the same scene fatally shot the gunman in the parking lot. administrators say it appeared the armed man intended to go into the dance and start shooting at random. but students hit will be fine. there's no word on a motive.

autopsies are due to be completed today on eight members of an ohio family shot to death at four homes friday night. investigators say the killings were carefully planned and carried out when the victims were asleep. but they won't say whether they know the killer's identity and they aren't saying whether marijuana operations found at three of the homes may have played a role in those murders. >> two college students who sued their school for allegedly not investigating sexual assaults are now opening up about it. they filed separate lawsuits against kansas state university after they say university officials refused to investigate their reports of rape and sexual assault at fraternity houses. >> i went to the office and they gave me a lot of back and forth. i answered a lot of questions and then ultimately they told me that they couldn't investigate because it was off campus. >> the school is at the center

of other charges it miss handled sexual assault case. in a statement to abc news the university says it can can't comment on litigation but it has a strong policy prohibiting discrimination including sexual violence. back here a 15-year-old south jersey teenager hit by a car while crossing the road saturday night has died. gaffe von conley passed away at cooper university hospital surrounded by family and friends. her family says she was an organ donor. she was struck about 8 o'clock saturday night while crossing route 42 in washington township. the driver of the car left the scene but returned later. no charges have been filed pending a police investigatio investigation. >> candidates are stumping for votes ahead of tomorrow's primary. the democratic show down is big race. katie mcginty posed for pictures alongside joe biden and senator bob casey. they took time to chat with people at the mayfair diner. gun controly mcginty is a

"action news" reporter vernon odom explains why.

>> reporter: david banks live on lat tonya street in port breeze a redeveloping neighborhood in south philadelphia. banks has a 10 year abatement in the row house he renovated so for a decade he'll play roughly one half the amount of tax on the structure he would be assessed without the abatement but the city's tax assessor has mailed out nearly 535,000 reassessments on land value. there are no tax breaks here and that has banks grabbing his wallet. >> and my concern is that just recently we got notice in the mail that the land value tax value has increased. mine has increased several thousand dollars. >> reporter: the city's tax assessor says 85 percent of the taxpayers will see no change in their assessment or in fact a decrease. but the city also admits some reassessments could trigger property tax jumps of more than $400 or roughly three and

a half percent of those reassessed. >> many of those large increases are due to new construction or consolidated accounts that we would put on the books anyway. >> reporter: for those taxpayers who don't think they're getting a fair shake on taxes there's a channel for appeal. >> anything that a taxpayer sees in the assessment notice that they believe is incorrect and based on an assumption on parter please contact us through the first level review process reporter: when property evaluation notices went out in 2013 with dramatic reassessments it generated some 50,000 appeals. since then, that number has dropped dramatically. now the assessor expects the number of appeals to rise again but at this point he's not exactly sure exactly how much. ly in point breeze, i'm vernon odom, channel6 "action news. >> deldot shut down part of i-95 in newark, delaware this afternoon to make repairs. southbound drivers backed up quite a ways by the exit to

but once again, at the shore we've got an on shore wind so with an ocean of 57 degrees, we match that air temperature right along the boardwalk in atlantic city through long beach island 59 degrees and down to the south sea isle city, avalon stone harbor right around that 59, 60-degree mark. we've got the clouds that continue to filter through the eastern half of the country from the midatlantic into southern new england. low pressure right around chicago. you see that yellow box that has popped up. that is a severe thunderstorm watch. there is a tremendous amount of energy with this system that will develop here tonight and tomorrow but that stays in the midwest. we will get some gusty thunderstorms to develop in spots tomorrow afternoon but as we go through the overnight hours as that warm front continues to drift through there could be some scattered downpours or even a quick shower especially north of philadelphia late tonight, early tomorrow morning. the majority of the region will start tomorrow morning for that commute on the dry and mild side with some sunshine.

we spike into the upper 70's, low 80's across much of the area and we're still awaiting that front to come in from the north. this is 2:30. the best chance for any storms to fire up would be far northern areas in the early afternoon. then it collapses close to philadelphia, chester county, into trenton around 4, 5 o'clock and then it continues the push to the south in southern new jersey and did wear during the evening hours tomorrow as we dry in the northern areas. so, the key time for any of these scattered downpours or thunderstorms is between 1:00 and 7:00 tomorrow. again, they're scattered but some could have some gusty winds or even some hail the size of pea to quarter size. now everyone in every storm will have them but it could happen and then a cooldown will follow. in fact as we look at the numbers, we're expecting 83 degrees in philadelphia tomorrow. we drop 16 degrees from that on wednesday and we'll be 24 degrees cooler than tuesday come thursday with more rain so we'll be taking a dip from that normal of 68 degrees. the exclusive accuweather
