"action news" confirmed that former police commissioner, willy williams has died. >> he was living in atlanta, georgia at the time of his death. he ran the philadelphia police department from 1988 to 1992 and was the first african-american to hold the title. this is video of williams' first day in office and took a job as chief of the police department in los angeles. and again was the first african-american to hold that position. the circumstances surrounding his death are not yet released. we'll have updates on air and at 6abc.com as they come in. >> a bucks county mother is behind bars charged in the death of her two-year-old daughter, police say that kayla moore confessed to the deadly beating of her own child before she faced a judge this morning. nora muchanic is live in falls township with the details. >> reporter: rick, she just snapped that is how one police officer described the beating

moore gave her little defenseless 2-year-old daughter. the autopsy suggests she died from blunt force trauma and now she is charged with her killing. >> kayla moore is charged with killing her child, 2-year-old athena wolf. >> i have been here a year and a half and they are quiet, they keep to themselves. it's like hello how are you. you don't expect that right next door. >> police responded sunday night to a 911 call of a child in cardiac arrest. the child was unresponsive and they noticed extensive bruising on the little girl's face and neck and athena was transferred to childrens hospital in philadelphia where she died.

police say that kayla moore admitted to kicking her daughter in the head and torso several times before calling police. >> neighbors saw the little girl on friday. >> i said hi to the mother and to the father. and they were playing around in the grass and the next day you hear something traumatizing like that. >> the man with moore and the child was her boyfriend and not her husband. kayla moore is held overnight without bail at the bucks county corrections facility. police will have a briefing at 3:00 this afternoon to discuss this terribly disturbing case of child abuse and murder. i'm nora muchanic, channel 6 "action news." >> thank you. philadelphia police are investigating a hit and run that left two officers injured. the officers were driving in an unmarked pickup truck when they were broadsided from another

pickup truck that took off. both were taken to the hospital and expected to be okay. police are investigating a car theft that happened when a driver pulled up to the accident scene. the two suspects hit several other vehicles when they took off. >> katherine scott will have much more on the story at 12:30. the results are in following yesterday's primary elections, donald trump and hillary clinton can claim big victories. donald trump claimed all five, and hillary clinton had four wins losing rhode island to bernie sanders who is still vowing to stay in the race. it turns to indiana's primary on thursday. one of the last chances to push the race towards a contested convention. donald trump has 77% of the delegates he needs to secure the nomination. >> there are big headlines coming out of local races,

indicted congressman chaka fattah will not be going back to washington, he love the primary just before the start of his corruption child. he conceded last night to state representative dwight evans. vernon odom is live with more. >> reporter: rick, congressman fattah is scheduled to go on trial for federal corruption charges early next month, and he could be looking at a long prison term and a loss of his congressional pension. for 11 terms in congress, chaka fattah was considered invincible and the massive corruption charges against him brought him down to defeat and his loss in the primary will have an impact on the city or second district. he was a ranking member of the powerful house committee where funds are clogged up. pennsylvania state lawmaker, dwight evans won the nomination

surveillance video shows a small plane crashing into a tree and then bursting in flames in alabama. and the pit pilot walked away with just a scratch. several witnesses rushed to the crash and smith made it out with just a cut on his hand. the key suspect in last year's paris attacks is now in french custody. brussel extradited abdelhamid abaauoud to paris.

he'll appear before investigating judges who will decide how to charge him. prosecutors say he coordinated logistics for the attacks that killed 130 people. right now former house speaker, dennis hastert is learning his sentence in a chicago courthouse, the 74-year-old plead guilty for breaking a banking law when he paid someone for trying to conceal secrets from his past. that he sexuallybused four students month years ago. a school bus driver is facing charges for asking a student to move a live power line. the incident happened in the penn school district two weeks ago. patricia ryan asked a boy to get out and remove a downed power line from the street.

adam in for david this afternoon. a shock to the system out there. >> me being here? >> yes. >> that is a terrible segue -- >> as we take a live look at double scan live radar we have a few showers in southern parts of cape may county, but the frontal boundary that passed through to bring in the cloud cover and cooler winds is far enough to the south to keep most of us dry. again the clouds are locked in no matter where you are, live on sky 6 hd the commodore barry bridge no showers here. but it's a damp feeling here especially with the easterly winds off the atlantic, the numbers to the north and west. they don't vary all that much.

saint david's 50 and 50 in kennett square, we topped off at 86 degrees in philadelphia. so we have dropped close to 25 to 30 degrees since yesterday. upper 40s to near 50 at the shore as well as the state of delaware, the warmer spot is 54 in smyrna. there is high pressure to the north, you can see how definitive and clear this line is. where you hit the clouds to the sunshine. and it's not making much of a progression to the south and the boundary lifts to the north tomorrow in response to low pressure to the west and brings severe weather again for parts of st. louis and memphis and down to the gulf coast states and as this pushes to the east, we bring rain back into the forecast and no severe weather. the atmosphere is way too cool. we stay in the 50s for much of the afternoon today, a lot of clouds, continue there could be a shower or two south of

philadelphia, and during the overnight hours tonight, we could break for stars in spots and that could get areas into trouble far to the north. 4:00 a.m. until 8:00 a.m. a frost advisory for huntington county and flemming ton and easton and bethlehem where temperatures dip into the 30s with patchy frost in the morning. early tomorrow morning, 40s and 50s around, and some brightening spots especially north and east of philadelphia but it won't last long and the clouds increase and rain arrives at lunch time from the west to the east and we hit 61 for a high and once the rain pushes in temperatures drop tomorrow afternoon into the 40s and 50s with on and off showers, that continues thursday night into the day on friday morning. mid-40s raw with on and off showers so a wet period is about to ensue and continue for the next 24 to 48 hours, and thursday and friday we are looking at a quarter to half
