story on "action news" right now is breaking news, firefighters just made a dramatic rescue after a partial house collapse in west philadelphia. >> reporter annie mccormick just arrived on southford street. >> reporter: the call came in before 10:30 this morning about a partial collapse here on the 100 block. you see a number of firefighters and policemen on the scene, the call came out and a demolition was underway and one of the floors in the home crumbled with several workers inside. and one man was trapped. take a look at this video, this is dramatic video of that rescue. the crews were able to save the demolition worker from the collapse and they say he is alert and conscious and talking. he is wearing a net break there as we bring him out to an ambulance, because that is standard procedure. the fire crews say there were several workers in there but

only one man was trapped in the basement of the home after the first floor of the home was the one that did collapse. firefighters could not say if he was initially on the first floor or basement but the multiple firehouses did respond including the special operations unit and they sent in their airbag operations. they explained to us how they went about the rescue. >> it was a lengthy operation, but not a special operation, they do what they do and got him out. he had material and debris on top of him and they pulled him out. >> reporter: back out here live, you can see here an active scene because lni, is out here, this happened at 108 southford but they have to make sure that the buildings on either side are okay. one building on one side is

structurally sound and those people do not have to leave their homes right now and they are checking the other house. there are no evacuations and no firefighters were injured. back to you. >> annie, thank you. we are following a developing story at this hour. federal investigators are releasing their findings on last year's deadly amtrak crash in philadelphia. katherine scott is live now with more. >> reporter: investigators look at a number of different facets of this derailment. one was human error and one was lack of technology along the stretch that would have acted as a safety net. >> eight people died and 120 others were rushed to the hospital after the derailment of train 188, it was going double the speed limit when it hit the

curve. they said if positive train control was installed among this stretch, the speed would have been enforced. >> if positive train was installed we would not be here today. >> people talk fondly. engineer bostian, saying he was dedicated. >> he went in the matter of seconds from distraction to disaster. >> just prior to the accident, a septa engineer had broadcast that a commuter train was hit by a thrown rock near philadelphia, shattering the windshield and getting glass in the engineer's face and then there was a series of radio transmissions that bostian was closely monitoring, concern there had could be inspectors on the track, after he passed the train, he continued to pay attention to the transmission. >> the engineer may have lost

track of where he was before he excaccelerated to a high rate o speed. >> here you see window strips torn from the window. >> the ntsb recommended to the railroad administration, develop a performance standard to make sure that windows are maintained during an accident and require that passenger rail cars meet the standard. >> philadelphia is unique having police rush the injured to hospitals rather than waiting for ambulances. they said that better coordination would assure patients were seen quickly. >> they were leaving quickly and getting care quickly. the hospitals coped with the influx of patients, but it's easy to see how there is a potential problem there and you

would rather utilize your resources evenly. >> the ntsb issued safety regulations like more training. the attorneys representing the injured in a lawsuit are watching closely. they want amtrak and the engineer, brandon bostian held accountable. both question the finding that bostian lost situation ala wearness. they request why his account has changed several times. >> when someone selectively says all of a sudden i remember everything now except the critical minute beforehand where i would have to explain as to how this occurred and i don't buy that and i don't think the jury will buy that either. >> more than 120 separate civil complaints are filed from victims and their families.

meantime our coverage will continue later today. john rawlins will be live from washington, d.c. with a full break down, look for his reports beginning on "action news" at 4:00. a driver made it out alive when a truck burst into flames on a south jersey highway, the truck caught fire on the ramp of route 42 north in bellmawr this morning. the ramp remains shut down and it's unclear when it will reopen. crews are trying to clean oil and gas that spilled on to the roadway. police are working to determine what caused the blaze. the federal corruption trial continues today for pennsylvania congressman, chaka fattah, the action cam was there as he arrived this morning. the injure heard opening statements yesterday, prosecutors say he used charitable funding to repay a campaign loan. the democrat denies wrong doing and his trial is expected to take up to two months.

pennsylvania authorities are on the lookout for a bear spotted in chadds ford. some "action news" viewers spotted the bear on route 1 and route 202 last night. they have notified the fish and wildlife commission. accuweather is tracking light rain across the region as we look live outside. i believe that is the platt bridge, damp and cloudy and cooler temperatures today. david murphy is tracking the latest conditions from the "action news" big board. >> we thought it would take at least until lunch time to get wet in philadelphia and that is what is happening. the first band is coming across philadelphia, and there are steadier rain cells highlighted in yellow, in cape may county, this is light nuisance rain and another heavy cell here or there that comes through areas of wilmington delaware and areas farther south of newcastle county. the one difference we are looking at versus the models, is

that some of this rain is coming up highner latitude to areas from lancaster south will pick up some of this rain. as we look at the wide view there is a gap in the rain farther to the west. probably for a good portion of the afternoon before we get the rain throughs and then a drier pattern. and there is a possibility that some of this evaporates as it moves to the east. we were up to 61 in philadelphia and now with the thicker clouds and rain we have dipped to 60 and what is where we are from cape may to allentown and cooler in spots to the west and we are looking at a high of just 62 today well below average and that will change as we head later into the work week and i'll have the change coming up in the seven day. >> thank you. a list of people involved in

mandatory evacuations for the town devastated by the wild fire in canada. the wild fire destroys thousands of homes and businesses and poor air quality is preventing more than 80,000 evacuees from returning. the los angeles school district will pay $88 million to settle dozens of sexual abuse cases toward two teachers. that they ignored the complaintses and allowed them to stay in the classrooms. each student will be paid $3 million. the two teachers are serving long prison terms. two flight attendants are nursing minor injuries after turbulence. a flight hit a rough patch from atlantic to chicago. no passengers were hurt but the flight crew was taken to the hospital. a gay pastor admitted he

cash strapped atlantic city is hoping to get a boost by allowing booze on the boardwalk. it would allow people 21 years of age and older to walk with alcohol on the boardwalk. the container must display the name or logo of the business. the proposal is meant to encourage pedestrian traffic and

yellow that scoot through and we are looking at atlantic county with a blip in newark and we'll leave you with the wide view and there is drying to the west and we'll get into less precipitation this afternoon. as we look outside we have cloudy skies on the action cam, there is wilmington delaware and the clouds ahead of the rain were quick this morning. and now thicker with the rain on the doorstep and perhaps already falling in your neighborhood. the temperature is 60 degrees and winds out of the west at 9 miles per hour. just on the breezy side. 60 in allentown un60 in philadelphia and 61 currently in cape may, new jersey. future tracker 6 not really picking up the current state of the rain, this is pretty consistent, wantses to dry it out quick at 6:00 tonight. i'll allow for the showers to hang in there through the dinner hour but we'll see drying later on in the evening. in the lehigh valley mainly dry and 64. and down the shore cooler by the

ocean water. 60 and light showers, are you stuck with them the rest of the afternoon. in philadelphia 62 and cloudy skies and we get the light rain and steadier now and then, and generally nuisance rain out of this and we hope it pushes through philadelphia through dinner time. and some roads could be wet for the commute and upper 50s falling to the mid-50s between 4:00 and 7:00. and from you headed to the ballpark tonight, it's a cloudy one, we hope that the showers will be done in time for the phils. 56 for the first pitch season 53 in the ninth inning. even if the rain looks like it's done you'll want to bundle up and we go down to 50 degrees and light rain is possible there. tomorrow the low pressure will begin to push away from us, we'll get some early showers tomorrow but in the afternoon 66 for a high and there is the chance of some late day drying
