good afternoon we begin with breaking news from fairmount park. a woman's body has been found near the mann center for performing arts. she w she was handcuffed. >> reporter: here is a live look at the scene here. we are at fairmount park. it was here along the wooded edge of a picnic area where the woman's body was found this morning. they found the woman handcuffed and she had been stabbed. they have removed the body but police are here looking for clues. no weapon has been found. we spoke to a man that drives the area taking his kids for school and pulled over this morning to find out why this

spot is teeming with police. >> to find out a woman is dead is horrific. there is a nut running around handcuffing women that is a lot to think about when you have family and kids, it scares the hell out of you. >> reporter: police describe the victim only as an african-american woman in her mid-20s. more on this story coming up on "action news" starting at 4:00. walter perez, channel 6 "action news." >> thank you. there is new revelations today about the man that killed 49 people at a gay nightclub in orlando. and a key witness is cooperating with the investigation. lauren lister is live from orlando. >> reporter: sara, that key witness, omar mateen his wife and she is considered for possible criminal charges and they believe she may have known

something before the attack and she claims she tried to talk her husband out of it. >> the community mourning the tragedy of that shooting rampage. as fbi agents hear from witnesses, the suspect, omar mateen was a regular at gay clubs including the site of pulse for years. >> the shooter used to come into the bar on a regular basis, sometimes a few weeks at a time and on the weekends. >> fbi hearing accounts that mateen used gay dating websites to make contact with men. >> he was asking like what clubs are popping and things of that sort and good places to go. >> now a key witness cooperating with authorities. the suspect's ex-wife. they brought her back to her

apartment to pack up her things. >> and the victim's family speaking out about the snap chat video capturing this gunshot. 25-year-old amanda alvear documenting the chilling moments before she lost her life. >> you notice the fear in her eyes you want to be there and you can't. >> and the fbi reporting they have been able to open omar mateen's cell phone to see who he was contact with and scouted other places for his attack including disney properties here in the city. >> thank you. doctors who treated the nightclub victims just spoke alongside a survivor. angel cologne told his story and thanked the surgeons that saved his life. we'll maryland more in the next half hour. philadelphia police are trying to track down the vehicle and the driver involved in a deadly hit and run and the crash

happened last night in the somerdale section of the city. a car went through a red light and hit the woman on adams after into. the woman was thrown 200 feet in the air and pronounced dead in the scene. the striking vehicle was last seen going east on adams avenue. traffic is moving again after a rough morning commute on the schuylkill expressway, because of a crash on the eastbound lanes approaching girard avenue. other vehicles including a septa bus collided and nobody was hurt. all lanes were reopened by 8:00 a.m. but traffic was backed up throughout the morning rush. another nice afternoon with partly sunny skies and a nice breeze. sky 6 hd taking a look at the center city skyline, temperatures in the 70s and we could hit maybe 80 later today. skies are mostly clear and may not need the umbrella until perhaps thursday and for the rest of work week as well.

officials say a man has killed two people in an isis inspired attack in paris, france. the suspect barricaded himself inside of the policeman's apartment and killed the policeman's female partner. the suspect was killed in a standoff with authorities, he posted a video online pledging loyalty to the islamic state. a girl recovers from a scary

fall on a cruise ship. she was carried off a stretcher in texas yesterday. she fell 15 feet to the lower level of the ship while taking pictures. she was knocked unconscious. elevated levels of led is discovered at the water at several additional chicago public schools, 19 buildings are included on the list and they found elevated levels at five more schools. officials are in the process of testing the water at all of chicago school buildings constructed before 1986. a new round of federal funding could improve the long lines at the airport. the tsa will use the money to convert part-time employees to full-time and that will translate into dozens more

lawmakers are considering higher fines for drivers caught texting behind the wheel in delaware. the legislation would double the penalty from a first offense from $50 to $100 and increase the fines for repeat offenders, the house is considering the proposal today and governor jack markell indicated he would sign the bill and it must also pass is the senate. and again motes came up with a system to monitor the rear doors to indicate they have left someone behind. the driver will get a dash board reminder to check the backseats. it will come standard on the

who have seen their loved ones harmed. the friends of ours who are lesbian and gay and bisexual and transgender who were targeted. i want to remind them that they are not alone. the american people and our allies and friends all over the world stand with you. and are thinking about you and praying for you. as director comey has said we currently do not have any information to indicate that a foreign terrorist group directed the attack in orlando. it is increasingly clear however that the killer took in extremist information and propaganda over the internet. he appears to have been an angry

disturbed unstable young man that became radicalized. as we know all too well, terror groups like isol called on people around the world and here in the united states to attack innocent civilians, their propaganda and videos and postings are pervasive and more easily accessible than we want. this individual appears to have absorbs some of that and during his killing spree the shooter in orlando pledged allegiance to isol. as i have said before, these lone actors or small cells of terrorists are hard to detect and very hard to prevent but across our government at every level, federal, state and local -- military and civilian, we are doing everything in our power to stop these kinds of

attacks. we work to succeed 100% of the time. an attacker as we saw in orlando only has to succeed once. our extraordinary personnel have prevented many attacks and saved many lives and we cannot thank them enough. but we are all sobers by the fact that despite the extraordinary hard work, something like orlando can occur. in our meeting today director comey updated us on the meeting in orlando and secretary johnson with the measures we take in our homeland security. we reviewed the campaign against isol and i want to thank secretary lui and his team in the treasury to cut off the money that isol relies on to

fund its terror network. at the outset i want to reiterate our objective in this fight. our mission is to destroy isol. since i last updated the people two months ago we find this continues to be a difficult fight but are making significant progress. i start steps including additional personnel and additional forces to help people in syria with forces there. and additional assets including attack helicopters and additional support for forces in northern iraq. our aircraft continues to launch from the uss harry truman in the mediterranean. they are hitting isol with precision strikes, they are identified and hit quickly.

so far 13,000 air strikes, this campaign is firing on all cylinders and as a result isol is under more pressure and loses key leaders including the senior military leader in mosul. including isol's military leader in the anbar province and the top isol commander in fallujah. isol continues to lose ground in iraq. in the past two months coalition support has routed the town

of -- and iraqi forces have surrounded fallujah and begun to move into the city, meanwhile in the north iraqi forces continue to push up the river valley making gains and now preparing to tighten the noose around isol in mosul. isol has lost half of the territory it has controlled in iraq and will lose more. isol continues to lose ground in syria as well. assisted by our forces, the coalition of local forces is pressuring a key town. and that means it's pressured around rocka as well. isol is on defense and it's a full year since isol has been able to mount a successful operation in either syria or iraq.

as isol continues to lose territory it continues to lose the money that is its life blood. as a result of our strikes against the oil infrastructure and supply lines, we believe we have cut the revenue from oil by billions of per month. we have deprived isol of many millions more. thanks to the great work of secretary lui and many others today, working with financial institutions around the world, isol is cut off from the international financial system. cutting off the money may not be as dramatic but it's critically important. it's resorting for more extortion and by isol's own admission, some leaders have been caught stealing cash and gold. isol's true nature is revealed.

this he are not religious warriors but thugs and thieves. continuing to push on this front i want to mention that it's critical for our friends in the senate to confirm adam, my nominee for secretary of terrorism and intelligence. adam has served in democratic and republican administrations, everybody agrees he is imminently qualified and working on these kinds of issues for years. it's now been more than a year since i nominated him. more than 420 days and he still has not been given a full vote. there is no good reason for it, it's inexcusable. it's time for the senate to do its job and vote on adam to help fight against isol and keep our country safe. isol's ranks are shrinking as

well. the morale is sinking. as one defector said, isol is not bringing islam to the world and people need to know that. the flow of foreign fighters including from america to syrian iraq has plummeted. our intelligence community assesses the ranks that it's reduced to the lowest levels in two and a half years. even as we continue to destroy isol militarily, we are addressing larger forces that allow the terrorists to gain traction in parts of the world. with regard to iraq that means helping iraqi stabilize communities and promote governance, to isol cannot return. it's support for the fragile cessation of hostilities there. it has not stopped most of the

hardship on the syrian people and the hardship on civilians and the rashad regime is the major culprit. isol, and al qaeda's affiliate in syria continue to terrorize syrians, but as fragile and incomplete the cessation is, it has delivered some life saving aid to syrians in desperate need. and as difficult as it is, we'll continue to push for a political process that can end the civil war and results in a transition away from assad. beyond syria and iraq, isol is also losing ground in libya. forces of the libyan unity government are going after isol in their strong hold. and we'll assist the new libyan

government as it works to secure its country. lastly, here at home. if we really want to help law enforcement protect americans from home grown extremists. the kind of tragedies that occurred at san bernardino and that now have occurred in orlando, there is a meaningful way to do that, we have to make it harder for people who want to kill americans to get their hands on weapons. it's absolutely true we cannot prevent every tragedy but we know that consistent with the second amendment there are common sense steps that could reduce gun violence and could reduce the lethality of someone

that intends to do other people harm. we should give atf the resources they need to enforce the gun laws we already have. people with possible ties with terrorism who are not allowed on a plane, should not be allowed to buy a gun. i'm talking about being tough on terrorism. actually be tough on terrorism and stop making it easy for terrorists to buy assault weapons. reinstate the assault weapon ban and make it harder to use these weapons to kill us. otherwise despite extraordinary efforts across our government by local law enforcement. by our intelligence agencies and our military, and despite all the sacrifices that folks make, these kinds of events will
