county. but the big story on "action news" tonight is the era of the beverage tax in philadelphia. it has begun. mayor jim kenney put pen to paper in city hall signing the controversial bill into law. the one and a half per -- one and a half cent per ounce tax on sugary and diet drinks is scheduled to take effect january 1st. it will raise more than $90 million a year most of which will go to pre-k programs and restoring community and rec centers but there is still the question of implementation and collection of this tax. "action news" reporter john rawlins is live at a beverage distributor in yeadon. john, how will this work and what are the potential snags? >> reporter: well, jim, the city says it's pretty straight forward. this is not a retail tax. it is a wholesale tax and it would be collected at the wholesale level. wholesalers will have to sign up by december and collect the tax when it's started to happen in january. but one bottler who has been

in the business for many years is skeptical and wonders if their haulers and some middle men who might find a way around much of that tax. so, how will the beverage tax be collected? the city says there are perhaps tens of thousands of stores and vendors that sell sweetened drinks but they won't be taxed directly. instead, the city will target the next level up. it estimates there are only dozens of wholesale distributors each distributor would have to register with city hall and in theory every ounce headed to philadelphia would be taxed. each retail order would include an invoice proving the tax had been collected. to enforce that collection, the measure self funds the hiring of new city workers. >> 1.8 million. >> how many more revenue staffers. >> about 15 staffers performing a variety of functions to make sure this all goes smoothly. >> reporter: david day runs day's beverages in yeadon in 18 states they sell 12 to 15 million cases in a lot of flavors. >> 24 flavors.

>> reporter: day's openly skeptical the philadelphia tax will reach its goally he thinks the steep one and a half per ounce tax will end can courage some haulers to bring product from elsewhere to get around the tax use wag day calls trans shipping. >> what i mean by trans shipping there's going to be pepsi coming from baltimore, coming from north carolina, from new york into these large cash and carries in philly. the city will never get that tax money. >> reporter: at least not anywhere near the $90 million the mayor thinks will be collected. to support his view, day says trans shipping is already used to get around high bottle bill costs in new york. >> there's so much so that's being shipped to northern new jersey, right off the hudson and it goes right over the bridge into new york. >> reporter: and avoids the tax. >> and avoids the tax. >> reporter: you're saying what's happening in new york -- >> will happen here. >> reporter: well, that was certainly sound like a snag if that happens. we shall see. day says his firm will collect taxes for all products it knows are destined for philadelphia if the tax

becomes the law. however, before anybody collects anything here jim it's expected there will be a legal challenge the coalition against the tax announced today it has retained the well known philadelphia law firm of kline and specter. live in yeadon john rawlins channel6 "action news. >> thank you john. police continue to search for the vandal or vandals who launched a tire war against lafferty scherff layover the weekend in warminster bucks county. live on the 800 block of west street road is "action news" reporter wendy saltzman. wendy, a lot of tires, a lot of damage. everybody wants to know if the suspect can be caught. >> reporter: this crime spree in warminster spanned 12 different scenes. tires on 40 vehicles split opened at seven businesses and five homes early saturday morning. now police are looking at this video caught on camera at lafferty scherff lay to piece together clues. >> right now we have spoken to individuals or people of interest in regards to this incident and we're trying to sort out the details in

between those investigations. >> reporter: officers are going business to business and looking at surveillance all the way down the main drag to trace the perpetrator's tracks. >> i came in saturday morning about 6:30. every car in the parking lot had flat tires. >> reporter: from work auto glass to hertz, tires plus kauffman and laffertys that was hit the worst. >> it's done very quickly actually. probably was here three minutes, four minutes, if that. >> reporter: the surveillance shows at least one perpetrator crouched down almost crawling as he left $22,000 of damage at this dealership behind. >> just viciousness. i mean, you go out and you're damaging somebody else's property in this manner and it's just vicious. >> reporter: police who say the reports of damage are piling in are interviewing people and zero rogue in possibly looking at more than one suspect. >> the way it's looking now it might be more than one person. how many i'm not sure,

undetermined right now but we're probably looking at more than one. >> thank you wendy saltzman. police in chester county are searching for a suspect and a motive in the murder of a 62-year-old woman in berwyn. a relative called police friday morning after discovering denise barger dead in her home on the 900 block of heather stone drive. authorities say she died of blunt force trauma. barger's husband died in march. public records show the widow recently sold her home but had not yet moved out. one of the truly traumatic stories last week was the raid on the home of lee cap flan feasterville. authorities found 12 girls living there including one who was effectively his sex slave and bore him two children. well, the focus is now very much on these 12 girls and how to best help them recover emotionally from their ordeal. crews were here earlier today securing the home, the crime scene tape is stim here on old street road. the bucks county district attorney says the girls are still in protective custody together in lancaster now. now we spoke with an expert about the long road ahead for the children. >> public works crew boarded up the home of 51-year-old lee kaplan after crews spent the morning going through the home. 12 girls were removed last week and kaplan was charged with statutory sexual assault. >> as much as people might look at him as a monster to the children he was a person they turned to for safety and they depended on him. >> reporter: dr. andrea civilac says taking the children from their familiar environment was likely traumatic. >> first thing you want to do is look at how do we develop some safety, how do we help these children feel secure. >> reporter: police say the 12 girls ages six months to 18

years are in protective custody. police say the 18-year-old was gifted to kaplan by her parents daniel and savilla stoltzfus of lancaster county as a thank you to kaplan for health the family out of financial ruin after they cut ties with the amish community. police say kaplan fathered two children with the oldest girl who became pregnant when she was 14. daniel stoltzfus lab charged with conspiracy to commit statutory sexual assault. both parents are charged with endangering welfare of a child. on saturday police went through the home and found evidence suggesting the children were home schooled. the doctor says their cultural values may present challenges when it comes to therapy. >> amish values are still there and as a whole the amish people tend to be pretty insular and they turn to their own people for help. >> reporter: now d.a. david help her says their amish connections were taken into consideration when they were removed and because of that authorities worked very closely with the lancaster county children and youth to

make arrangements to make those children comfortable and safe. live in feasterville, trish hartman channel6 "action news." jim. >> thank you, trish. fire damaged the chalfont hardware store this morning in bucks county. firefighters were called to the business on the 200 block of east butler avenue at 9:15. preliminary reports reveal the fire started in the second floor apartment and then spread. the jury in the chaka fattah corruption trial has been excused for the night that after the second full day of deliberations after the reset for an alternate juror. "action news" reporter vernon odom is live outside federal court. vernon, any indication they're closing in on a verdict? >> reporter: jim, so far no clear signs from this jury as to whether they're making progress or they're in a stalemate. this jury is extremely hard to read. the jury of nine women and three men has not even been out to ask questions or seek any clarification on the 29 count list of charges against the 11 term congressman and

his four co-defendants here. the judge has ordered the parties to remain here on the 16th floor of the federal courthouse so there's no lengthy delay in announcing a verdict. the 59-year-old fattah sits patiently at the defense table. his legal team nearby, so is co-defendant robert brand accused of helping fat tap launder money. the government says hundreds of thousands of dollars were pilfered through racketeering bribery conspiracy mail and bank fraud money laundering and falsifying records. the government says it was taken from federal grant money campaign contributions and charitable donations to pay off campaign debts and to otherwise benefit fattah, his family and friends. fattah who lost a reelection bid says he's not guilty and has no idea what former political operatives of his were up to. jim, still know official word on why that juror was dismissed on friday afternoon. he was escorted from the

>> broad street is getting a colorful makeover in time for the democratic national convention next month. host committee chairman ed rendell and mayor jim kenney announced the plans today. a new mile long mural will be painted right on south broad street from city hall to washington avenue to celebrate the city's diversity. and the pennsylvania horticultural society will create a garden walkway along

north broad street from city hall to race street. the british have joined forces with the save princeton coalition to preserve a revolutionary war battlefield in new jersey. two british military heritage organizations have joined the fight to prevent development on land adjacent to the princeton battlefield state park. the field was the site of a major victory over the british in 1777. 50 people took the oath of allegiance this morning in center city philadelphia to become american citizens. the naturalization ceremony took place at the national museum of american jewish history. the group originated from 18 countries including ecuador, iran and south korea. today's ceremony also served to commemorate world refugee day. >> ♪ graduates from lankenau

have a full moon. it's known as a strawberry full moon. that's the first full moon in june i should say and this is the first time we're seeing the full moon and the summer solstice in every time zone in the northern hemisphere the same day since 1948 and it won't happen again in about 47 years. so, enjoy it. a lot of daylight and then a lot of moonlight. so many, though, this is future tracker showing tomorrow afternoon and we have a frontal boundary that will stall and it looks like this could bring some heavy hitting storms especially across south jersey and delaware. right now it's hot. 89 degrees in philadelphia. down from our high of 91, two days in a row of that. allentown 88. wilmington 86. trenton 90 and cape may with that sea breeze 76 degrees. satellite6 along with action radar showing this is a frontal boundary i'm tracking and you'll notice it doesn't have a lot of activity with it. so, as it pushes in late tonight, it will get more humid and we could see some

spotty late thunderstorms between about, 4:00 in the morning and about 7:00 in the morning mainly in pennsylvania. 68 degrees the low in the cooler suburbs, 72 degrees for center city, so it's certainly going to be a warm night and then through the day tomorrow we'll see a mixture of clouds and sunshine. it will be more humid but not quite as hot with a high of 88 degrees. but where this front stalls is where we could see some gusty thunderstorms. looks like the best chance of that will be delaware and new jersey in the afternoon. so, if you are on the beaches, keep your eye to the sky late in the afternoon, maybe have your stor storm tracker6 app because you will see some afternoon thunderstorms but most of the day on the shore should be pretty nice. the jersey beaches 82. delaware beaches 84. that sea breeze, the u.v. index will be very high with a mixture of clouds and sunshine so don't forget the sunscreen. as we head into wednesday, high pressure brings us clearing conditions pretty nice, 88 degrees. that next storm system though will bring us some wet weather on thursday. so, the exclusive accuweather 7-day forecasts it's humid
