saying, save my baby. >> reporter: a frantic mother, a child shot. je just walked outside a medical clinic in philadelphia when she saw a desperate mother in the street clinging to her 4-year-old girl who had been shot in the head. >> i told her, what happened? she shed, she got shot. the kids were playing upstairs about about next thing she knew, the be was laying on the floor. >> reporter: it happened before 12:30 this afternoon. police say the girl's sister was inside the home as was her mother, who was transported from the scene. investigators aren't sure if there was anyone else there. >> i see them all the time. >> you at i'm. >> sometimes i see them running playing, you know. the mothers sit out there sometimes with them. >> it's a shame. it's a little angel. you know? >> reporter: doctors and thursdays ran to help before the police arrived. how this happened remains under

investigation. authorities believe it happened in a bedroom. a gun was recovered. >> we have a 4-year-old little girl that's dead here, so that's our number one priority finding out how this happened. >> reporter: and back here live where you can see investigators are right outside the home. they have obtained a warrant and they have been inside gathering evidence. again, they have recovered a gun. however, they don't know who it belonged to. they don't know yet if it was legal. we are live in north philadelphia. katherine scott, "channel 6 action news." bribe? >> -- brian? >> thank you. also developing this afternoon, sheriff sheriff has resigned from -- chaka fattah has resigned effective immediately. that comes, of course, in the wake of his conviction earlier this week. and as a change in course what he said just yesterday. "action news" reporter john rawlins live in wynnefield, this afternoon, with details on today's announcement. john? >> reporter: well, word of the resignation came down shortly before 1:00 today. brian, chaka fattah's original plan was to stick it out until -- and not resign until

october. now that outraged some and upset some democrats on capitol hill. we're told fattah was informed last night that there were enough votes to expel him from congress. it would have been a bipartisan effort. no -- though he could not vote on issues or committee work, the congressman wanted to stay on the job for roughly 100 days more. this morning, the new leader of the city gop highly critical of fattah's gamut to step down on october 3rd. >> the day before he get sentenced. i believe he wants to collect a paycheck for the next 3 1/2 months. >> reporter: to include the lower main line, germantown, and chestnut hill. many constituents we talked to prior to today's resignation felt it was time for fattah to go. >> i think he should resign my now, bought pointless to have somebody in position where they can't be effective. >> reporter: this woman wondered if fattah toughed it out, would he use that time to redeem himself? >> hopefully, he can try to make

a difference before he goes. >> okay. >> i would recommend that. >> reporter: but faced with expulsion, fattah opted to call it quits today. >> i personally think it's the right thing for him to do. he used taxpayer dollars for his own personal gain. >> reporter: longtime fattah friend ed rendell at a dnc host committee event this afternoon agreed. the sooner, rather than later departure was appropriate. >> i think the congressman did the right thing. it's almost impossible with that cloud hanging over your head to effectively represent your constituents, so i think he did the right thing. >> reporter: another potential embarrassment avoided with the resignation, fattah is no longer a dnc superdel ghit. as for constituents, there are thousands of constituents. beer told a capitol hill and office behind me will remain staffed for the duration. no congressman, but there will be a congressional staff available for the constituents of the second district. live in wynnefield, john

rawlins, "channel 6 action news." alicia? >> thank you. two major rulings from the u.s. supreme court. first, the big one today. the justices blocking president barack obama's controversial immigration plan, which would so shielded millions living in the u.s. illegally from deportation. now, this came down to a tie vote, a tie that could not be broken because the ninth vacant seat there has yet to be filled. that deadlock effectively killed the plan for the duration of the president's term. the president reeathing today, pointing the finger at congress and he had some pretty strong words this election year. >> pretending we can deport 11 million people or build a wall without spending tens of thousands of dollars of taxpayer money is abetting what is really just factually incorrect. it's not going to work. it's not good for this country. it's a fantasy. the second big ruling, the

court did rule in favor of affirmative action today. they upheld the university of texas' admissions program which does take race into account when admitting the final quarter of incoming freshmen. that suit stems from a white texas resident who claims that she was rejected while african-american applicants with lower grades were let in. the justices ruled against her, upholding the texas program by a 4-3 vote. brian and sharrie. all right alicia. thank you. most of you missed oud on the rain today but there's still a chance for pop-up storms as the night goes on. >> meteorologist adam joseph is outside with a look at the forecast. >> you can feel the humidity in the atmosphere that would help support a downpour or thunderstorm and those temperatures running above 80 this afternoon. as you look at the number right now, it's 83 in philadelphia. a little cooler in washington, 79, where they did get some storms early this morning. 73 in buffalo. so we're one of the warmest spots here in the mid-atlantic with new york city just shy of

us at 81. dew points are still slightly humid at 64 degrees in philadelphia, but that tropical feeling is now pushed down to the south washington, charleston, west virginia, 74 for a dew point, while to our north, some drier air is moving in with those dew points in the 40s and the 50s. tornado watch in the ohio valley. severe thunderstorm watch in virginia. so, again, this is all just to our south and thankfully missed us during the morning hours. but there is a batch south of buffalo that we'll be watching as this tries toive. ot in from the north and west to clip part fles our area. so in that accuweather forecast, we'll talk about those spotty showers and downpours with future tracker. also, a sunny, warm weekend is on tap, and temperatures will be climbing back to 90. we'll have the timing on that coming up, sharrie, in that full accuweather forecast. >> sounds good, adam. thank you. it is the day sixers fans have been waiting for. draft day is finally here. and the team will have the chance to press the start button on the future. jeff skversky is live in

philadelphia police are still looking for the man who engaged in a shoot-out that littered a felton wim neighborhood with more than two dozen bullets. police say the man began shooting on the 100 block of west wyoming at 2:00 this morning. an off-duty security guard returned fire while the gunman jumped into a car and continued shooting through the windows.

detectives recovered that vehicle. they are now trying to find the suspect and two people who were in that car with him. the security guard was treated for a gunshot wound and was released from the hospital. nearly 200 democrats have ended their unprecedented protest for gun control in the wake of the orlando massacre. they spent nearly 25 hours on the house floor and used social media to broadcast their sit-in. they said they would not leave until they got a vote on bills to strengthen background checks and ban gun sales to the people on the no-fly list. although they abandoned their position without a vote, they vowed to come back. republican speaker paul ryan branded this a publicity stunt and dismissed congress until july 5th. here at the big board now, and a look at the closing numbers. a nice end to the day considering the markets were a little jittery throughout the day. we're showing some signs of optimism all on the heels of a vote that's happening right now across the pond to determine

whether or not britain will stay in the europe even union or leave. it's all being called brexit -- briggsty or british exit and there are fears that if that happens, it could tip the world's economy into recession and that could affect every american's 401(k). >> i think we're stronger in the european union. >> reporter: more than 46 million voters in the u.k. today are weighing in. on one side, those like that voter who think they should retain their place in the 28-member european union. british prime minister david ramron has been making place for it saying they will be less rich and less safe if they cut themselves off from the eu's free trade and shared security. those in favor of that briggsty argue that bring leaving, they can regain control of their borders and their economy. today, it is raining in london. that could affect voter turnout, which is critical in what's

become a complicated issue. >> it's perfectly possible that england will vote to leave but london, as the capital soit and scotland and northern ireland, will all vote to remain and ultimately will outweigh the views of the english as a whole. >> reporter: so again, the voting is going on right now. the results are expected by early tomorrow. until then, the markets across the globe are influx, although we did close strongly here in the u.s. and if this is any indicator, the british pound also surged today. more optimism there, that they will vote to stay in the eu. but there are no exit polls in britain. so we'll have to just wait for the final votes to be cast and for the big news tomorrow morning. >> yeah. and as you mention polls heading into today showed it extremely close. >> reporter: very close. >> thanks very much. time for another check of the accuweather forecast. >> let's send it over to meteorologist adam joseph who has a look at the rest of the day and the weekend and the garden behind you. >> we have a lot of the things to talk about, i guess.

>> he's still outside. >> i planted it all myself. >> i don't believe it. >> exactly right. you know me too well. you know what? it's absolutely beautiful out here, if you like that tropical type feeling out here. temperature-wise, we have a little bit of cloud cover, some sun splashing around. 83 right now in philadelphia. 84 in trenton. 82 in wilmington. and at the shore, a bit of a sea breeze kicking in beach haven and cape may point right now at 77. satellite and radar early this morning, we had that batch of rain a form thunderstorms push into southern areas. a lot of the weather thankfully stayed south of baltimore and washington across west virginia and virginia. but as we look to the north and west of harrisburg, there is some downpours and thunderstorms beginning to develop since the atmosphere is still has enough moisture to spark one or two. so we'll be watching those as we go into the evening and overnight hours. and we could take a little rain around here especially north of philadelphia. the latest drought monitor from across the united states will show that the northeast is really dry right now, especially

near new york city and boston. so we'll take any drink of water we can get. and unfortunately, there's not a whole lot to try to track here over the next four or five days. but for tonight, it's rather muggy. if you get one of those showers, downpours or thunderstorms moving from the northwest, call yourselves lucky. 67 in philadelphia, 59 in allentown. 66 in wilmington. and 68 for cape may. future tracker 6 will show a lot of that will try to fall apart, but again through 9:00 tonight, still could deal with sol of those scattered storms south of philadelphia. continues tomorrow morning. southern new jersey and delaware while we're mainly sunny north of philadelphia. and some clouds will linger, maybe a scattered shower west of philadelphia tomorrow afternoon, but overall, it looks pretty dry for friday and dropping humidity as well. so setting up for your getaway forecast on friday, at the shore tomorrow, mostly sunny, 75 degrees. 84 in the city with a spotty shower. and lots of sun in the poconos with low humidity at 76.

your 4day at four forecast, tomorrow's high, 84 degrees, partly sunny, maybe a stray shower west of philadelphia near chester and lancaster county. and then the weekend, it is wall-to-wall sunshine from start to finish. it is warm, low humidity saturday, at 87, 90 hot on sunday, but it is a dry heat, and then we start to turn a little more humid at the beginning of next week, 88 degrees as clouds increase monday afternoon and even the chance of a thunderstorm. we talked about the garden here behind me. it got remen ushed here recently by our friends from the philadelphia horticulture society and our friend jenny kerry stopped by early today to chat with me about summer potted plants. so let's talk about planting a container that would be in the sun. >> so when you're picking your plants, on the lanlt, when you look at the label, it will say very clearly -- this says sun. so you look for that first of all because there are different pallets of plants that will be in the sun as opposed to in the shade. >> uh-huh. >> so we'll do the sun one

first. so it's nice to have something that spills over the side of th- >> you want a spiller. >> a spiller. and then -- >> you want something tall, right? >> something dra matt ping now, you could have either -- either that or you could have maybe a banana. this is a banana with a nice red blast to it. so we have these hot and humid summers, so why not pick tropical plants that thrive in those conditions. >> and they're usually very beautiful also. >> yes. so you get this effect that lasts all summer, and they just get bigger and better. the shade plants normally don't as much, but these particular ones, you're lucky because they do -- like this type of wax begonia, this will last all summer. >> okay. so you can actually a lot of bright color in the shade. >> yep, yep. >> by picking a begonia or one of these new beginian patience. >> make sure it stays well watered. >> because they dry out. i would assume quickly because there's no much soil. >> good point. and you can do a drip irrigation

a police officer went to the hospital this morning after a crash between a cruiser and a septa bus. it happened about 4:30 this morning at the intersection of 63rd and haverford avenue. there was damage to both the police car and the front end of the bus. the officer said his head and back hurt, so he went to the hospital just to get checked out. there were no passengers on the bus at the time, and the bus driver was not hurt. an exciting new exhibit is making its debut today in the delaware valley. the philadelphia museum of or the unveiled 97 major works of contemporary art today. the major collection is a gift from keith el and katherine sachs. the couple began collecting the art nearly 40 years ago. it showcases work from the 1950s up until the present day. and if you want to check it out, the museum is open tuesday through sunday. nearly 200 deserving police athletic league scholars were honored at the annual p.a.l. luncheon today. these young adults received scholarships for the next school year to the p.a.l. scholarship

4:30 now and "action news" continues with a home inspector's cued of ripping off more than 100 customers in our area and investigate remembers still looking for more victims. and the third police officer to stand trial for his alleged role in freddie gray's death learns his fate. we have the judge's ruling straight ahead. plus, the marine corps rights a wrong involving one of the most iconic pictures in american history. but first, crews in burlington county say the brushfire burning on joint base mcguire/dix/lakehurst is contained and no longer growing. >> this was the same fire we were following as breaking news at this time yesterday. new jersey correspondent nora muchanic talked to homeowners who say the flames got way too

close for comfort. >> reporter: that wildfire continue burning through a training rage at joint base mcguire dix lakehurst but today they have a much boelter handle on the blaze which has blackened roughly 220 acres. >> good news. i was very scared yesterday when something like that happens and you have to pack everything up and leave your home, it's scary. >> reporter: this is what it looked like wednesday afternoon when the fire broke out in a wooded area of the base in browns mills. the spreading flames prompted the temporary evacuation of several houses at the lake shore mobile home park. >> i actually seen the burrs, the fire burrs coming over and everything like that so i figured its of time to get out of here. >> reporter: officials say the fire was reported in an area in a range the troops use for train pennington they say it's likely training was going on when the fire began but they can't say for sure that's what actually caused the blaze. >> i didn't get much sleep. >> reporter: tell me why. >> because it was so smoky and my house still smelled of smoke.

and since we have propane out here, if the fire gets to it, it will blow up. >> reporter: luckily, there have been no reports of injuries or structural damage as firefighters worked to fully extinguish the second blaze at the base in a week. in browns mills, i'm nora muchanic, "channel 6 action news." a local home inspector is charged with defrauding home buyers in philadelphia and the surrounding counties. joseph machouseski of souderton had a business called scherrlock holmes inspection services. detectives say he put people's health in jeopardy by profamily performingen tests. he collected $18,000 from at least 138 home buyers. anyone else who hired him should contact the montgomery county detective bureau. one man is in critical condition right now to being shot this afternoon in west oak lane. chopper 6 is overhead as police responded to the intersection of 75th and breyer at about 2:30. officials say a 23-year-old was

shot in the elbow and in the side. he was rushed to the hospital but right now no word on who shot him or why. an early morning fire caused part of a bucks county home to collapse. an "action news" viewer captured cell phone video of the flames shooting through the roof along the 200 block of lewis drive in morrisville. the blaze caused heavy damage, but everyone was able to get out safely. the cause remains under investigation. a highway detour is about to take effect in delaware. road crews are beginning the first of two projects to improve the route 141 and i-95 interchange in newport. in order to complete the work, they have to shut down exit 5b. the exit will be closed by 5:00 tomorrow morning and will remain closed in june of next year, so quite some time. in the meantime, i-95 northbound traffic will be detoured to route 141 using airport road. all right. it's that time again to check in with meteorologist melissa magee

down at the shore. >> yeah, she's checking out the historic smithville area today from a paddle boat. pretty cool spot to be. >> yeah. hey, guys. yeah, we are doing some paddle-boating. and this place is super cool. we are in historic smithville. if you're not familiar with the area, it's about 15 miles north of atlantic city and galloway township, and we are paddle-boating. there's so much do here. lots of shop, more than 60 shops and restaurants, but we are in the man-made lake meone with my friends behind me. wave, everybody. if you are not in atlantic city just south of wildwood, they have what's going on as the flow house. you guys heard that song -- [ singing ] ♪ everybody's gone surfing have you heard of that? >> no. >> reporter: well, it's a whole lot of fun. check it out. ♪ >> wildwood is a kind of an

not guilty. that was today's ruling in a case against baltimore police officer ceasar goodson. goodson was the officer who drove the van freddie gray was riding in when he was fatally injured. after hearing five days of testimony, a judge acquitted the officer of murder, manslaughter, assault and other charges. a handful of peaceful protesters demonstrated outside the court today. goodson was the third of six officers charged to stand trial. he chose to have a judge rather than a jury decide his case. a hostage situation played out today at a movie theater in germany. police say they shot and killed a mass gunman who was holding people against their own will. no one else was injure. the suspect walked into the theater at 3:00 local time carrying a rifle. he then apparently fired a few shots before taking hostages. authorities say right now there

when it comes to grilling, the debate over gas versus charcoal may be a thing of the past. these days some grills can do both. nydia han has details. >> reporter: some of us swear by the smoky flavor of charcoal. others like the quick convenience of firing up a gas grill. hybrid grills promise to keep both camps happy. "consumer reports" just tested two. the $300 gas to coal and the $500 dinah glow, the char broil looks like a regular gas grill until you slide in this tray for charcoal. >> it's convenient because you can can use a gas burner to ignite the car control. but us -- charcoal but because it only has one cooking surface, you can only cook with gas or

charcoal, not both at the same time. >> reporter: the dinah glow is basically two grills in one so you can cook both ways simultaneously. that means each cooking surface is relatively small. developing right now -- police are called to a north philadelphia home after a 4-year-old girl was shot and killed inside. thursday night, monica's off. sharrie williams is joining us. and the the big story on "action news" is the investigation into the deadly and tragic incident. >> it happened just after noon on the 1800 block of north 20th street at this hour police are still trying to piece together how the shooting happened. "action news" reporter gray hall is live at hahnemann hospital with more. gray?

>> reporter: well, sharrie and rick, many family members showed up here to the hospital. they are in shock and disbelief that that 4-year-old child is gone. and while they are grieving, police are working really hard to put the pieces together of this case to figure out exactly what happened. heartbreak in north philadelphia. family members are overcome with grief after hearing the tragic news that a 4-year-old girl has died after being shot in the head. family and friends who showed up to hahnemann university hospital were too emotional to talk. police say exactly what happened is still under investigation. >> at this point in time, the investigators are going to try and ascertain how this incident actually took place, how this happened, how this 4-year-old was shot, in terms of the weapon that was used and ascertain how many individuals were in the house at the time this incident occurred. >> reporter: there is still a lot of uncertainty. but we do know the shooting happened before 12:30 p.m. inside a home in the 1800 block of north 20th street in philadelphia. we also know, at the time of that shooting, the victim's 25-year-old mother and
