gasping for air. he was walking with another friend. >> police are talking to the friend and other witnesses. a surveillance camera captured the image of the suspect vehicle. a black suv with a new york plate. police are seeing if the camera pick up the license plate and model number. after learning of the tragedy, ben simmons tweeted -- time now, 7:03. new information to tell you about this morning, police are looking for the person who shot a man in the back while he was sitting in a car on a north philadelphia street. the action cam at the scene 10th and diamond where the road was littered with shell casings. the victim was shot at 3:30 a.m. he was able to drive and spotted some police officers who were investigating an accident nearby. officers took the injured man to

temple university hospital. this morning there's no word about his condition. we do know, however, that police are looking at surveillance video to try to identify the shooter. this morning we are happy to report that injured folcroft, delaware county police officer christopher dorman is doing much better. his condition has been upgraded to guarded two days after he was shot seven times. his hometown is rallying around him and wishing the officer a speedy recovery. jeff chirico was at a celebration led by christopher dorman's father. >> reporter: there were cheers where there could tears. >> we need to acknowledge the fact that something miraculous has happened. >> reporter: hundreds wrote messages of support to celebrate christopher dorman who took seven bullets to protect his tight knit community. >> i started crying. >> right away i started thinking which one was it.

>> reporter: for many, christopher dorman isn't just any cop. he was born and raised in folcroft and volunteered as a firefighter since he could drive. police say he was spongtd to a call -- responding to a call of drug activity he was flown to pen presbyterian where he underwent surgery for shots to his face, leg and groin. >> he is alive. >> reporter: george dorman said the bullet-proof vest saved his son's life. he is a fighter and refusing all pain medication. >> i would have been hitting that red button every few seconds. >> i would like to thank the police and paramedics and the doctors. >> reporter: doorman released the video thanking those who saved him. but the neighbors say they should be the ones doing the thanking. for the shooting police arrested

donte brooks island and charged him with two counts of murder and related charges. he is accused of shooting at two officers. island is being held on $1 million bail. jeff chirico channel 6 "action news." >> we learned that officer dorman had tickets to attend the kenny chesney concert. he asked chesney to not forget him. chesney heard about him, and acknowledged him at the linc, but mistakenly told the crowds he had died. that was a huge mistake. chesney was called to correct the mistake, we've been checking all morning, so far no apology given. three counties in west virginia have been declared federal disaster areas. >> reporter: it took hours for

the elk river to turn this small town into a big mess. flooding not seen since record have been kept swelled rivers more than 30 feet tearing through homes and businesses, and ultimately killing more than 20 people. >> we were in extreme danger, and all i could do was just to get my family to the second floor and hope that the foundation and structure of this house was strong enough to withstand the storm. now it's all about the cleanup. with help from friends, family and neighbors, people are sorting through what can be salvaged and what cannot. the area has seen flooding before, now nothing like this. >> it's all destroyed. >> reporter: ordinary west virginians are stepping up. >> i've seen what the floods could do down here, i had to get down hear and make sure everybody was taken care of. >> reporter: the national guard

starts -- schuylkill trail watch starts now. >> once we began to advertise that we were creating a trail watch, people just stepped up to the plate and said how can i get involved. >> reporter: 80 volunteers in plane cloths will patrol the trail. organizers say they will be in uniform. >> they will be pairs, bikers walkers and runners will be paired off together. >> reporter: at the kickoff badges were handed out to people who completed the training which volunteers say was surprisingly thorough. police officers who work the trail say extra eyes and ears will be a big help. last month two it's not of indecent exposure was reported and in february, several teens were arrested with assault and
