with meteorologist cecily tynan and that fireworks forecast live at the big board now with the first check of the weather. >> hi, leash san walter. it hasn't been a very hot fourth of july week. temperatures on the cool side. saturday we had loads of sunshine, breezy, low humidity, the high only 80. yesterday only 78 and today's high 80 degrees, that's 7 degrees below normal. definitely feeling a little bit warmer though with the humidity. now, double scan live showing the big picture we've got low pressure near west virginia. we've got a warm front and this whole system is heading our way. so, unfortunately that means we do have some showers that are beginning to develop right now. really on the spotty light side. storm tracker6 showing light showers moving across route 100 north of pottstown, another one over the pennsylvania turnpike near honey brook and we also have a batch of some light showers developing in cape may county near sea isle city and also south of dover, delaware but more rain is on the way. so, your fireworks forecast,

lots of clouds and there will be some showers around so not perfect at 8 o'clock, 75, by 10 o'clock, 71 degrees but there is some heavy rain that will be moving in after the fireworks are over and this heavy rain moving in after midnight so the national weather service has posted a flash flood watch for entire viewing area from midnight until 10 o'clock tomorrow morning. some of the rain could be heavy enough to cause some localized flooding. this is what to expect. an overnight soaker and then middle of the week through the weekend we're looking at a heat wave and this could be a tough one with a heat index near 100. i'll talk about the specifics in the full accuweather forecast. walter. >> does it always rain or july 4th? seems like it happens all the time. thank you cecily. this holiday weekend is certainly a big one for people to hit the jersey shore. action cam on the scene in sea isle city this morning where some budding athletes. kids ages three through 13 competed in a string of events.

the winners got to take home special hardware. trish hartman has more from down the shore this weekend. she's live in ocean city with much more on that. trish. >> reporter: hi, walter. it's been a fantastic weekend and a lot of people come here to ocean city because they say it's a family atmosphere and it's great for kids just like three-year-old cheer lee from new jersey. we found plenty of kids showing off their patriotism and exploring the beach. >> i caught this. >> reporter: they spent their independence day searching for wildlife here on the beach in ocean city. kids with buckets lined the rocks on the beach celebrating their freedom to explore the sea. what do they feel like? >> spiders. they crawl on you. >> reporter: kind of creepy? >> yeah. >> reporter: best buddies nile la and kevin ages four and five were having a ball on the beach not so much in the water. >> kevin aim out the water and he got cold. >> i did a cart wheel.

from termini brothers bakery and of course an appearance by betsy ross cutting the cake right there and declaring this a delicious fourth of july. alleali gorman continues our coverage from the ben franklin parkway. you can't get better than that location. >> reporter: yeah, that's right, there is a lot going on and the party on the parkway is well under way. if you take a look behind me here at the parkway hundreds of people are already out for the fun and the festivities and for many this is a family tradition. >> happy birthday, america. >> reporter: anthony newton fired up the grille for the austin family reunion at the party on the parkway. >> every year the same spot. it's my whole family right here. >> reporter: many other families have a similar tradition as people pack the parkway this afternoon. >> ♪ >> reporter: but the celebration started much earlier for some at independence hall.

10:00 p.m. that's the latest now, we're live from the parkway, ali gorman, channel6 "action news." walter. >> sounds like fun. thank you ali. with rain in the forecast, some cities have already decided to cancel their fireworks festivities. wilmington, newark and dover, delaware, have all decided to reschedule their fourth of july plans. newark has rescheduled for tomorrow. the concert and fireworks on the riverfront in wilmington will now be held on saturday august 20th and dover will celebrate on saturday september 3rd. in south jersey the stars and stripes were out in full force. the aings cam on the scene here in held. this year's independence day parade right there. the festivities kicked off at kings highway and chestnut street ending in haddonfield memorial high school for app special ceremony. >> today was an extra special celebration in east lansdowne delaware county. it marked their 100th independence day parade. the parade honored eight former school teachers who taught and lived in the borough. red, white and blue took

over off and on hill castle in doylestown bucks county this afternoon. the site held an old fashioned fourth of july celebration complete with a bike parade for those super cute and very patriotic kiddos. if you're looking for something to do tonight head to 6abc.com. we've got a list of local events broken down by state and county. >> we are getting a clearer picture of what tomorrow morning's commute will look like for many. now, that septa has pulled one third of its regional rail cars out of service. officials are telling commuters to prepare for the worse. "action news" reporter john rawlins is live in center city with the details. john. >> reporter: hi, walter. we just had a briefing here at 3 o'clock and the take away is buckle up, it's going to be a bumpy ride for commuter on the rail system tomorrow starting tomorrow it will be going for quite awhile. septa is scam scrambling because of the loss of the use of its silver liner rail cars. they'll be using a modified saturday schedule tomorrow until further notice.

>> please be patient. this is very challenging for us. we have everybody working to understand the problem and what the solution is. it's not a short-term fix that we really encourage when you look at our -- our whole transportation network, the real message is you have a lot of options. >> reporter: almost overnight septa lost 13,000 rail seats in its 120 newest rail cars. so on a normal weekday, 65,000 people may ride the rails, so it's estimated tomorrow it's likely only 35 to 40,000 may find a seat on a train. among the options, take buses, trolleys or other septa mass transit. one possibility, drive to south philadelphia and park in one of the 1600 parking spaces at old navy hospital. then walk to the broad street subway. the message to riders, be flexible. >> we have a very vast transit network with all our rail lines, the subways, our 118 bus routes, we really are encouraging our regional rail

alicia. keep in mind if you're riding mass transit we're on holiday schedules across-the-board on septa patco and njt and in most cases that means the sunday schedule. dart not running it's fixed and paratransit routes this afternoon only resorter routes are running which i guess makes sense because so many of you are at the resorts on this independence day holiday. feeling independent on the schuylkill expressway. we had a crash westbound in montgomery involving an overturned vehicle that we started the afternoon with. it's gone so it's looking better there but the delay that resulted on the westbound vine approaching the schuylkill, that's still out here as you can see and of course close by the ben franklin parkway is closed in both directions, both drives until tomorrow morning because of the welcome america festivities. coming back from the poconos some issues this afternoon. there was a crash southbound just south of lansdale. it's off to the side but coming away from quakertown you're looking at speeds in the 30's. want to head southbound on 3097. most of our parades have

by isis. yesterday a truck bombing on a busy street killed at least 157 people and wounded nearly 200 more. another bombing today killed another 10 people. yesterday's attack was one of the worst in iraq over the past decade and that comes just days after an attack in bangladesh where 28 people were killed. officials say they're now questioning people who were held hostage inside an upscale cafe with the hope of learning more about the terrorists involved. in turkey two suspected isis operative dee neighborhood connection with last week's triple bombing at atatürk airport. all three attacks have come at the close of ramadhan which isis has been promoting as a time to target authorities. those attacks have authorities in the u.s. on heightened alert. >> big crowds. police in new york warned the public to stay vigilant. mobile cameras and vapor dogs are being used to sniff out any kind of trouble.

police are also being told not to make their own fireworks but instead, go out and enjoy a local display. >> pretty tight security plan for the fourth of july with our partners. >> it is not unusual for the public to make or try to create homemade fireworks around the fourth of july which is completely unadvisable. >> according to officials, there are no credible threats against the u.s. today. >> moving on to the race for the white house, over the holiday weekend hillary clinton was questioned by the fbi about her use of a private e-mail server while she was secretary of state. the closed door meeting lasted about three and a half hours. they're looking into whether clinton miss handled classified information over private e-mail. also this weekend clinton addressed the recent tarmac meeting between bill clinton and u.s. attorney general loretta lynch. >> both of their planes as i understand it were landing on the same tarmac at about the same time and the attorney general's husband was there, they said hello, they talked

>> it really has been. the clouds rolled in yesterday. storm tracker6 live double can showing we have a few scattered light showers, a few in northwest suburbs, a few more in kent county delaware. there's heavier rain on the way moving in late tonight. temperature-wise you may want a sweatshirt. it's a little bit on the chilly side. philadelphia 77. allentown and trenton 79. millville 74. cape may the current temperature 72 and wilmington 74. we touched 80 degrees earlier today in philadelphia. but the normal high is 87, so definitely on the cool side and also a little bit on the humid side. philadelphia the dewpoint is 61. so, a little bit muggy but you can see how it's trending a lot higher. areas to the south wildwood, the dewpoint 68 and in dover, 70 degrees and that humidity will be increasing in the overnight hours and especially through the week. double scan, satellite6 along with action radar showing the clouds are in place. if you look across northern virginia you can see one band

of rain, there's low pressure over west virginia and that will be moving right over our region overnight tonight. so, what this means, we'll have a lot of clouds, we'll have some showers around for your fireworks forecast. that steadier rain arriving after midnight, overnight low 67 in the suburbs, 70 for center city and we're looking at the potential for some heavy rain. future tracker showing around 10 o'clock when a lot of fireworks are going on we will have some showers, generally on the light side. however, as we head through the overnight hours, around 3 o'clock in the morning, this is when we get some heavy rain, perhaps even some rumbles of thunder in our western suburbs. that moves through around 8 o'clock, really lifting up to the north and the east and then by later in the morning, everything will be winding down. we'll see some peeks of sunshine in the afternoon but we're looking at the potential for generally about a half inch to an inch of rain but future tracker showing there could be a band, you see that purple and red where we could get up to about 3-inches of rain. because of that we have a

flash flood watch posted in the overnight hours from midnight until 10 o'clock tomorrow morning. this shows you the dewpoints, the humidity and we are going to get set to sweat. looking at dewpoints in the 70's thursday, friday, saturday. in addition to that temperatures in the 90's so get ready for a heat wave. so, the four day at 4:00 showing tomorrow we'll be looking at the rain moving out early in the morning, then clouds breaking with some sunshine. it will be warm and humid with a high of 88 but then on wednesday, the temperatures bumps up into the 90's. 93 degrees on thursday likely the peek of the heat wave, 95, the heat index around 100 with some pop-up afternoon thunderstorms. friday 93 degrees, officially the second heat wave of the summer but that will continue into the weekend. i'll talk more about that coming up in the full accuweather 7-day forecast. >> that sounds like july in the delaware valley. >> that's the hottest weather so far this summer. >> hot, hot, hot. sells thank you. still to come on "action news" at 4:00 we're helping you switch up your fitness

"action news" continues with an investigation near the university of delaware that has students and nearby residents alike on edge. two attacks over the holiday weekend that have police looking for suspected kidnapper. >> coming up in big talkers why a judge has ordered a 10-year-old golf prodigy to sit out all competitions for the next year. >> but we begin this half hour with another check of the accuweather forecast. >> we are tracking some rain. it could be putting a damper on your fourth of july plans tonight. meteorologist cecily tynan at the big board with all the details and the answers to those big questions for those festivities. >> alicia and walter it's one of those good news-bad news situations. the good news is the heaviest rain will be holding off until after all the fireworks. the bad news is there are some

showers moving in. double scan live showing we have a few showers and steady light shower activity moving through northern virginia, through maryland heading towards us. the wider view will show you we're really tracking overnight this low pressure and this is what really has most of the juice and that will be tracking over us in the wee hours of the morning and that will have the heaviest rain. but we are live on sky6 taking a look at a somewhat gray center city skyline. the clouds are in place. it is on the cool side for july. the temperatures 77 degrees but the dewpoint is 61. so, it's slightly humid. so, that adds a couple degrees to the heat index, makes it feel like 79 degrees and it's going to be getting very humid as we head through the week. so, the fireworks forecast, lots of clouds and some showers around. i'm not expecting any thunderstorms, a real heavy rain but it won't be completely dry. at 8 o'clock 75 degrees. by 10 o'clock, 71. so if you have fireworks in your community, you definitely do want a sweatshirt, little

the star of abc's how to get away from murder and executive producer of scandal. and today marks a big milestone in montgomery county. it was the 100th anniversary of pelican woods independence day celebration classic cars were among the sights. >> over in delaware county the fourth found in a field day. media recreation board held its annual independence day celebration right there at the field complete way giant water slide and lots of activity for the kids. >> and today was also a special day for 13 children, each became an american citizen today during a special ceremony right there at the betsy ross house in olde city. >> so beautiful. it was all about red, white and blue today in whitemarsh, montgomery county. today's parade kicked off at the baron hill fire company and ended with a party in a nearby park. look at the kids sleeping on the job there . >> [laughter] kids by the way here got a chance to put their racing skills to the test in

downingtown bucks county. look at them go. the big wheel race was just one of the highlights of today's festivities there. people lined the streets in burlington down celebrate the fourth. the action cam was in moorestown for its annual parade. this year's theme was made in america. and the fourth of july tradition continued today in hockessin delaware, its independence day parade kicked off about 90 minutes ago and to the delight of parade goers, vice president joe biden made a surprise visit. >> moving on, also in delaware, police are looking for the man who tried to kidnap two women from the very same spot just hours apart in newark. the first victim was a student from the university of delaware who was all right many targeted late last night on east main street. the second a woman in her 60's was attacked about four hours later. "action news" reporter jeanette reyes is live at the scene with the latest on the investigation. jeanette. >> reporter: the search is on for the person behind these two attempted abductions.

i want to show you where this happened off of east main street here. the first right across the way at that apartment complex you see there and the second happening right where i'm standing. now, unfortunately these victims didn't get a good look at the suspect but they do clearly remember what he brought with him. >> i told neighbors not to go out at night many times. and you have to do your part at least. >> reporter: mary walker lives in this retirement community off of east main street. she says it's generally pretty quiet but occasionally warns her elderly neighbors about the potential dangers of beeping out alone at night especially behind the buildin building. >> they walk dogs. we are old. our strength is much less than what it used to be and we cannot fight anybody. >> reporter: it was precisely in the back lot of the building where the second of two attempted abductions occurred. newark police say the first was around 11:00 last night when a 26-year-old woman at

colonial gardens apartments was bringing things in from her car. as she made another trip a man entered her building suddenly approached from behind and attempted to cover her mouth way chemical soaked rag. >> i'm pretty shocked that something like that would happen. that many actually makes me scared. there could happen to anybody. >> reporter: the university of delaware student fought him off and he later ran but the suspect would strike again, this time just yards away next door behind the retirement community. around 3:30 this morning, a 61-year-old woman says she was also attacked. she says the man tried to shove her into a car and like the last victim, the woman fought him off. >> i can't speculate on his intentions but based on the pattern of events it seems he was intent on getting a car, committing a crime. >> reporter: the thought of what could have been is frightening to many. >> i am very sorry to hear that but i'm not surprised. >> reporter: and there are several surveillance cameras installed along this property. the retirement community here.

police were by here earlier this morning. no word on whether or not that captured anything but they are looking for help from the community. if you saw anything, police want to hear from you. reporting live in newark, jeanette reyes, channel6 "action news." back insides to you alicia. >> jeanette thank you. hope we can get some tips there. police identified the 16-year-old who was shot and killed while attending a cookout in south philadelphia late last night. police say a dark colored car drove by a home on the 3100 block of south 31st street at midnight and opened fire. asir brown was hit in the back. he was taken to children's hospital where he was pronounced dead. police say he was not the intended target. investigators are now looking at surveillance video from the area to get a better description of that vehicle. from our new jersey news room this afternoon police are looking for a gunman after a woman was shot and killed in atlantic city. it happened around 1:00 a.m. near the 500 block of absecon boulevard. officials will only say that the woman was 37 years old. her name is not being

cub scout camp was hosted by hooters. boy scouts of america doesn't see a problem with the matters sponsorship just the girls' outfits. a restaurant extended support to help make a local cub scout day camp possible and provided volunteers for the camp. the group of trained volunteers, the hooters girls, mistakenly wore the wrong attire says the boy scouts. and the denver area hooters now stepping in to clear up what it called a good deed portrayed in a poor light. posting these pictures on its facebook page of the kids doing crafts, seeing a real race car and having fun. still, those parents are pretty fired up. >> we love the scouts. we think they made a very poor choice and what i would like and i think would go a long way again is some accountability. >> so, the parents still looking for an apology from the boy scouts but hooters saying they're out for community service and that's

across the mouth of the delaware bay. more rain is on the way and the bulk of that will be falling during the overnight hours. right now, though, it's pretty cool for fourth of july. city of philadelphia 77 degrees right now. the normal high for this time of year is 87. allentown and trenton 79. atlantic city airport 74. cape may 72 and wilmington 74 degrees. satellite6 along with action radar showing there's first one band that's moving through northern virginia. that is weakening and then there's low pressure over the midwest. that will pressure -- low pressure will be riding right over us overnight and that will provide the heaviest rain. around 10 o'clock a lot of fireworks going off. we'll see showers around but really the bulk of the rain arriving in the wee hours of the morning, around 3:30 don't be surprised if you hear a rumble of thunder especially west of philadelphia, some heavy rain continuing into the morning commute. looks like this will slow down the morning commute, some heavy rain at 7:30 and then all of this falling apart by

the afternoon, some breaks of sunshine, nothing more than a spotty shower. but overnight tonight, some of that rain could cause some flooding. so this is really breaking it down. the heaviest rain arriving after the fireworks are long over between about 3 o'clock in the morning to 8 o'clock in the morning. in general we're looking at a half inch to an inch of rain, much needed rain. however, looks like there will be a narrow band in our viewing area that could drop two to 3 inches of rain and that could cause some flash flooding, some localized flooding on streets and creeks. so, you do want to be careful overnight. so, the exclusive accuweather 7-day forecast, tomorrow some early morning rain, then clouds breaking for some sunshine. it will be warm and humid with a high of 88 degrees. but the heat is on wednesday. 93 degrees, very humid. thursday likely the hottest day so far this year, 95 degrees. the heat index, though, around 100 with some pop-up showers and thunderstorms late in the day. on friday, 93, officially making this the second heat
