news police say they caught the man that planted a hidden camera inside a local bathroom. and transformation is well underway in center city. and we have an update from the east market construction. but the big story is a hot, humid and soggy accuweather forecast. as we look live at sky 6 hd, at center city. there are downpours throughout the area that could continue into the afternoon and evening and then tomorrow the return of excessive and even dangerous heat. meteorologist, david murphy, is tracking the latest from accuweather and is live from the big board. >> reporter: it's a muggy morning so far and continues that way this afternoon. notice the majority of the region is dry and a fair amount of clouds are around and when you manage to pop a shower or thunderstorm, there is so much moisture in the atmosphere you could open up downpours, we see that in areas east of doyles down and norristown along the

pennsylvania turnpike, and jenkins town and philadelphia. when you get caught under this, it could be a washout. give it an hour, to hour and a half, you may see a break. there is another smaller shower that has just begun to pop up and is pushing in toward delaware county. and another cluster, a larger area of precipitation that includes some pockets of heavier downpour producing precipitation. you see that in the northern suburbs of philadelphia. we are keeping an eye on the morning's first thunderstorms plowing in our direction as we head into the afternoon, they are currently at the eastern shore of maryland and salem and points north, but later in the day there say possibility we'll see more of that. we are looking at warm conditions and the rain is suppressed in philadelphia at 76. and we'll bounce up to this sort

john rawlins joins us with more. >> reporter: good afternoon rick, the first sign of major trouble here, came last month when president neil theobald fired his provost blaming him for the huge shortfall in the merit scholarship program. and now the axe is falling on the president himself. >> the campus is peaceful and tranquil today but that bellies the turmoil in the high level suites. theobald has been fired. the board of trustees led by chairman patrick o'connor, will move to remove him formerly next week. because of a deficit in the school's financial aid budget. theobald who has been president here in temple for three years so far refused. >> the board was concerned that there was a lack of

been brought back to his home town. this morning more than 50 fire department officials from neighboring communities, escorted the body of tim mcclanahan to a funeral home in lewes, he was killed when he fell from a helicopter from an exercise in george town on monday. in wilmington police say the man that secretly took pictures of women using a restaurant bathroom has been caught. 29-year-old liuis lopez is accused of hiding a camera at the moe's grill. he was arrested yesterday and is charged with five counts of invasion of privacy. now to the race for the white house, a new poll shows that donald trump and hillary clinton are in a dead heat in three swing states including

pennsylvania. we are joined live from washington with the latest from the campaign trail. >> reporter: yes rick, those numbers are showing a tight race not only in pennsylvania but also in one state that clbt clinton used to dominate. tied in ohio and donald trump is gaining ground in pennsylvania and clinton lost her 8 point lead in florida. after endorsing her yesterday and hoping to boost the poll numbers, bernie sanders appeared trying to rally his supporters behind her. >> that issue has not been raised yet and i doubt that that will happen. right now what my job is to make sure that hillary clinton is elected president and we defeat trump and come up with a set of principles and agenda that speaks to working families. >> now sanders taking up the

credited for his role in the dramatic rescue of an entire family. two adults and four children were on a boat that started to take on water off the coast of elis island in new york city. the vessel flipped over within four minutes, a doc worker from a cruise line saw it happened and jumped in to help including a girl trapped under the boat. >> i eventual got the girl and pulled her out as fast as i could, and she came out and was looking for air and breathing crazy and i was just happy to see her alive. >> a police rescue unit came and helped with the additional rescues, but docket was responsible for saving all the lives. still to come on "action news" at noon, a casino worker from atlantic city are taking their protest on the road. and later on childhood allergies come in all varieties and they can be difficult to deal with.

precipitation, the worst of it locally has passed philadelphia, there are a couple of showers coming down in and around the city. and there is more coming down from the south and west. lets go in tight, there is the movement all the stuff going up to the north and east. wherever are you caught underneath the orange and red cells, it's coming down fast and furious, there is ponding or puddling slowing things down. the worst appears to be just to the north of the radar site near landsdale, and another cluster passing through jenkintown and southern bucks county and in and around philadelphia we are not totally out of the woods but the mass of precipitation is pushing away and we are dealing with one last heavy hitting cell moving through south broad street up toward vine and pushing up toward the boulevard and i-95 north. another cluster formed north of wilmington and pushing in toward delaware county and media, can you see how newcastle county

delaware is drying out and slight heavy hitters there and on top of earlier showers we had. and there are isolated cells one of them looking to head into reading more or less and more stuff out of york, pennsylvania. and the heavy stuff is north of philadelphia and a couple of heavy cluster and the thunderstorms down on the shore of maryland. as we look outside we the action cam out at boathouse row and cherry pickers out there. perhaps making sure the light bulbs are all set for the dnc. it's not quite as warm in philadelphia because of the recent rain but those numbers will pop up. the dew point is 73 and that is humid. notice the 76 in philadelphia, but in trenton 80 and 81 in wilmington where the rain is not

much of a factor and philadelphia will pop up to this sort of number profile. as we look at future tracker 6, we are in play for more heavy downpours. and by 3:00 the model goes from philadelphia to the south, look at that, the potential for heavy localized rainfall but perhaps a gusty thunderstorm here or there. there is action to the north but we are to allow for lingering stuff at 9:00, 10:00, 11:00, you lose that convective potential for breaking out the storms and they have a tendency to die down. 86 is the high in the lehigh valley and down the beach not exactly a sunny day but mostly dry by the water, ocean temperature is 75. the only thing i would say to you is you need to keep an ear out for that thunder and head in off the beach if you hear that. 85 is the high in philadelphia today warm and humid and drenching showers and thunderstorms possible at times,

and winds out of the south at 17 miles per hour. it's nice that a lot of the region managed to get some rain today and we are returning a deficit especially areas north, muggy with a shower or thunderstorm, and the next two days look hot and humid with a capital h. 85 is today's high and warm and sticky and drenchers around and 94 on thursday, and 95 on friday and the excessive heat watch is in play and we'll get heat index values making it feel over 100. saturday at this point looks dry and muggy and sunday a possibility of a spotty storm and mainly dry and humid this weekend rick but not as oppressive as thursday and friday. >> thank you david. and there is much move ahead in our next half hour of "action news" at 12:30. a lot of kids develop allergies to cats and dogs but that does not mean the pets have to go.
