to strike over the delaware valley through tonight. monday night, rick is off tonight, brian taff joins us and the big story on "action news" is that heavy rain that we could be in store for this evening. >> that's right. right now parts of our viewing area are under a flash flood watch. meteorologist cecily tynan keeping a close eye on storm tracker6 right now live at the big board with the forecast. cecily. >> and brian and monica, we are seeing some heavy drenching downpours beginning to pop up especially across parts of delaware and south jersey. i've been tracking this one cell that's really been expanding over the past hour. it extends from kent county, delaware, into cumberland county, fortescue right now, we've had 38 lightning strikes in the past 15 minutes but really the main problem with these downpours, the heavy rain, the rain falling there at the rate of about 3-inches per hour. and the pennsylvania 400 was rescheduled in the poconos from yesterday to earlier today and the race is done
5:01 pm
which is good ns because it is just pouring right now right along i80, lake harmony right now heading towards mount pocono. also some lightning strikes and there is more on the way and the problem is that some areas the ground is already saturated from this week. you can see the areas circle including near baltimore where they had that deadly flooding near lancaster, near trenton, near lakehurst. we had three to 6 inches of rain so any additional rain in a short period of time could cause some flash flooding so the national weather service has extended that flash flood watch really all our northern suburbs until 6 o'clock tomorrow morning could get one to 2 inches of rain very quickly in less than an hour and you really have to take flash flooding very seriously. it happens in an instant in a flash that's why it's called that. do not drive through flooded areas. you can't see how deep that water is and it only takes about 2 feet of water to just carry away a van or an suv or a truck and 60 percent of all flood deaths do occur in vehicles so i always say turn

"action news" reporter bob brooks has been talking with septa riders all afternoon today. he's live in center city with their response. bob. >> reporter: brian, with the shorshortage of rail cars i'm td this had to happen. people weren't paying for their train ride. you can take a look at that line. you got to the go through it to get to the platform. you got to show your proof of purchase. luckily it's moving pretty fast. you can see people are getting through pretty quick.
5:03 pm
do you like lines? well, most people don't. so, you might not like to hear this. from 3:00 p.m. to 6:30 p.m. monday through friday, you have to go through this line to catch your train out of center city. that's just the way it's going to be now for riders of the regional rail line and here's why. >> there's so many people on our trains that the conductors can't get on the train and off the train safely and collect fares at the same time. >> reporter: so what carla of septa is saying is that after the rail car shortages took effect trains are now very, very crowded so much so the conductors who validate your pass after boarding can't get to everyone and some riders were ripping the system off. >> it was our passengers who complained to septa about the fact that some of the passengers weren't paying. >> reporter: as you can see it's pretty simple. you hand them your pass or if you have a ticket you give them that and then you get to walk right through.
5:04 pm
>> i'm going to lose all those free rides i had the last two weeks. i'm bumming. >> reporter: you were one of them. >> oops. >> reporter: she admits that was wrong and this is only -- >> yeah, it's fair. >> reporter: though it might be fair others say their commute shouldn't be affected. >> it's not right. this whole mess isn't right. >> reporter: today again is the first dane the station's impacted by this are on your screen now. they're the temple, jefferson, suburban, 30th street and university city stations. okay, back out live here take a look. now, you see, i mean, it's in seconds you're right through the line and you can go down to your train. when you're on the train you don't have to pay your conductor. that's been done. you've proven that. you can sit back and relax after a long day at work. reporting live at jefferson station, bob brooks channel6 "action news. monica. >> thank you bob.
