we begin with breaking news of fbi raids across the city of philadelphia. federal agents are searching multiple locations connected to union boss john dougherty. sources confirm that a city councilman was also targeted. trish hartman is joining us with the . >> reporter: there is lots of activity here. investigators are in and out of john dougherty's home at 1933 and we have seen them bringing out boxes from the house next door that belongs to his sister. d ougherty himself is down the street hanging out with friends and family. he is in the white shirt looking over documents while the agents work. >> boxes were carried out as agents searched two homes, john dougherty's home and that of his

sister. about a dozen search warrants were executed involving the local electrical union boss. dougherty looked over paperwork down the street and spoke to state troopers about t m being staked outside of his home. we also found agents at this pub belonging to dougherty on south second street in philadelphia. it's unclear what investigators are looking for only said it involve a broad scope of activity. the offices have been raided in city hall and torresdale locations. before serving on city council keenan was the leader for local 98. there are investigators at a number of locations but would not go into specifics on exactly how many or the nature of the investigation. >> dougherty is not saying much. he told me off camera, nothing has changed in the house the last time they were here

referring to a raid 10 years ago. no charges were filed against him after that raid. if you have information that could be connected to this investigation, the fbi would like to hear from you. you can contact them. trish hartman, channel 6 "action news." >> thank you. ugherty was also in the headlines last january. when a confrontation with a none union contractor resulted in an investigation, surveillance video caught the struggle between the union boss and joshua keysy. dougherty released a statement saying he was not the aggressor and that dougherty struck first and threatened to sue. philadelphia's d.a. referred the investigation to the state. because of his relationship with the union boss. in other news, a man shot multiple times in west oak lane is recovering at the hospital but his attacker is still at

large. police believe he fled the scene crime with a child inside of his car. annie mccormick joins us live at northwest detectives with more on the vehicle that police are looking for.>> initially police sure if the shooting victim will survive and is listed in stable condition and more concern they have in finds the suspected shooter to finding the vehicle that he jumped into had a child inside and they are concerned for the child's safety. >> this is scene from west oak lane last nigh 911 calls came in at 9:30 p.m. and officer as rived and found the 25-year-old victim by the intersection of conshohocken. investigators believe he was shot here on the 7200 block of forest afternoon and collapsed. he was brought to einstein hospital and brought into surgery. >> when he gets to einstein hospital, he becomes unconscious

and they rush him into the money room and the doctors there take him right into the operating room and he is presently undergoing surgery and he is in critical condition. now, at this point we don't kno three gunshots. >> reporter: detectives thinks the victim was geto his vehicle when he was ambushed. all nine shell cases are inches or feet away from the vehicle that the victim entering or exiting when he was shot.
