who shot a man and injured a 5-year-old girl. trish hartman has more. >> reporter: police have identified the shooter and an arrest warrant has been issued. they will release the man and photo within the hour. the neighbors knew the man who was shot and they were saddened. >> next thing i know, i seen flashing lights. my daughter was down there, they ran into a lady's house. they were scared. >> this man's 9-year-old daughter was playing on on federal street when the gunshots wrack -- rang out. 24-year-old man who neighbors say live at the home with his mother was shot in the head and killed outside. police carefully searched the area and talked with neighbors just after it happened looking for a gunman who fled on foot.

today, police were stationed at the corner grocery store keeping an eye on the neighborhood. folks who live here who knew the victim, couldn't believe it. >> my cousin called me on the phone, i've been knowing him since he it was a baby, since she had him, he wasn't a bad kid. >> reporter: police have identified the shooter, the man is on the loose. police added they were able to piece things together quickly with help from the community on the street. the little girl who was injured in all this, has been treated and released. trish hartman channel 6 "action news." >> thank you so much for the purpose of the update. time 12:04. a house that was recently sold for hundreds of thousands of dollars and undergoing renovations went up in flames in montgomery county. a passer by spotted the fire on 900 block of summit avenue in

penn's alley. there's no word object what caused the -- on what caused the fire. nobody was hurt, but the house is a total loss. the search continues for a driver of a an suv who ran away after a crash in wilmington, delaware. the suv collided with the carat pennsylvania avenue and broom street at 5:30 a.m. the driver of the car was trapped in that wreckage for nearly half an hour before crews were able to free him. he was critically injured and taken to christiana hospital. a man was shot 6 times in philadelphia's cedar brook section. right now he is recovering in the hospital. the shooting happened around 1:00 a.m. at the intersection of mansfield street and east vernon road. so far no arrests have been made. >> now to the latest on the controversy surrounding ryan lochte. the ceo of the u.s. olympics

it's not moving in this direction. it's moving off like this. it will be these areas up through here that will see the downpours in the next half-hour or 45 minutes or so. that whole system slides east everybody gets into the act after 1:00 p.m., or 2:00 p.m. dewpoint down to 67. it's better than this morning, but some areas in the 70s. pressure is holding steady. the wind are picking up out of the south at 15 miles per hour. very sticky to the south and to the west. swat better to the north, here's the scale, 65 and humid. 70s are awful. this is where all the moisture is coming from, the winds are out of the south/southeast all that humidity is coming off the delaware bay and the atlantic ocean. we have heat indices up in the 90s. dover feels like 95. feels like 90 in wilmington. 90 in philadelphia. 90 for millville. 93 in atlantic city and upper 80s off to the northwest.

here's satellite and radar the cloud line is pretty much hugging the delaware river all areas to the west clouding over with the showers and thunderstorms approaching. most of south jersey you're in the clear. bright blue skies from cape may into seaside heights and point pleasant beach. it's a nice day down the shore. you can see where the line is. it will march to the east as the day wears on. 5:00 p.m., 6:00 p.m., heavy drenching downpours for the i-95 corridor. pushing toward the coastline 7:00 p.m., 8:00 p.m. eventually out to sea by 9:00 p.m., 10:00 p.m. that's when the front pushes through and sweeps the humidity out to sea. it will feel better as we get into monday and tuesday. what to expect, remainder of the afternoon, heavy afternoon thunderstorms will develop. we're seeing them pop up now. they will be sweeping through west to east. 4:00 p.m., far western suburbs, 10:00 p.m., jersey shore.

take a look at the photo just into our newsroom from burlington city police. this is 26-year-old samuel james, this is the gunman who fled on foot after the deadly shooting last night that also injured a five-year-old girl. now, police are looking for samuel james, they say he is known to investigators and they are looking for information. they were able to compile about what happened and identified the suspect based on on tips from the community. a look at the video burlington police station at a grocery store near the scene keeping an eye on the neighborhood it happened at 6:45 on federal street. the 24-year-old victim identified by police byron turner was standing outside a house that he shared with his mother. he was shot in the head and killed. a 5-year-old girl suffered non-life threatening injuries in the middle of all this. police say she was not shot, but

injured trying to run from the scene. police searched the area talking with neighbors after it happened. looking for the gunman. parents on the block say a group of children were playing near the house when the shooting happened and ran inside when the gunshots rang out. >> they will be staying right here in my backyard. they are not walking around, come on, you're playing and that happens, no, i got to keep them close to home so i can keep an eye on them. >> reporter: releasing the name of samuel james, if you have any information on him, contact burlington police, trish hartman channel 6 "action news." >> philadelphia police have a person in custody as they continue to investigate a murder on north broad street and tie okay ga. the victim -- tioga.

it's more pronounced stretching from williamsport through harass harass -- harrisburg and west of baltimore. keep an eye to the sky if you have outdoor plans. the storms will move in quickly as we march along throughout the day. heat index values, 90 is the number for wilmington, philadelphia, millville, dover, 96. atlantic city, reading, 87. allentown, 88 degrees. you see the big comma-shaped cloud that stretches into the gulf coast states. the air behind that front is beautiful for the month of august. bismarck 69 degrees. we have some areas in through here, u-p of michigan, northern portions of iowa are in the 50s. that's nice comfortable air heading this way. for the most part it's the coast
