an apartment fire. but the big story on "action news" tonight is rain and storms moving through parts of the area right now. >> accu weather says wet weather is bringing cooler temperatures though but on the way the storms and rain will stick around for a few more hours. >> meteorologist melissa magee is live at the "action news" big board with the details. >> we are track ago this moisture as we speak and as we look at storm tracker six live double scan radar you can see moisture currently moving out of our northwestern suburbs and pressing down to the south and east. we have rain, here in philadelphia along 95 corridor but heavier pockets to areas in south jersey and also into dover, delaware. in fact we will go in tighter, you can see flash flood warning has been issued, it stays up until 8:15 tonight and these locations we have seen anywhere from 3-inch toes 5 inches of rain and that has already fallen across the region. flash flood warning smyrna, heartly, dover, little creek down to magnolia are included in this flash flood warning until 8:15 tonight.

"action news" reporter trish hartman has the very latest. >> reporter: this is the man considered armed and dangerous, by burlington county authorities. twenty-six year-old samuel james. police say he opened fire multiple times in the street full of people, striking 24 year-old byron turner in the head, killing him. >> one of my cousins called me the on the phone because i'm close with the family, you know, i have known him since he was a baby. since she had him.

you know, he wasn't a bad kid. >> reporter: it all unfolded before 7:00 p.m. saturday. officers searched the york shire neighborhood for suspect on the ground and in the air. police issued an arrest for james arrest and says his last known address was in burlington township. but court records show he was arrested in cedar rapid, iowa in april of this year and pleaded guilty after published reports quote local authorities assaying he chased down a man with the shotgun and threatened to kill him, in june, he was sentenced to 20 days in jail. neighbors say a group of children was playing outside, right near shooting where it happened and ran inside once they heard gunshots. parents say now they will think twice before letting their kids play outside. >> next thing i know i see flashing lights, so i ran down there because i know my daughter was down there but they ran in the ladies house, you know, because they were scared. >> reporter: five-year old girl suffered minor injuries as she ran from the gunfire. today the police chief, chaplains and mayor barry

connway returned to the block to talk to the residents. conway says shootings increased in the city this year even as local policed have stepped up community outreach. >> we want the community to speak to us. we want the community to speak up. so when there are things that are going on we want them to tell us so we can be out there. we want to be pro active. we don't want to be reactionary. >> reporter: reporting from burlington city, trish hartman for channel six "action news". delaware state police are searching at this hour for an escaped prisoner. officials say 24 year-old tie reek leslie was wearing handcuffs when he ran out of the trooper nine building in owe days at 11:30 this morning. he faces several charges including trespassing and burglary. he was last seen wearing a white t-shirt and blue jeans. please call police if you have any information about this case. meanwhile police in philadelphia are questioning a person of interest, following an incident that ended with a man losing his life in tioga this morning. investigators say person killed, was in his 30's, was found with blunt forced trauma to his head. he was found in the 4100 block

have of north broad street at 7:30 and rushed to temple hospital and pronounced dead a short time later. tonight we are learning more about those philadelphia woman hit and killed by a car while in her wheelchair. the driver took off. it happened early yesterday morning at masher street and lehigh avenue in north philadelphia. police have since arrested the 29 year-old driver and charged him with dui, and homicide by vehicle. he is being held on a million-dollar bond. "action news" reporter christie ileto is live near the scene with the new details, christie? >> reporter: well, sarah as all people are talking about here in this neighborhood, residents have left stuffed animals, candles and posters dedicated to a woman named elaine a u.s. veteran who died at the hand of a drunk driver. >> unaudible. >> reporter: belongings were scattered around lehigh and masher street after police say drunk driver andrea seat owe hit and killed a 37 year-old homeless woman. >> this witness didn't wish to

give her name but captured moment after hit and rush crash. >> right here talking. i told her would i seat her tomorrow. >> reporter: residents of the women they say for a homeless amputee named elaine. greg, says he was one of the last to speak with her before she died. >> it shocked me because i came through here like 3:00 o'clock yesterday, running down the street, i was expecting it and i get up here and see her. >> it is horrible. she was a veteran. you know, someone to just be able to get behind a wheel and drink and drive and run over, one of our veterans, and then to keep going. >> reporter: driver a seat other continued to drive east on lehigh before hitting a second pedestrian this time an 18 year-old. he didn't stop to help her either. police eventually pulled him over for running a red light not far from both accidents. it was the 18 year-old who was able to identify acito's pick up to hit her.

the 29 year-old driver has a history of drunk driver behind the wheel and other motor vehicle offenses. >> drinking and driving, it is horrible. it should be, you know, once you you get caught drinking and driving once, that should be it. >> reporter: since we have been here people continue to stop by this memorial, to pay their respects, many of them telling us that she didn't deserve to die like this the residents also say this is not the first time accident like this have happened at this intersection. reporting live here from north philadelphia, christie ileto for channel six "action news". >> christie, thank you. two fire fighters were injured while fighting a garage fire this afternoon in bensalem bucks county. flames could be seen shooting from the roof just after 2:00 on tennis avenue just off of bristol pike. officials say one fire fighter was rush to the hospital with burns. a second fire fighter suffered a medical emergency because he is a diabetic. no one else was hurt. fire fighters rescued a woman this morning from an apartment fire in darby. flames broke out at 11:30 on the 100 block of north third

street, and police responded first but they could not access the apartment because of heavy flames and smoke. when fire crew as arrived, they acted quickly. >> the search crew went in, forced entering the door that was lock and then found her in the bathroom in the bathtub and pulled the victim out. >> woman described only as being in her 30's was rushed to penn presbyterian hospital in stable condition. no word tonight how the fire started. spotlight was on parents today in west philadelphia, action cam was at young educated athletes community for rental appreciation event this afternoon. the non-profit used sports to teach at risk kids life lessons and get support year round. today group honored contributions made by parents in the community. kid in delaware who were heading back to school got free backpacks to day it was all thanks to the backpack give away organized by the cameron hamlen foundation. hamlen was shot and killed ten years ago. since then his father has work to get legislation passed

church in philadelphia's frankford section, and the saint seal use church in coatsville. all three were part of the parish merges within the last four years. churches will close on september the 16th. protesters gathered in north philadelphia to speak out against poverty, hunger and violence. the action cam was at broad and lehigh as members of the give foundation held a demonstration. protesters were talking about the biggest problems that they see in their communities. this foot the ball season kicks off this afternoon in south philadelphia's marconni park. thousands of athletes from the leagues took part. leagues are sponsored by sports, that plans to donate a portion of the each registration fee toward local lb gt organizations. stone wall sports has donated more than $75,000, over the past two years. "action news" was there as sip lines and water slide were set up this morning at schmidt's piazza in northern liberties for a end of summer celebration.
