assaults and now asking for your help in catching him before he targets another victim. it's wednesday afternoon and i'm sharrie williams. >> i'm alicia vitarelli brian is off. the big store why is the search for a man on a bicycle. that has been groping women in center city. john rawlins is live from the scene of this investigation. >> reporter: yes, police are hope that the video clip released today will help to generate tips from the public. they are looking for the man on the bicycle said to be in his 20s and said to be responsible for indecent assaults on three women. the man on the bike reaches out and assaults the woman and then rides off and doesn't look back. this is one of five assaults this month. >> the victims are wearing dresses and coming up behind

them on his bicycle and reaches up under the dress and sexual 15uly assaults them. four days later an incident in the 900 block of lombard and two more attacks on the 13 and along the 700 block of north 8th and south 13 and. in that case the assailant was on foot. >> they were shocked by the crimes. >> the offender is described as a hispanic male, stocky build and 5'4" to 5'6", his backpack is distinctive said to be black with orange side panels. there is a large strap on the front. >> well, police are continuing to look for clearer video of the

assailant's face, if what has been described to far, is familiar to you, either the description or the backpack, the special victims unit would love to have a phone call from you. >> all right thank you. two men accused of having sex with a 15-year-old girl were in court as investigators continue to look for more possible victims. 57-year-old lawrence jamison and john brown were in court for a hearing in westchester. they tricked the 15-year-old girl into a relationship and found 5,000 images of child pornography at jamison's home in malvern and the name of a local high school student that is what led to the break in this case. jamison has another hearing in october and brown is headed to trial. police want anyone with information about the two men to come forward. >> a college campus came under

attack at afghanistan's capital today and at least one person was killed. students reported explosions and gun fire at the university of afghanistan in kabul, the school is not affiliated in the u.s. but offers courses modeled after the american system and 18 people are wounded and one as we said has died. no one has claimed responsibility for this attack. also, overseas at least 120 people are dead after a devastating earthquake rocked central italy. rescue crews are working around the clock in the hopes of pulling more survivors from the rubble but it's as if entire towns were wiped off the map. sara bloomquist is following the latest for us, live in the "action news" satellite center. >> the rescue efforts are underway at this hour and by the hour the number of dead is rising, this earthquake did hit in the middle of the night and people in that region of italy

are bracing for the potential of aftershocks and even more tremors. >> rescue workers are working franticcly to pull people from the rubble after the 6.2 earthquake and aftershocks continued. it's a race against time to reach people beneath the debris. a rescue worker calmed the woman and asking her to breathe and remain calm. rescue workers are combing through the rubble desperately trying to free people. his town of 2,000 people is no more. tremors were felt in rome 100 miles away. >> >> translator: we are alive because we escape from the window. >> volunteers are bringing supplies to a sports center turn nood a temporary relief site. an owner of a restaurant on the left was 25 miles from the

heat is cranking right back up. lets head outside to adam joseph. >> the numbers are coming up a bit and the humidity is comfortable but that also is going to change overnight tonight. take a look at the mid-atlanticic numbers. 85 in philadelphia and 86 in new york city. we are not looking at temperatures cooking in the mid-atlantic, everyone is still relatively normal here down to raleigh and that is the same for the dew points, still feely comfy at 59 in philadelphia and 62 in raleigh, but notice all the dark green from chicago, st. louis and cincinnati. the dew points once again in the mid-70s. that will expand and push to the east the rest of the week. dropping into the upper and mid-70s by 11:00 with again that humidity slightly increasing so in that accuweather forecast the humidity goes back up and the

>> time now for the "action news" traffic report. >> lets go live to matt pellman in the traffic center. >> we wish things were moving better here on the schuylkill expressway we see the camera rsz moving and an accident on the eastbound side from 28th street, it's kind of sticking out in the right lane and people are getting to the left as they come eastbound from philadelphia to the schuylkill, that means traffic is not moving very well from montgomery drive into this point at 28th street. if you duck off on the vine street expressway to get around the schuylkill delay, are you finding delays across town toward 95 and westbound just out of view there is a disabled mini bus near the on ramp from the ben franklin parkway taking out the left lane and jammed as well westbound toward the schuylkill. on 95 extra jams coming from the airport to ridley park and a disabled vehicle is pushed to the west on the shoulder close

a man accused of killing a man at his ex-girlfriend's home is urged to turn himself in. the man's ex-boyfriend allegedly broke in and was shot by the current boyfriend. police say that the shooter left the scene and detectives know his name but need him to surrender to explain what happened. >> he knows that we know who he is and it will be in his best interest to come into the

homicide unit and tell his side of the storey, maybe he will get arrested or maybe he won't. he needs to come in and tell his side of the story. >> two children were home when the shooting happened but they were not hurt. three men were caught on camera stealing one car and setting fire to another outside of juniata park. police gave us this surveillance video on august 14th on may wood street, the men walked to the home and took a green honda accord, and then in the alley, you can see a flash and then a man run ago way. that was the suspect lighting a bmw on fire. police are looking for the suspects and the stolen car, they want to hear from anyone with information. meanwhile, there is a $5,000 reward in another fire investigation, police say this one was set on purpose at a popular restaurant at

rittenhouse square, they say they started the fire at the restaurant. it caused $100,000 worth of damage. the police and atf is offering the reward that can give information to help catch and convict the man that did it. 17 of the people hurt during a snoop dog and wiz khalifa concert in camden are now suing, this is the rail that collapsed sending fans falling on to the concrete on august 5th. snoop dog just encouraged the crowd to move close toward a second stage that attorneys say it was unsafely located with inadequate barriers. today seven people filed a lawsuit. the venue's owner and promoter should all be responsible for the victim's lasting injuries. >> within the cloud that people

"action news" reporter, chad pradelli looked at the rules and how drivers can protect themselves. >> reporter: sharrie many people say they were illegally towed here at broad and alter, the city is not ready to make that declaration, there are problems here, a major one is the sign, the towing sign, it's in a bucket. we watched that sign blow over about an hour ago. and then over here you have this sign, no parking street cleaning friday 7:00 a.m. to 8:00 a.m. that is pointing in both directions that indicates that other times it's okay to park but this appears to be a driveway that has yellow paint that indicates you can't park here. >> predatory towing is really

and issue. karen is with license and inspections and she says an investigation into underway into towing of vehicles at the broad and alter location. both by her office and by police. the issue likely involves this signage that has been captured more than one time on the ground, the law states that the sign must be conspicuous but this sign captured by a neighbor has found itself on the ground more than once. gus says if this location is considered to be a driveway, the law is clear, a conspicuous sign must be present. tow companies can only charge $11 $125 to tow and they must take a picture of the violation and present it to the owner. >> i think there are too many moving parts. >> she says the mayor and others

involved in the towing industry from the police to private companies to the philadelphia parking authority have created a task force the goal is to create a simplified process to manage and oversee it. >> at the end of the day, changes need to be made. >> absolutely the people of philadelphia need protection from predators. >> there has been talk in city government to have the philadelphia parking authority oversee tow truck operators. the head of the department says he welcomes that but it requires additional funding. as for the towing company they refused a request for a comment. >> already chad i know you'll keep digging thank you. a woman was attacked and robbed and left unconscious in the middle of a south philadelphia street. it's hard to see the details and police saw the surveillance video in the hopes of finding the man responsible. he walked up behind her along

the 500 block of reed street and began choking her and this happened a few weeks ago and the suspect grabbed a woman's purse and was chased off by two witnesses. >> two bikes stolen from the wounded warriors project, the good news is four others have been found. only "action news" was in southeast philadelphia as roy bowman was arrested with the case. police found some of the gear as they raid aid home on the 4100 block of sterling street. they believe that the remaining bikes and equipment may be in a stolen u-haul trailer that is parked somewhere in the area. the theft happened earlier this month at the renaissance hotel near the airport. if you see the trailer are you asked to call police. today marks major progress in montgomery county's plan to upgrade their money radio system. county leaders handed out new digital radios to officers at the norristown police

pennsylvania. today vice president biden met with the turkish president to smooth out relationships. he says that the u.s. has no interest in protecting an ally. he denied having a role in the coup. a family from warrington is suing the navy over tainted water over the old willow grove air base, the suit asks for damages for affected families, firefighting foam used for the old base is believed to have contaminated 100 nearby wells with cancer causing chemicals, the budget includes $10 million for cleanup. >> a smelly mess along the shore is being cleaned up in north jersey, today the crews used pumps to clean up hundreds of

roads tonight. matt is standing by in the "action news" traffic center. >> aim high i guess. speeds are climbing luckily here on the schuylkill expressway eastbound, because the crash at 28 and street has cleared out, we see delay in the eastbound lanes a few minutes ago, it appears to be thinning. and the travel times are double and the westbound delay with the normal afternoon volume heading towards conshohocken this afternoon. on the vine street expressway both disabled vehicles are now cleared out of the way, it doesn't matter though, it's jammed in both directions river to river on the vine, by the way it closed at 11:00 for construction. on the big picture a crash in lower merion at ardmore, normal afternoon delay as long 95 in the normal slow spots and a broken down vehicle in douglas township on 100 northbound at jackson road and tonight they start to tear up 724 between the
