a s.w.a.t. standoff going on nearly nine hours. a manholed up inside his home, threatening harm and neighbors forced to evacuate their quiet cul-de-sac. tuesday night, jim's off, i'm rick williams. and the big story is the ongoing barricade situation in franconia township. christie has been at the scene all night. and joins us from police perimeter with the very latest. christie. >> reporter: and, rick, we just heard from the police chief. he came over to tell us that this has ended. this man it s in police custody. it was a welfare check and lasted for nine hours. he barricaded himself inside his home. this has now ended, the s.w.a.t. team is rolling out. apparently this man is now in custody. >> live in the neighborhood? >> reporter: since 2:30 this quiet neighborhood has been under heavy police presence. what started as a routine welfare check on bartlett court

escalated into this, homes evacuated. reports that a 54-year-old man was intoxicated, and willing to harm himself. police know there are weapons inside. >> he's experiencing some personal issues which caused this. and we have trained negotiators who are trying to make contact with this man now. at this point we're still working on that. it's really a fluid situation. >> more s.w.a.t. units suited up as the skies grew dark. >> what's going on? >> don't know. >> reporter: but several residents didn't realize the magnitude of the situation unfolding on their neighborhood block. >> i saw the police cars coming around. i thought it was a an accident. : bartlett court. used to live there. nobody made any noises, really. >> a little bit unusual. i'll say that. >> reporter: so, again, what you're looking at are a lot of these officers rolling out. the s.w.a.t. team has packed up. a lot of these offers that responded to this initial

barricade that started at 2:30 this afternoon are packing up. again, this man, the 54-year-old, is in police custody. apparently he is supposed to be getting a mental health check evaluation later tonight and into tomorrow morning. reporting live, channel 6 action news. rick. >> christie, thank you. we are following another developing story this evening. a violent night on the streets of philadelphia. three murders across the city. all due to deadly gunfire. the latest happening on the 1800 block of snyder avenue in south philadelphia. one before that in a rear alley of the 5800 block of fernwood in southwest philadelphia at about 7:30. and yet another on the 2900 block of north howard street here in kensington two hours before that. a verizon truck driver did not wait for the ambulance and rushed the 33-year-old victim to the hospital, but doctors could not save him. no arrests so far in any of these homicides. presidential politics

tonight. the dual is on for battle ground pennsylvania. philadelphia and its suburbs are where the war is won or lost. tonight as donald trump in the spotlight, hours after president obama rallies thousands. while stumping for hillary clinton. action news reporter dan joins us live from the aston community center in delaware county where donald trump aimed his pitch tonight at parents. dan. >> reporter: rick, it was an invitation crowd only. limited to about 200 people. so it was not the kind of raucous crowd you would expect at a trump rally. rather it was subdued as donald trump outlined his family childcare plan, championed by his daughter, ivanka. trying to appeal to women, which he desperately needs to win the all-important swing state of pennsylvania, donald trump turned his focus to childcare. his plan will allow working parents to deduct childcare from their income taxes, create new

dependent care accounts and guarantee six weeks of paid leave. >> we need working mothers to be fairly compensated for their work and have access to affordable quality childcare for their kids. it's what we're doing. >> the plan also accounts for lower income families with no tax liability. they would receive rebates through their existing earned income tax credit. his daughter helped craft it and wants to champion it. >> ensuring its enactment will be one of my top priorities when he's elected come november. >> reporter: through the his remarks trump staid on message and hammered hillary clinton for referring to his supporters as a basket of deplorables. >> while my opponent slanders you as deplorable and irredeemable, i call you hard-working american patriots who love your country, love your families and want a better future for all americans.

disturbing surveillance video shows an intentional attack on police officers using a car as the weapon. authorities say the driver tried running the three cops over at a phoenix gas station early this morning. one of the officers was flung eight feet into the air. it was his fist day on the job. didn't stop there, the driver got out and starting brawling.

they had to subdue the suspect with a taser. >> these officers could have been killed and i thank god that we're not planning three funerals right now. >> the driver is now facing three counts of attempted murder. police don't know what his motive was. in southern california, a driver reportedly stole a semitruck and led police on a chase for three hours. after reaching speeds of 70 miles an hour he pulled off and surrendered. it started started with he refuo pull over. the truck handles hazardous waste, but they were not explosive. the suspect told police he did not to want go back to jail. a philadelphia woman accused of scamming landlords out of tens of thousands of dollars. the alleged elaborate scheme involved several fake identities. but that didn't stop wendy

salesman from tracking her down. >> she's not only accused of stealing from multiple landlords and wrecking homes, but she stole the identities of her sister, her mother, and her minor child. >> i can't even explain how upset i am. >> reporter: this is the first time linn johnson has been in her house in eight months. >> she's ruined my house. >> reporter: this property where she raised her kids was supposed to be an investment. but johnson said it turned into a a nightmare when this woman, latasha waits, moved in. i want to talk to you about your failure to play rent. she signed this lease to rent her home using documents we have now confirm ready fake. including a hospital id. and pay stubs bearing her 16-year-old daughter's name. >> she definitely wins mother of the year award. using her daughter's identity. >> reporter: after four months of living here, all they

received was a security deposit, a bounced check and a lot of excuses. >> she's a professional. >> she owes me over $13,000. >> reporter: she started the eviction process. case was delayed. the renter claimed to be hospitalized with a life threatening disease. >> she will go to any lengths to sort of make that fiasco continue to sort of go on and on. >> i think it was about 17,000 that we lost in the end. >> reporter: they accused same woman of damaging his home after living there rent free for six months. >> she was an experienced con artist. >> reporter: records showed she couldn't come to court in his case because she fell down and couldn't walk. >> looks like it's about $50,000 she's taken landlords for. >> reporter: she was using another alias in her case. >> she uses all the names interchangeably. >> reporter: and she successfully delayed this

eviction hearing, claiming her daughter had brain surgery and lost her battle. >> the same person died three times, i think. >> reporter: action news has seven court cases tied to her and her various court cases. >> it appears the individual that was arrested committed fraud in a number of ways. >> reporter: philadelphia police arrested her in july on forgery, theft, and conspiracy charges. a decade of alleged deception seemed to be catching up with her. and so did we outside a court hearing. do you feel bad about saying that your daughter has died? is that going too far? seven landlords have been awarded judgments in cases allegedly associated with her. do you plan to pay them back? johnson doubts she will see a penny, she hopes she will see justice. >> she's a criminal and should be treated as such. >> reporter: she has a job at a local hospital. her criminal hearing is rescheduled for later this month. no word on if other landlords

will be joining in the suit and if anybody will get compensation. >> thank you for that report. in other news, crews with the environmental protection agency testing soil for possible hazardous materials. it comes as cleanup gets under way after toxic car battery casings were found buried under two homes. the federal government expects to spend half a million cleaning up the properties. the american middle class is making more money for the first time in seven years. the median household income spiked more than 5% in 2015 to $56516. according to the census bureau. it's the biggest one year gain since the 1960s. notably the poorest americans saw the biggest jump in pay, which led to the sharpest drop in the poverty reed. more states passed minimum wages, and with falling unemployment there's greater competition to fill jobs while

humidity is inching up tonight. that will be the case early tomorrow before it drops throughout the day. now a warm september night. philadelphia, 72 degrees. and allentown, the same. mill vale, 70, wilmington, 71. and cape may, 76. and showing the front passing through tomorrow night that will bring us cooler air. unfortunately it's moisture-starved. just a few scattered showers along the front. and most of that will be drying out. in the meantime, a lot of rain, parts of florida and georgia. this is tropical storm julia. max sustained winds, 40 memory. formed tonight just west of jacksonville. actually over land, which is very unusual. but this will really be suppressed to the south. so we will not be tapping into any of that tropical moisture. we'll just get very warm air tomorrow. philadelphia, 91 degrees, allentown, 89, mill vale, 90. trenton, 90.

starts humid in the morning. drier air mixing in in the afternoon. so the humidity will not be oppressive in the afternoon. but these are the records to watch. all of our records below 90s. and i think we'll be within about one or two degrees of the record highs tomorrow. so it's certainly going to be a very hot day. in the meantime, i don't typically show things in the western pacific. but this is super typhoon murunti. and this storm is a category five hurricane. packing sustained winds, 180 miles an hour. it will be hitting the coast of china north of hong kong by thursday morning. and as we zoom in you can see that this is an amazingly strong storm. it barreled through the philippines. and this is the strongest storm since haiyan back in 2013. looks like damaging winds, a strong storm surge and heavy rain that will likely lead to some mud slides across china. something to watch. back at home, much quieter.
