philadelphia. pastor robert cook and his family were coming back from a concert when a 66-year-old man approached and demanded money. it happened last night on pratt street outside saint james lutheran church. pastor cook was hit over the headway nail gun played to look like a fire a.m. that's when his wife turned the tables on the suspect. >> i heard my wife saying drop the gun, drop the gun. i'm like she's got her gun and he turned towards her and i said shoot him, shoot him and she shot him. >> now police say the woman was licensed to carry a gun. the suspect ran bleeding from the scene but was arrested outside a nearby hospital. >> it is one of the most well known hospitals in our area for taking care of people's eyes. but today the future of wills eye hospital is in jeopardy because of a dispute with medicare. health reporter and registered nurse ali gorman live now at the "action news" big board to explain what's going on and what local leaders are doing about it.

ali. >> reporter: senator bob casey is now involved. he says years ago wills eye helped save his daughter julia's vision in her left eye. that's her there in her cap and gown. now the senator is fighting for wills eye so doctors there can continue to offer all of their services to help other families. senator bob casey visited wills eye hospital this morning. the facility known for its world class ophthalmology services is now in a battle with the centers for medicare and medicaid services or cms. casey says cms wants wills eye to stop providing inpatient services by november 1st to cut costs. but in pennsylvania in order to be licensed as a hospital, a facility must have inpatient beds and many complex procedures require hospital status. >> that conflict if it were to play out fully would phil

wills eye in essence having to shut down a lot of its services. >> reporter: one of those services could be treating kids like six-year-old joey. he was recently diagnosed with retinoblastoma the most common eye cancer in kids. >> you hear cancer when you least expected was devastating. >> reporter: this mother chrissy says one thing she didn't have to worry about was the care joey is receiving. wills eye treats 50 percent of all children in the u.s. diagnosed with retinoblastoma. >> this is the place to be when it comes to the eyes. >> services that we provide here are hospital level services. we treat the most complex, most complicated eye surgery ophthalmic conditions in the world. >> reporter: if wills eye loses inpatient status it will become an ambulatory surgery center reimbursements will be lower, more importantly the ceo says they won't be able to offer many of those complex

mess it has caused. the westbound vine is jammed solid delays have spilled back here onto the ben franklin bridge which continues to be very slow from the mid span on into eighth and vine. and a lot of people know our secret by now it's a really nice time of year to be down the shore. so, people are heading down the shore on this friday afternoon southbound side of 42 is jamming from the mid span of the walt whitman bridge through this point on down toward route 55. closer to the shore in galloway township, there's a downed pole and wires from an earlier crash so moss mill road is shut down. great creek road an alternate around that and it's been a mess of an afternoon on the westbound pennsylvania turnpike with several accidents. bottom line is still a really slow go from bensalem westbound out toward mid-county. let's grab the ipad do the commuter report on this friday afternoon. if you're headed to the delaware beaches we also la crash for you southbound sized highway one near saint georges. it's gone now but speeds are still slow there in the southbound lanes. we'll check it again brian and

sean great just appeared via video before an ohio judge. he was arraigned on murder and kidnapping charges. police arrested him tuesday when a woman dialed 911 to report she was being held captive at his ashland home. officers rescued her but found the remains of two other women there on the property. great also led them to a third unidentified body. >> aid convoys to syria were delayed for the fourth day as fighting erupted despite a ceasefire. syrian troops withdrew from a main road leading to the rebel held part of that city for hours before returning to their position. the russian military said rebels violated the ceasefire claw brokered by the u.s. and russia. russian television yesterday showed syrian army officers complaining about truce violations by the militants. >> it's been almost a month since a deadly earthquake devastated part of central italy and with an enormous cleanup effort still ongoing a local restaurant is stepping

>> ♪ >> a special ceremony this morning in montgomery county. honor the sacrifices made by prisoners of war and those still missing in action. county commissioners and members of the disabled american veterans and vietnam veterans of america held the ceremony outside the courthouse in norristown. a new claire was donated by the veterans groups. it was also dedicated today. it will be placed inside the rotunda at the courthouse. >> honors just keep coming for two olympic athletes. today philadelphia mayor jim kenney recognized nia ali and ij wilson in center city. ali won a silver medal in the 100 meters hurdle last month in rio. even though both athletes have ties to new jersey they were proud to represent the philadelphia area. >> we were proud to watch them. senior citizens in burlington county new jersey now have a new place to call

>> ♪ >> "action news" continues with meteorologist adam joseph, alicia vitarelli, sharrie williams and brian taff. >> ♪ >> hello again. 4:30 now and "action news" continues with justice for a delaware psychologist stabbed to death inside her own home. >> and penn state gets ready to honor former football coach joe paterno but the move is laced with controversy. >> plus, he was in the right place at the right time. a postal worker is being hailed a hero today for saving his coworker's life. we'll hear from him and the woman he else queued in big talkers. >> but first at 4:30 speed cameras could one day be installed along one of philadelphia's busiest and deadliest roads. state lawmakers are considering a bill to okay the cameras along the roosevelt

boulevard. "action news" reporter gray hall is live now along the boulevard in northeast philadelphia with the full story. hi, gray. >> hi, sharrie. well, this road without doubt is extremely dangerous and the numbers really paint the picture. according to aaa between 2011 and 2015, 5,000 people were injured in crashes and 61 people died on this dangerous highway and many people say it is the perfect location for speed cameras. >> my niece, she and her three children were killed on roosevelt boulevard on july 16, 2013. >> reporter: powerful testimony from la tonya byrd. she lost four family members along roosevelt boulevard in northeast philadelphia. she is just one of many supporters pushing for speed cameras to be added along this dangerous stretch of highway. >> the speed cameras will help and just hold everyone

accountable not just with tickets but also with some education. >> reporter: for many it is a no-brainer. they say the speed cameras would reduce speeding traffic accidents and ultimately fatalities along the most dangerous road in the state. >> it's been dangerous for years. i'm 54 lived here all my life up until about 10, 12 years ago and involved roosevelt boulevard has always been the worst for -- the worst highway in philadelphia. >> reporter: the statistics are alarming for the 12 lane road. 75 percent of accidents along roosevelt boulevard result in an injury and 12 percent of people who die in a crash in the city, die on the boulevard >> certainly won't hurt and if it's going to save one life then it's worth it. >> reporter: today leaders with the pennsylvania transportation committee listened to testimony from the public on legislation for a five-year pilot program that would install those speed cameras. if approved, there would be signs warning drivers about the cameras. tickets will be issued for those going at least 11 miles over the posted 45 speed limit

and violators will be slapped with a 150-dollar fine. while many think the idea will be a life changer others are not so confident about the cameras. >> it's a big problem but i really -- i'm really not convinced that the cameras -- i think in some cases they cause more problems. >> reporter: all right, so back out live this still has some work to be done before it is all approved. over 20 states already use this technology. we should also mention that if you are found in violation, you have the right to appeal the ticket and all those recorded images will be deleted after a year. that is the latest from northeast philadelphia, gray hall channel6 "action news. brian. >> all right, gray, thank you. "action news" has learned a driver was killed this morning during a head-on collision in whitemarsh township montgomery county. chopper six was over flourtown road. we're told the driver who died crossed into oncoming traffic. police have identified him as kenneth green from oreland.

the other driver was taken tots hospital and was treated and released. a delaware man will be spending the rest of his life lined bars for killing his former psychiatrist. today 22-year-old christopher frick pleaded guilty but mentally ill to first degree murder which carries a mandatory life sentence. police say he admitted to stabbing 55-year-old caroline kong to death. frick was a senior at the university of delaware at the time. police say he was obsessed with her and land the killing for three years. >> an arrest has been made in connection to a series of convenience store robberies in northeast philadelphia. philadelphia police and the fbi believe david swint is the man seen here in the video allegedly involved in at least eight crimes. we first told you about this story three weeks ago. five of the robberies happened at the same 7-eleven on the 5200 block of harbison avenue. well, each time police say he walked into the stores showed a black handgun and then

demanded cash and newport cigarettes. officials are still trying to figure out if swint will face state or federal charges. >> chopper6 live over breaking news in north philadelphia right now. police are on the scene of a shooting that we have just learned in the last couple of minutes is in fact fatal. police say a 13-year-old black plan was slot four time in the chest here. this appears to be in an alley way behind the 2000 block of north randolph street. police were called to the scene for reports of a man injured by gunfire. indeed when they arrived they transported him to temple hospital where law pronounced dead just minutes afghanistan. police on the scene investigating. no arrests just yet. and no weapons recovered here. penn state is marking the 50th anniversary of joe paterno's first win during tomorrow's game against temple commemorations during the game will focus on paterno's compliment to student athletes and highlights of the 1966 game. now hundreds of the late

street. the pliny park will be there for one week. after that it will appear in other spots around the city. >> septa is hoping to come combat cleanliness issues with a fresh coat of paint but this is not just any kind of paint. >> he's a good guy to have around for sure. good afternoon brian and sharrie. you'll have a lot of people around you if you're trying to drive on these roads this afternoon. they are very crowded. this is 95 by allegheny avenue. we had a northbound accident that was taking out the left lane close to here. it's gone now but as you can see the delays certainly aren't. i've also been trying to give you early warning that the middle of next week they're going to be closing the southbound 95 ramp to aramingo avenue at the betsy ross bridge interchange. that's going to happen wednesday night long term construction the reason. we'll be keeping you posted on that throughout next week. meanwhile this is the vine street expressway eastbound plenty heavy coming off the schuylkill headed out toward 95. our westbound accident that was here on the shoulder by the ben franklin parkway on-ramp just cleared. the delay on the westbound side also certainly has not cleared. and we still haven't lost our delay on the pennsylvania turnpike westbound. still solid from bensalem out to fort washington. even though the couple of earlier accidents have cleared. there's a crash in pottstown this afternoon shutting down

sunday trickling into monday a couple changes headed our way. we'll enjoy it while we can. we'll show you the picture outside. the action cam was outside earlier today in bordentown new jersey in burlington county. looking up at the sky and a beautiful shot of the american flag as well. it's bright, it's comfortable. no complaints here on our friday. in fact here's storm tracker6 live double scan radar. it's dry thanks to a dominating ridge of high pressure. it stays dry as we get into the start of our weekend. after that we'll be tracking changes. 79 in philadelphia, 69 in the poconos in reading and lancaster temperatures there are in the upper 70's. at the coast in beach haven -- cape may i should say, coming in at 70. here's satellite6 along with action radar. we've got dry and quiet conditions across our region thanks to a dominating ridge of high pressure but you look off to the west and we're tracking a cold front out across the midwest. that's going to be working its way eastward as we get into the second half of our weekend and then linger even into early next week. so, over the next 12 hours

we've got a bit of a moonlit sixty five it's comfortable and cool. overnight low dropping down to 60 and 51 degrees in the suburbs and also want the look up at the sky tonight because we have the full harvest moon. the moon rises at 7:15 this evening. here's the setup for us for the start of our weekend. on saturday 84 degrees the high temperature plenty of sunshine slightly more humid. then as we get into the day on sunday we're going to be tracking this cold front, this is a slow moving cold front at that so sunday the high temperature 86 degrees afternoon thundershowers are likely and some rain moves in really sunday night and it stays with us on and off on monday. we'll give you the time line with that. down the shore however on your saturday sunshine a few clouds a high temperature coming in at 77 degrees. rather cloudy on sunday with a high up to 79 especially as that cold front moves in from a west-east direction. here's the exclusive accuweather 7-day forecast. warm tomorrow, little bit more humid. high temperature in at 84 degrees but we stay drive. on sunday it's muggy and at 86 degrees with some afternoon showers and storms.

on monday much needed rain with a high temperature of 82 degrees. in fact future tracker six showing you late sunday into monday the bulk of that precipitation looks to be couldn't find along the i-95 corridor and point to the north and west where we could pick up a half inch to over an inch of rainfall. we need the precipitation across our region so we'll track the timing of the moisture as we even head into our weekend. on tuesday, hot and humid, up to 89. record heat is 90 set for that day. wednesday sunny and warm and at 85. the autumnal equinox fall arrives on thursday at 10:21 in the morning. not going to feel like that with a temperature of 87. then a fall scorcher next friday with a high temperature of 90 degrees. so, a lot of changes in that forecast. a good start tomorrow but then we're tracking that rain as we get into closing time on sunday. >> closing time. >> got to go back to work. >> it's over. >> we got it. melissa thank you. >> okay. >> freebie friday coming up
