>> good morning everyone, it is 4:00 a.m., friday, november 4. "action news" is on early to help you get ready of day four of the septa strike. fast acting firefighters made all the difference for two young children trapped in a burning high. a driver killed a pedestrian near a high school at the jersey shore. police have clues. a pair in a pick up wanted to get pulled over, the traffic stop may have saved a woman's life. annie mccormick and karen rogers have coverage of the septa strike.

first up, david murphy has the exclusive accuweather seven-day forecast. >> reporter: we have rain that missed the center of the region, we had sprinkles and thunderstorms down south. now we have clouds in place, we expect them to break up quickly today and we are expect be them to transition to a decent amount of sunshine. 54 in philadelphia. 52 in wilmington.55 in millvill. the wind are come out of the northwest. him for a portion. day they will be blustery. 52 by 10:00 a.m., 54 by noon. 64 degrees that's it. 6:00 p.m., we're back down to 53 degrees, it's going to be chilly for the evening commute we're stuck with the same sort of pattern as we go through the weekend, breezy and cool. a bunch of stuff happening this weekend we'll cover it all.

>> reporter: it's another day with no buses, subways or trollies with the septa strike continuing today. yesterday we had 30 minute delays on the regional rails, we had issues with the media/elwyn overcrowding, overall the delays yesterday morning were not as bad, i wonder if people might take off, make it a long weekend to avoid the problems we'll see what happens. looking at the vine street expressway, at broad street. it's quiet right now. you might want to head out right now to avoid the gridlock we've seen in center city with so many people driving to work. the delays in the city are back on the ben. we've seen jammed conditions on the ben, not happening right now because it's early. i-95 no problems, schuylkill expressway looking good, 42 no issues so far on a friday morning. >> status quo with the septa

strike, annie mccormick is following efforts to end it live at the sheraton in center city. >> reporter: both sides continued to talk through a state meade area but left without a deal. the latest proposal has a deal for enhanced pension plan, septa union members will have to pay $120 a month for healthcare. both sides were trying to get the numbers to match and come to an agreement on noneconomic issues like working issues. they accused the union of allowing the strike and the other accused of septa of playing games. union president willie brown said they will not back down to the demands.

way to two children getting to them before it was too late. katherine scott is live on the scene in the city's olney section. good morning, katherine. >> reporter: good morning, tam, two children were taken to area hospitals in critical condition. the fire department has not provided an update on their condition. the police just opened up the block in the last few minutes. crews have been on the scene throughout the night in olney. firefighters were called out around 9:45 a.m. for a fire in a row home on the 300 block of east sheldon street, they were here in 4 minutes and started fighting the flames. the fire commissioner said there was heavy smoke inside they found and rescued two children who were trapped on the second floor of the home. firefighters have not said if there was anyone else inside who escaped before they got there. paramedics treated the children on the way to the hospital.

killed in atlantic city near atlantic city high school. the striking vehicle was described as a black pick up truck with a extensive damage to the drivers side. >> both presidential candidates have set their sights on pennsylvania. republican nominee suggested a clinton presidency would be clouded by corruption and dogged by federal investigation. the democratic nominee will be in pittsburgh today. she'll attend a get out the vote concert at the mann center in fairmont park. her campaign announced the final rally monday night before the election. clinton will be joined by president obama and first lady michelle. we did get in rain yesterday, being up early you get turned around.
