presence in this area and on this street. >> it puts you on edge for sure. >> another neighbor told us that police were here on the block recently talking to the residents about recent break-ins with so much student housing in this area now, there are surveillance cameras everywhere. detectives are hoping that one of them captured the suspects. i'm sara bloomquist, channel 6 "action news." >> all right, sara thank you. the man accused of setting off bombs in new jersey and new jersey, went before a judge today on federal terrorism charges, ahmad rahami, made his first in court court appearance after being captured in september. he is concerned with his injuries sustained in a shootout with police and the 22-year-old is accused of detonating a pipe bomb at a marine corps charity

race in seaside, new jersey. and setting two pressure cooker bombs in manhattan. he plans to enter a plea of not guilty. a police officer is dead after an ambush style shooting in western pennsylvania and so is the man wanted for opening fire. the incident happened at 3:00 this morning in theown of canyca canyca cannca canonsburg. the gunman was watching for police inside. and they found the man and woman inside of the home. the officer killed is scott leslie a father, who served on the force for seven years. >> he was a loving father and never once did he ever say no to me for anything. he is one of those guys that was

today new protocol was laid out for just how police involved shootings will be handled and investigated here in philadelphia. district attorney, seth williams laid out the new procedures for

any instance that involves an officer using his or her weapon. the goal is to have transparency and accountability. and it includes sending special investigations district attorneys to the scene after any officer involvvof involved inci the district attorney will meet with families directly and talk to family members about how it will proceed. and whether or not charges are filed. this is a big one, a lot of people talking about this, the report will be made to the public in 60 days, a timeline is on it. 60 days after any investigation is complete. >> our investigations will be independent. >> our investigations will be parallel to that of the philadelphia police department and our investigations and their
