the bed. >> an early morning explosion jolted away a quiet center city street. right now police are trying to figure out who hid an explosive device in a piece of mail targeting a homeowner on pine street. the big story is the explosion investigation just blocks against rittenhouse square. just hours ago officials ruled out innational terrorism has the motive. sara bloomquist is live with all the details. >> reporter: rick and monica, it's atf and fbi and postal specter and philadelphia police and bomb squad and homeland security all working in concert now to figure out who the person or persons is behind this explosive device, they say they have not seen a device quite like this one in this area before. they are confident that it was intended for the man that opened the envelope detonating the device and sending shrapnel flying causing serious injuries.

philadelphia police sponed to 1808 pine street at 4:00 this morning. they found the 60-year-old victim suffering from wounds to his face torso and left hand. there was an explosion when the victim opened an envelope that he thought was medication he receives through the mail. >> it was a substantial detonation. >> about ten neighbors were evacuated as were guests at a nearby bed and breakfast. >> obviously i had the concerns to clarify what the situation really was. >> a lot of bright lights that is pretty weird for 5:00 in the morning. >> investigators say that the envelope was addressed to the victim and intended for him although they don't know why. the victim was out of town and it's unclear when the parcel arrived and whether it came to

the mail or whether it was placed at the address. we have to operate under the premise there was a possibility it went through the mail but we don't know that right now. >> for most of the day the block remained blocked off as investigators looking for includes. they are asking for the public's help. >> it's not everything we see in our city here. i assure you no expense will be spared and we'll use every available resource to identify the person responsible for this violence crime. >> reporter: the victim's roommate was also home at the time but was not injured the envelope and device is sent to atf headquarterers in virginia with inspection with priority status, the postal specter is working to track the bar code that was on the piece of mail and the victim did undergo surgery and is recovering at jefferson university hospital in stable condition. i'm sara bloomquist, channel 6 "action news." >> thank you.

philadelphia police want to know how a body ended up in the woods in northeast philadelphia. that body was found this morning by a man walking his dog along brook view drive. the person is african-american a man in his 30s and found half clothed. pennsylvania state police are asking for your help identifying a woman found in ridley creek state park on thursday. it's reconstruction of what officials believe her face would have looked like, three rings, two backpacks and two pairs of shoes and two pill bottles were among the items found near her. they believe she died in 2014. pennsylvania's new attorney general released what could be the final report on controversial emails found on state government servers but it's not the bombshell envisioned by former attorney general, kathleen kane when she launched the investigation a year ago.

>> bruce beamer says the report ordered by kathleen kane found no wrongdoing by judges and prosecutors. >> the question of whether or not there is some systemic old boys network around the state that is creating these kinds of problems, the report did not really address that. that said the report found hundreds of offensive emails, 51 people including three sitting judges were identified. the judges shared them only with family members not with anyone in the judicial system. >> we forwarded them to the judicial conduct board for any action they deem appropriate. >> but beamer decided not to publically name any names, blocking out identifying information about what was released because some of the search messages were flawed. a computer app used to find

race, sex and religion found other emails, about one inquiring about the lack of an invasion to a network of women diagnosed with breast cancer that shared with emails with a phrase used for self detection of the disease. they were flagged address inappropriate. >> apparently inappropriate emails were sent by two police chiefs and a member of the legislature. they looked at 6.4 million emails and cost the taxpayers about $400,000. in harrisburg, john rawlins, channel 6 "action news." >> it was a record breaking rally on wall street today. the dow jones industrial average closed 19,000 points the first time it hit that level. it hit.sixth record high close since the election two weeks ago? >> the dow closed 67 points and

overturning and then crashing into a telephone poll and then a tree killing five children at the scene the youngest in kindergarten. >> a horror story a total tragic scene. we saw the children some of them escaping through the roof hatch. >> according to school officials, 37 children from this chattanooga elementary school were on the bus. the school open today with counselors on hand for so many still in disbelief. >> it's so sad. >> there are no words. i have no words. >> how can you explain this? >> you can't explain this. >> i thought maybe they could explain it differently than i can. >> investigators are now in tennessee to get to the bottom of this. >> we'll look at the totality of this situation to try to determine what caused this and try to make recommendations to prevent it from happening again. >> police revealing so far a warn is issued to remove the

health check tonight, dementia is affecting a smaller share of americans according to a new study out of michigan, researchers say that two key factors are causing the decline. ali gorman joins us with the

details. >> there are millions of people with alzheimer's disease and dementia and this new study shows that the prevalence range has gone down and healthy living can help preserve brain function, dementia affects four to five million adults in the u.s. and their families. they found the prevalence rate for dementia dropped from 11.5% in 2,000 to 9% in 2012. dr. kenneth langa contributed to longer life spans but lower obesit obesity. >> and there say lower risk of having dementia than a 75-year-old 10 or 20 years ago.

who their ambassadors should be. >> governor pat mcrory's campaign has filed for a recount in his close race, the race between mccrory and ray cooper is down to 6,000 votes and the trailing candidate is entitled to a recount if the margin is less than 10,000 votes. world news tonight with david muir will have more on the political scene including the latest move to fill in his administration. you can watch that following "action news" at 6:00. in other news, fire companies from chester county and newcastle county, delaware are battling a brush fire and burning in the mount cuba center a nonprofit botanical garden, firefighters were called to the scene and called in fire tankers after that. smoke could be seen for miles, it's not clear what sparked the

fire. the search is on for the suspect that torched a car in montgomery county and touched off a minor brush fire it was discovered in chester park near houston street. it spread to a tree trunk and dry brush in the area. nobody was injured. a crash between septa bus season car ended up with the car backed into a house in olney this afternoon. officials told "action news" that the 26 and car hit, and two people on the bus reported minor injuries and one person in the car was also injured. a brazen thief targeted a north philadelphia dollar store not once but twice. and now meets want your help tracking him down once again, they want his help for the dollar store. take a look they say that the same man walked into on the seventh and then the ninth and tried to take items without paying for them. in both cases the worker tried to stop the man and was

threatened by a gun. >> in the meantime, from our delaware newsroom a piece of road equipment overturned in newcastle this afternoon causing a backup on southbound 95 this was the scene at noon shortly after a del/dot front loader tipped over on the side of the road. they brought in other equipment to bring the other vehicle right side up. >> thanksgiving may be two days away and people in philadelphia rolled up their sleeves and stokes the fires for an annual turkey day tradition. they hosted their luncheon for 1,000 residents, and inviolated people from the district and those that helped people with intellectual disabilities. 6 abc's annual food drive is underway and all month long we are sharing stories of our neighbors in need. matt o'donnell reports that
