news. police have arrested and charged a man with the hit and run in overbrook. paul woodland faces homicide by vehicle in the death of 8-year-old gianna powell. she was struck and killed on november 18th. vernon odom is in overbrook with the details. >> reporter: rick and sara good afternoon. woodland formerly charged by police overnight. sad, just sad that is how one of the neighbors described the tragedy that left the 8-year-old child dead. >> this is their man, paul woodland from overbrook. charged with the hit and run crash that hit and killed gianna powell whose home is not far away. she was killed while crossing the street with two siblings, the driver did not stop and the

siblings were not seriously injured. police were tipped about a car fitting the hit and run car trips in chester county. >> the person saw the vehicle and got suspicious and we went up there and matched the auto parts to that particular car, it's absolutely the car. >> earlier this gianna's parents asked for help finding the hit and run driver. "action news" spoke with her father last night. >> hard. with the community helping us and the family helping us it was helping a lot. taking it one day at a time. >> the nissan sedan belongs to woodland's girlfriend that lives on the same block she has not been charged at this point and neighbors are shocked by the arrest. >> it's sad. why would you hit and run? it's an accident stop.

i mean -- lord -- it's an accident why not just stop? >> reporter: rick, the charges against woodland include homicide by vehicle and involuntarily manslaughter and his bail is set at a half million dollars. live in overbrook, vernon odom, channel 6 "action news." >> developing this noon. police just announced there is new information in the center city package explosion that seriously injured a man on pine street. they plan to hold a news conference earlier today. and jim alden was hit with shrapnel when he opened the letter last tuesday. the atf and fbi and postal service is all investigating. we'll have an update tonight on "action news" at beginning at 4:00. and breaking news from jacksonville, florida, where police arrested a gunman holding

hostages inside of a bank there. officers were called to the community first credit union for reports of a robbery. the suspect was holding at least 10 hostages inside and the police negotiated with him and convinced him to release some of them and became distracted when two people hiding began to run from the building and the s.w.a.t. team rushed in and rescued the remaining hostages. a police chase in philadelphia ended with a pileup that killed a woman in her car. police followed two people they believed to be involved in a shooting in westminster. the pursuit ended when the suspect's nissan broadsided the vehicle on locust. the woman killed in the crash is not yet identified by police and the two suspects have been a

arrest arrested local protesters took their frustration to the street over the dakota pipeline. it stopped at several bank as long market street. it's designed to carry oil from north dak to illinois. the sioux tribe says it will harm drinking water and cultural sites there. an allentown day care worker is accused of teaching toddlers how to curse and making videos how to do it. giles worked at creative minds day care academy. it was november 4th when she allegedly told one child to use obscenities toward another child in her care. philadelphia police are looking for a person that shot up a security guard's vehicle in the frankford section overnight. the back rear window and drivers

police shot and killed a man that they say killed a police officer in washington state yesterday. the man was holed up in a home using two children as shields. he is accused of gunning down an officer in takoma, a sheriff's deputy was able to get a clean shot at the suspect without harming the children. investigators found multiple

weapons inside of the home. four people were arrested in charlotte, north carolina. during a protest after the announcements that prosecutors will not charge the officer that fatally shot a man in september. the officer fatally killed keith lamont scott after he did not drop his gun. and they showed him earlier in the day with a bulge in the ankle with his pant leg rolled up with an empty holster. self phone video cam toured last year's shooting of 50-year-old walter scott. it shows michael slager shooting scott several times in the back while he tried to run away. he said he feared for his life after scott got a hold of his taser. >> an 11-year-old massachusetts girl helped to save her newborn sister's life all thanks to an

in now especially to the north and west. 53 degrees the current temperature. the dew point 35 and down from yesterday. pressure is rising and high pressure is moving in. and the winds out of the west northwest sustained at 17 but we have seen gusts of 25 miles per hour at times through the early part of the day and that continues into the evening and the ocean temperature 52 degrees. satellite 6 along with action radar showing the rain is out of here and we had nothing but sunshine early on in the day. and now the clouds move in and cold air comes into the region and philadelphia we see more clouds fill in as well. the lehigh valley lots of clouds and breezy and high of 50 degrees and at the shore it will take a lot longer for the clouds to reach there. shore forecast sunshine and a few clouds breezy and high of 59 degrees, much warmer than the lehigh valley. and here in the city at 2:00 clouds and sunshine and 53 and temperatures continue to fall in
