images. detectives are combing through video from the past few days from across center city. they are certain that this person are you about to see placed the package on the front doorstep of the home. the video shows it. the question is why. video shows the person of interest on november 20 and at 9:30 a.m. where jim alden lives. the person appears to be a young asian man or perhaps a woman. the video captures him or her placing the envelope on the steps of 1808 pine street. >> this person did in fact, drop this parcel at the location. we are not suggested that he is the person that manufactured the device but we would like to find out from the public who he may be. >> it was on the 22nd when alden

opened the package believing it was his medication he receives in the mail. alden had extensive injuries to his torso and left hand. >> this was a specified target for this device. it is important that we identify who the person is that constructed it. it may be one and the same. >> they have identified the person before it was placed and then on lombard. they believe they wore two hats, a baseball cap on the bottom and a hat with ear flaps over it. >> it's a lumberjack or elmer fudd type of hat with the flaps down, you see it flapping in the wind as it's individual walks. again, we want to show you the raw video, this is the surveillance video it shows the person placing the package on

the front doorstep walking along pine street and lombard before and after and they carried a large shoulder bag that contained the device. the victim told authorities he does not know who this person is or why someone would want to harm him. that device is still being analyzed and trying to come up with a dna connection as well. there is one number to call with the tips. 215-686-tips. >> possibly a big lead here thank you. we know the identity of the innocent driver killed at the end of the police chase. car carol issome. it all started when police pursued a pair of shooting

suspects a few blocks away and the two suspects caused a collision involving four vehicles and one being driven by issome. gray hall will have more on a live report tonight at 5:00. >> new information now in the murder investigation of a 2-year-old boy. investigators say he had narcotics in his system. police say that he tested positive for thc, the main ingredient in marijuana. late thursday night. officers responded to a home in the 600 block of east clementine street where the toddler was found unresponsive. he later died at the hospital. an examination reviewed the boy and found he had a las rated liver and bruises to his chest and eye. police have made no arrests but are interviewing several people including the boy's mother and boyfriend. an allentown day care worker

plant in indiana. he says it will save $1,000. the company was planning to move their business to mexico to save money. details of just how they got the company to stay is still emerging. a spokesperson says that the state of indiana offered their company tax innocecentives to k them there and trump saying this is the first of many companies he will fight to keep in the u.s. >> one thing we are doing is to keep them is lowering our business tax from 35% hopefully down to 15%. which would take us from the highest tax nation in the world. this is terrible for business. to one of the lower tax. companies are not going to leave the united states anymore without consequences. not going to happen.

>> now as part of his thank you donald trump heads to cincinnati, ohio to thank his supporters there. >> thank you. election officials have approved a recount in philadelphia and that will begin tomorrow. the city's election commission authorized the limited recount following a legal filing from green party candidate, jill stein. her team is spearheading recounts in wisconsin and michigan. they were hoping for a full recount citing the city's use of voting machines that they say are susceptible to hacking. ocean county, new jersey, is taking a new step. giving narcan to high school nurses. it reverses the affects of her ohin. nora muchanic is live now in toms river following the story today. >> reporter: hi sharrie, the

drug death toll in ocean county is exploding and experts tell us that kids in high school and younger are using heroin and prescription pills. the county prosecutors wants schools to be prepare in the awful event that a student jo overdoses. >> nurses and drug staff all of ocean county are learning how to use narcan, the nasal spray that can reverse an opioid overdose. >> the epidemic will get worse and we need to be armed and ready just in case. >> it's sponsored by the ocean county prosecutors office. prosecutor says that there is at least one overdose at a county high school and won't say where, but thinks that having narcan on hand will help the exploding opioid party he calls the synthetic storm.

it was a petrifying scene that played out at a barn in jacksonville florida. a gunman held 11 people hostage. s.w.a.t. teams were able to free everyone without a shot fired. thanks to quick thinking by first responders and civilians on scene. a bank robber put a gun to the head of one of the hostages, to people were hiding inside unknown to the gunman and they

distracted him allowing the s.w.a.t. team members to swarm in and free every single person being held captive. >> we were able to resolve it, and resolve it peacefully. because of professional expertise to make the right decision at the right time and execute that and take this person into custody and rescue the hostages. >> the suspect is in custody and have not released haze name. a man in his late 20s or early 30s, he could face bank robbery, armed kidnapping and armed assault. he is behind bars and all of those hostages inside of that credit union were freed with no injuries. >> good news. rescue teams in tennessee say they are making good progress in their search for people who survived the deadly wild fires. take a look at this drone video, it shows a new perspective of the damage in gatlinburg and the

surrounding area. you can see shells of burnt out homes and torched trees and a haze covering the entire area. the raging fire killed seven people and family members of one victim said it all happened to fast. >> the last phone call she made to my brother was the fact that she was scared and frantic because the house was on fire at that point. >> during that conversation my brother lost communication and we think that cell towers went down and signal when bad. that was the last we heard of her. >> national park officials say that the fire started days ago in the trail in the mountains and strong winds helped to spread the fire monday night forcing 14,000 residents and tourists to evacuate. protesters disrupted the morning commute as they rallied against the controversial oil pipeline project. this is the thomas paine plaza.

a check of the accuweather forecast. >> temperatures down and sunshine out though. meteorologi meteorologist, adam joseph joining us. >> reporter: you see here from the philadelphia international airport a lot of clouds pulled in this afternoon you see on the horizon a break there and the clouds will diminish during the overnight hours. and as you take a look at the far distance there with the steam stacks the wind is pulling it in the westerly or easterly direction with the westerly wind, the winds are breezy through much of the day. 18 miles per hour in philadelphia and same for wilmington and 14 in reading and 14 in millville and equally breezy along the immediate shore line as well. 47 in allentown and 47 for reading much cooler to the north and west after a couple of days with temperatures in the 50s and 60s. 52 in philadelphia and 53 in millville. 54 in dover right now and

is still in police custody today. reginald phillips went before a judge and ruled that his case could go forward. he is charged with theft and related charges. he broke off a six foot section causing part of the iconic stairway to collapse. a camden county man is under arrest for a string of vandalism in south philadelphia. the day after the election the people on the 900 block woke up to find this, racist messages on their cars. police say that 58-year-old william tucker was behind this and spray painted trump rules and a swastika with trump's name on two buildings. they recognized the suspect in this video. and fairmount park is ushering the holidays with their celebrations. this year's theme a very silly

wild fires down south but help comes from a performer that has love for her home town. and the family of a little girl hit and killed by a hit and run driver. police found the vehicle they say was involved in this. vernon odom is live now in overbrook where this incident happened just about two weeks ago. you have the newest details in this investigation. >> reporter: good evening brian. police say that the case against their suspect is rock solid. they have him firm but the investigation is not closed the question is, did paul william of overbrook had an accomplice in avoiding police detection until last night. paul woodland remains in prison his bail set at $1 million. he admits to being the hit and run driver that killed a little

girl. gianna powell was hurled 90 feet in the air and two siblings crossing the street with her were not seriously injured. the arrest came after an intense manhunt by police, the break came when the police were tipped of a vehicle matching the description was seen in a chester county body shop for repairs. >> the individual saw that and got suspicious and called us up and we went up there and were able to match up that particular car. it's absolutely the car. >> woodland confessed and said he was drive ago loan in his girlfriend's car. they live here in overbrook with their newborn. gianna's father says his son told him and police that he saw a young woman and infant car seat in the car when the car hit

presbyterian hospital. the gunman remains on the loose. >> a crash in collingswood camden county sends one person to the hospital and authorities say that a white pickup and red sedan collided at routes 30 and 130 early this morning. the road was closed briefly until the wreckage was cleared away. no word on the injured driver's condition. and an effort to expose led in homes and schools in philadelphia. is becoming a reality. city council voted to pass three led safety bills. and water safety regulations for testing in schools and child care centers. the new laws require disclosure of led risks to buyers and renters of properties older than 1978. >> use your best jump that was the message as they kicked off

safe holiday. urging residents to plan ahead, that means designating a sober driver or arranging a ride in advantage. operation safe holiday is a statewide initiative that means stepped up enforcement to combat drinking and driving. the local company is hoping to brighten the holiday season for some children. "action news" was there as a tractor trailer was loaded full of presents at the vanguard warehouse in wayne. thousands of wrapped toys and bikes and clothing and electronics were donated by employees to helpful fill the holiday wish list, the gifts will be given to nearly 1800 children that are less fortunate. >> very nice. it was only two days of rain, but i didn't know that people had cabin fever. some places picked up over 3 inches of rain but long gone and staying away for the weekend.

the flames did reach the doorstep of dolly wood the theme park named after parton but it was spared without any significant damage. former astronaut, buzz aldrin is recuperating at a new zealand hospital after being evacuated at the south pole he was visiting as a tourist when he fell ill.

he was flown from the coast. and it's reported that aldrin had fluid in his lungs and is responding to antibiotics and is in stable condition today. we start with a story out of texas that is heart warming and heart breaking, a little 2-year-old girl unaware that her mother died in a car crash to days ago was treated to a spectacular christmas surprise by her whole entire community. hadley's family says she loves christmas lights they went to facebook for calls for donations and decorations, for hadley's holiday, something to spruce the house up. and the town showed up with a big hug of approval from happy little hadley. >> the hardest thing to go through. my heart wasn't in it and i am thankful that they did it.

here by the exit for broad street, a broken down school bus taking out the right lane with slowing foo the airport into south philadelphia. other slow zones on 95, 15 miles per hour northbound by the betsy ross bridge, and fire department activity along cotman avenue along glendale by the country club diner, tyson is an alternate around it. typical slowing on the schuylkill expressway and a crash in delco along springfield in brook side by victory cleaners and cherry hill camden county. the southbound direction, it's extra slow now coming down 295 from past 38 from the accident scene at 70. and mercer county, downed wires giving us problems and yardville hamilton square road is an alternate. and a downed tree in hamilton
