frankford. some residents jumped to escape the burning building. but the big story on "action news" this noon is the death of a new jersey state trooper killed in a head-on crash. trooper frankie williams on the job less than a year died while responding to a call and the driver of the other vehicle was also killed. >> police saluted after learning of williams' death at cooper hospital. he was just 31 years old. bob brooks has more. >> reporter: such a tragedy and such a sad same here at the state police barracks and for this community. right here at the barracks the flags are lowered to half staff and flowers have been placed outside of the front doors, as

everyone starts to mourn the loss of trooper williams. it's a sight you never want to see. outside of the port norris state police barracks. the state police lost one of their own. pictured here, trooper frankie williams. it shows the violent head-on collision that took his life as well as the other driver not identified yet. williams was responding to a call driving northbound in millville. the driver of that toyota control awhen across the medan and smashed into williams head-on. this hit the community hard and some brought flowers to the bararacks in his honor. >> god bless and i hope they can carry on and our prayers are with them. >> the state police are great around here, and they are always here when you need them. i was heart wrenched hearing of his passing him being so young.

ticket for the bowl game. and news is expected at temple university to discuss where we are expected to hear from the university and coach rule. we'll bring the news conference to you live on air and online when with it happens but roach school is expected to head to baylor university to coach there. an apartment fire left people homeless in dover, delaware. on dupont highway. the red cross is helping everyone forced out of their homes. 20 people including four children are homeless this noon because of a fast moving apartment fire in frankford. this is the scene after 4:00 a.m. at the 400 block. they called in backup to help more than a dozen residents. "action news" talked to a resident that suffered burns to his face and hand.

parts of maryland and baltimore. and this is inching into our direction and over the next couple of hours we expect it to arrive in philadelphia and then push up to allentown. all rain if pottsville but we expect a turn over to snow in the poconos before this is over. there is a winner weather advisory in the poconos until 4:00 extending until 6:00 a.m. wednesday morning because in all of these areas in purple we are looking at snow. a general 1 to 3 inches is possible. and could go higher than that. chilly you need a coat and you probably have another hour to two hours before the rain comes up into philadelphia maybe a little longer than that. if you want to run out and get stuff done now is the time to do it. 45 in millville and 40 in allentown, not a lot of wind out there. although we expect the winds to go up to 15 to 16 miles per hour this afternoon.
