city. and delaware police are searching for a driver that struck a 12-year-old boy and took off leaving the child on the road with many serious injuries. but the big story on "action news" is a chilly morning that will get colder as the day goes on. a live view from center city and it looks like winter, wind picks up leaving us with windchills around 20 degrees tomorrow morning. david murphy is tracking the chilly temperatures from the "action news" big board. >> it's chilly out there today with temperatures in the mid-40s as you look back to the west there are colder and colder batches of air and eventually this stuff near great falls montana and rapid city, north dakota will inch down in our direction. but it will moderate a bit and won't be that bad but temperatures topping out friday,

scan sunday, upper 30s all three days and with the winds blowing tomorrow and into saturday, it will feel extra chilly with windchills in the 20s friday and saturday. for now it's pretty cloudy you showed us that on sky 6 hd and a sprinkle working its way into newcastle, delaware. some of this passed by and if you see a rain drop on your windshield, it's not much and won't last all that long. cloudy skies over the region right now and there are breaks out to the west and sunny breaks as we go later into the afternoon. probably clouds winning out for most of the day. and more of the same through philadelphia, millville and down toward cape may. not a big widespread in temperatures and winds are picking up a bit. see this area in blue, that is an indication of the stronger winds and upper teens at times.

towing company can take your car. vernon odom is live in center city with the details. >> reporter: good afternoon rick, it is convoluted and so are these measures but this is council's last session of this year, they go on hiatus now for the holidays until late january and due to take action on 60 measures in all today pieces of legislation, controversial measures taken at the local tow truck agencies. they set up a picket here to protest city council legislation, measures they consider unfair. to rein in a local industry that in many cases steals cars off the street through unscrupulous practices. the bills backers say it's a measure to crack down on rogue towers or rogue companies that

planning to release a video showing the vehicle that struck a 12-year-old boy, 12-year-old brian richard suffered broken bones and a fractured skull in newcastle monday night and the car in question say red chrysler 300 and the drivers side mirror should be missing and brian's mother is pleading for the drive toward come forward. >> i hope someone grows a conscious and turns themselves in and explains themselves. how they could leave a kid laying in the street. >> investigators are asking for the public's help to find the driver. if you have information you are asked to call police. newly released surveillance video shows a 53-year-old woman assaulted and robbed in west philadelphia. police are looking for two men that ambushed a man on north 68th street and the attackers punched herself times and ran off with her purse containing $800 and credit cards.

investigators say that one suspect wore a blue villanova sweatshirt with an orange scarf. the deputy commissioner is charged with fraud charges after prosecutors accused him of using his position to shake down businesses to buy from a beer distributors in which he owned a stake. turning to politics now, president-elect donald trump is facing new questions about the future of his business. "the new york times" is reporting that trump may turn to his son while refusing to completely separate himself and resisting calls to liquidate his real estate company. we'll have more on that coming up in our next half however. former presidential

candidate, hillary clinton, will make a rare appearance. she will be at her old stomping grounds in capital and help to unveil a portrait of senator harry reid who is retiring after serving 44 years in congress. clinton has not been seen much in public since her concession speech but made a surprise appearance at an awards dinner a few weeks ago. we have breaking news from south carolina. where police are captured an escaped inmate that they say stabbed a police officer at a wal-mart. 47-year-old michael allen williamson broke out of prison and he was captured outside of a wal-mart. and a female police officer was stabbed while responding to a call for a shoplifter, she is recovering at the local hospital. williamson was serving a life sentence for robbery.

snoop. >> and two teenagers are accused of starting wild fires in tennessee that caused devastation there. the two juveniles are in custody for deliberately starting the fire in the eastern part of the state and within days it caused widespread damage. >> people were basically running for hire lives. in all nearly 500 buildings were damaged or destroyed. authorities have not announced a dollar amount caused by the wild fire and they may seek to transfer the juvenile suspects to an adult court. and dillon roof is largely conceding guilt, trying to keep their client out of the death chamber, standing trial on 33 counts including hate crimes.

the trial ended the second day and the defense did not present witnesses and may not have too many questions for prosecution witnesses during the trial. and a north carolina man accused of opening fire at a d.c. restaurant made an appearance. the restaurant was the target of of fake news reports about child sex slaves. that madison welch entered the restaurant with an ak rifle in a misguided attempt to rescue children. he believed online rumors linking it to democrats and child exploitation. and the judge ordered the hearing to be continued next week. still to come a glimmer of hope amid the devastation of the earthquake that ravaged indonesia. that story is coming up. and talk about a good yarn. we'll introduce to a group. people that brings warmth to

complete control of aleppo. talking cease fire and getting aum tearan aid to the people that live there. they have evacuated disabled civilians that were all but forgotten. they were trapped in a build that was a home for the elderly. to indonesia now where rescues continue after the devastating earthquake. the death toll stands at 102. a man was pulled alive from the rubble almost 11 hours after being buried. heavy equipment is used to pick through the debris and about 8,000 people were left homeless by the earthquake. >> the city of paris is auctioning off its famous love locks to help refugees, the locks were attached to the city's bridges until last year when council decided it was unsafe and the bridges were crumbling from the weight and now they took the locks off and

meteorologist, david murphy is back and we are talking the coldest temperatures of the season coming our way. stormtracker 6 live double scan showing you that we are mainly dry and there are a couple of light sprinkles and showers in and out of the picture in central and newcastle county. they jump the bay every now and then and it looks southwest of the vineland right now, but it's all light and nuisance stuff and if you catch this on your windchill it shouldn't last long. >> we have the love statue in

love park still under construction, if you get down low and look at the reeds, you can't see that. winds on the move a bit. moving the leaves around. 44 is your current temperature in philadelphia and winds pick up a bit out of the southwest at 10 and could get to the mid to upper teens adding to what is already a chilly feel. 42 in allentown and 42 in reading. and winds pick up through the afternoon. satellite shows you cloud cover around and there is thinning in the clouds and we could see sunshine break through later today. up in the lehigh valley, clouds mixing with some sun, breezy as we move through the afternoon and evening. 42 is the high and at shot shore a high of 39 degrees and breezes building of the next several hours straight into the evening.

if philadelphia a chilly high of 45 degrees, if we can break out additional sunshine for an hour or so maybe we'll go a bit higher. it's generally chilly and the breeze building 8 to 16 miles per hour. we'll be there gradually. and for the evening commute, breezy and get the heat on in the car, 44 by 4:00 and 41 by 5:00 and by 6:00 back into the upper 30s and it will be a chilly evening commute. overnight tonight, partly cloudy and the winds are continuing to increase, 30 is your low. most of us will be below freezing when we wake up tomorrow morning. look at the winds, 12 to 25 miles per hour and low 30s at times. of course we have the big arctic high pressure center sitting over big air mass of cold air up in the reaches of canada and north of the u.s. border. temperatures right now, and below the freezing mark and in

fact below zero and as we get into friday and saturday, we look at the potential for stopping in the 30s and of course the winds are going to be a factor and the windchills by tomorrow morning, by tonight really and tomorrow morning we'll be in the teens and low 20s, a raw overnight and day tomorrow coming. your exclusive accuweather seven-day forecast 45 degrees and clouds and sun and breezy. and blustery and cold tomorrow and high of 40, at the best of times windchills around 30 and in the upper 20s, there could be a flurry or shower around on friday. and saturday still brisk and cold a high of 38 degrees and again windchills in the 20s for much of the time. sun giving way to clouds and most of the day in the 30s and rain or mixed precipitation at night that could spill into monday morning. we are not sure just yet keep your eyes on sunday night into monday. >> yes, we will. thank you. a salvation army volunteer is taking the red kettle
