the i-95 corridor, south of the pennsylvania turnpike, this is a rain event. north of the turnpike, this is where the precipitation likely late sunday night starts at snow before the change over to rain. monday morning commute, my biggest concern the suburbs. there is a potential of slushy rain. i-95 metro area, a slow morning commute because of the chilly rain and south jersey and delaware rain in the mid 40s. don't get used to the 40s. i'm tracking another arctic blast. we have details on that in the seven-day forecast, jim. >> let's go live to jeff cherco in philadelphia. how is the city trying to protect its homeless population tonight? >> the city is expanding shelters and warming stations throughout the city.

the goal is no one will go outside during the code blue. the challenge is finding those that want to sleep inside. >> they declared a code blue. did you know that? >> i haven't heard that. >> we found kevin outside in written house square. he was planning to sleep outside until we told him about code blue and the outreach team on its way. >> we can't keep up with the calls. >> the brutal cold has the outreach scanning the streets, looking for homeless people, encouraging them to come inside. >> individuals that lay on the stream grates, your body sweats, your pores open and you can get pneumonia. >> people can come in any time day or night.
